Four major themes emerged: fear of the next chapter, motivation, support, and continued struggles. Recommendations based on the findings include policy to expand financial support for youth and campus support programs and practice efforts to improve mental health and wellness services in addition to specialized transitional programming for graduating students.

Foster alumni face multiple obstacles to accessing and persisting in higher education. To facilitate and support the success of this frequently overlooked population, professionals in higher education need to understand these obstacles. Little is known about the experiences of youth with foster care backgrounds as they transition into and through higher education. Although existing research has reported the academic, health, and social effects of having been in foster care, little is known about why foster alumni do not persist in higher education. This study used student-development theory, specifically Schlossberg's transition theory, Tinto's theory of student departure, and Bourdieu's work on social and cultural capital to provide a conceptual framework through which to view the lived experiences of youth with foster care backgrounds. Because, for many youths with foster care backgrounds, the pathway to the baccalaureate degree is through a community college, this study examined and explored the transition experiences of foster alumni about to begin or currently enrolled at an Oregon Community College. The study explored the factors that challenge and facilitate foster alumni persistence towards the attainment of a college degree.

Former foster care youth resided in out-of-home care with state approved guardians who received funding and monitoring of services. When enrolled in college, foster care youth require more support than students who never experience foster care. A small number of four-year college institutions provide interventions to retain foster care students. The research sought to identify best practices and to establish a foundation for research. Foster care youth often have a history of abusive and neglectful life experiences. It is fundamental to assure that these students are provided with the appropriate resources to ensure persistence and success. By doing so, institutions may be able to increase student retention and completion. The conceptual framework reflects the historical context of students. The outcome of several different retention efforts is discussed. Finally, the literature explored access to higher education for former foster care youth. The research is aimed to provoke further research, best practice, and to inform research. Four research questions guided the investigation concerning the lived experiences of students who have come from the foster care system and who are enrolled in four-year college institutions. The stories former foster youth told about their interaction with faculty and staff in four-year college institutions inform this study. Four themes emerged from A Narrative Inquiry into Transitioning from Foster Care to College iii the study, (1) campus-based support as an external support, financial support, family as an internal support, transition and access. Through the stories told we learned that former foster care youth require external support in the form of campus-based support, a direct liaison who is assigned to former foster care youth. Internal support is important in assuring consistency, a place to call home and lasting friendships. Financial aid is the driving force that allows former foster care youth to persist. Transition support is crucial in properly progressing into college and adulthood for foster care youth. Finally, best practices are discussed for monitoring success in students who come from the foster care system and are enrolled in four-year college institutions.

Nationwide, 26,547 youth emancipate from foster care each year. Former foster youth who continue with education beyond high school may elect to receive supportive services through the state's independent living program. Although these services are intended to provide the necessary support while the youth completes a post-secondary degree program, research has shown that fewer former foster youth enter college and complete a degree than their non-former foster youth peers. Further, there has been very little research that explores firsthand experiences of former foster youth as college students. Narrative inquiries are most suited for small numbers of participants in qualitative research studies. Moreover, the best way to understand the human experience is to hear it firsthand from those who have lived it. For this study, eight former foster youth were interviewed about their experiences in foster care and as students in a large, southeastern U.S. community college. Findings from the data were presented as profiles in the youth's own words and through an analysis of the themes found across interviews. Two over-arching topics that relate to the research questions were addressed: meaning-making experiences and identity construction. Within those two topics are themes that support each one. The findings revealed that meaning is made through the transitions former foster youth have experienced, the preparation for college they have had, the connections they have made, and whether or not they feel in control of their lives. The resulting themes of crisis, commitment, transformation, and confidence help to understand how identity is constructed for these youth.

Five participants completed semi-structured interviews about their secondary education, transition to college, and adjustment during college. The findings from these interviews show the importance of having a mentor to assist foster youth with the process of transitioning to college and general life skills. This study also showed the benefits of exposing foster youth to workshops, conferences, and classes to help with expectations for college and that transition. Social concerns are one of the biggest challenges for foster youth and programs are needed to help with the adjustment to college and help foster youth create and maintain support systems.

In the long term, these challenges may have a negative impact on their academic success rates and livelihood. In this study, we provide an analysis on the long-term consequences for foster youth of color as they transition out of the system and into adulthood. Research Questions: Though both youth who have been raised in foster care and those raised in the general population may face similar challenges during their developmental transitions, youth who are in foster care may not receive the same academic experiences, support, and resource availability as non-fostered youth. What challenges do youth experience while being in the foster care system? Do they have difficulty academically, and transitioning into adulthood from these affects? Moreover, do youth of color in the foster care system experience more challenge in this area than other races? Hypotheses: We predict that youth living within the foster care system have negative effects in their academics due to various contributors such as trauma, lack of support, lack of resources, mental health/behavioral issues, and more. Moreover, as another marginalized group, youth of color are overrepresented in the foster care system. Methods: The study conducted secondary data analysis of existing national data archives containing basic demographic and outcome information for foster youth who were eligible for the outcomes survey of the National Youth in Transition Database (NYTD) and contains the results of a periodic survey of youth who turn 17 in certain years, along with follow-up surveys at ages 19 and 21. Results: Foster youth, especially those of color, do in fact face many challenges due to having been in the foster care system for some, or all, parts of their lives. Discussion: The foster youth population makes up approximately 39.1% of the total number of foster children in the United States (U.S. Department of Health and Human Services, 2018). Though they face many obstacles, foster youth are extremely resilient. However, they are in dire need of more support and access to protective factors that aid in their success and well-being.

Therefore, it is critical that the child welfare, K-12, and higher education systems encourage and support the postsecondary educational aspirations of court wards. When the state makes the decision to remove a child from his/her biological home, it bears the responsibility to provide the educational guidance as well as assistance otherwise provided by families during the transition from high school to college. This dissertation explores the educational outcomes of older youth in care by first looking at the perception of high school aged foster youth in identifying the barriers and pathways they face in graduating from high school and accessing college and then will investigate persistence in post-secondary education for a sample of foster care alumni who are enrolled at a four-year college. The first study investigates the barriers and pathways high school and college-aged foster care youth face in completeing high school and in transitioning from high school to college using action research strategies, which are based on an empowerment theoretical framework. The second study follows a cohort of students who were able to successfully enroll in a four-year university and tracks persistence in their post-secondary education program using two logistic regression models. The final study takes a look at the same cohort of university enrolled students, but tracks time varying indicators including persistence to graduation and academic achievement of the students throughout their post-secondary journey through the use of discrete time hazard models. Paper two aims to address whether having a placement history in the foster care system predicts dropping out, controlling for gender and race. Paper three examines the issue of college persistence by using an event history analysis to model relative risk of graduation from college over time. Study three also includes an additional time varying covariate, academic performance (GPA), and examines whether academic achievement predicts time to graduation. Although each paper is independent, they are connected by the common theme of college access and persistence of young people who have aged out of the foster care system. The benefit to the author of the three-paper method is that the task of submitting the findings of the study for publication is eased as the dissertation contains three stand-alone articles. A drawback for the reader of the three-paper method is that there is redundancy in reading the same sections in each paper. The reader is encouraged to keep in mind that some information may be redundant when read as a whole document.

The theory that guided this study was Maslow's hierarchy of needs as it applied to higher educational pursuits of foster youth who had, or were about to, age out of foster care. Bronfenbrenner's ecological systems theory also guided this study to identify additional barriers to higher education for foster youth. This phenomenological study used a transcendental research method. Data collection methods included face-to-face and phone interviews, focus groups, participant captions for picture cards, and data from intake documents and school records that provided accurate demographic information. Interviews and focus groups were conducted primarily by phone while captions, demographics, and consent were compiled through email, postal service, and participating school records. Moustakas' modified method was used to analyze data for this study. The central research question for consideration was as follows: What are the lived experiences of foster youth who have aged out of foster care and enrolled in community college? The 12 participants for this study shared their unique life experiences as they aged out of foster care and enrolled in higher education programs. While the participants' educational barriers differed to some degree, one commonality each faced was the lack of a dependable adult role model for encouragement and support. The impact of this missing element was evident in the life-choices of participants.

Aging out refers to the moment in time when child welfare is no longer legally responsible for the youth, and the system abruptly stops providing services–usually when the youth turns either 18 or 21. Each year, thousands of youth age out of foster care, essentially legal orphans with no legal connection to family or a supportive network. Unfortunately, foster youth who go through the experience of aging out of foster care have statistically poor life prospects. Longitudinal studies across the country show very high rates of homelessness, incarceration, unemployment, and lack of access to health care among youth who aged out of foster care. These outcomes are disproportionately worse for Black, Native, and Brown youth, as well as queer and trans youth. This study is designed to understand the experiences of transition-age youth in their transition out of foster care and investigate: Why do poor outcomes for youth who age out of care persist? What are the current lived experiences of youth who age out of care? In what ways does child welfare continue to fall short for youth who age out of care?

Eight participants who were in their second year of college or beyond participated in one-on-one interviews. The following four main themes emerged via the phenomenological reduction process: "Ahead of Most": Consequences of Trauma; "Outsider": Peer Relationships; "I'm Not Here to Party": Integrating Social and Academic Experiences in School; and "Heavy Amount of Love." These themes capture the lived experiences of participants who used their resilience to matriculate into and progress through college. Though participants described feeling like outsiders in K-12 schools, most made meaningful connections as undergraduates. These connections with peers as well as the integration of social and academic experiences helped participants progress. Finally, participants described the love they found for themselves through their journeys in foster care and college. Implications for professionals, including P-16 educators, school and mental health counselors, and social workers are organized by systemic domains that emphasize micro, meso, and macro-level advocacy.

The research aims to not only express the stories and knowledge of former foster youth, but also to examine the intersection of client experience versus provider experience, within a framework of community-based research. This research takes place within the setting of a transitional housing model called Transitional Housing Placement-Plus (THP-P) in Sacramento, CA. The process of this study suggests that former foster youth have an important role to play in defining not only their own outcomes and successes, but also in contributing to the way agency staff consider and measure outcomes. The findings of this study suggest that former foster youth place high value and importance on personal relationships or connections to others in the context of their successful moments. Former foster youth have a strong desire for these types of connections and support systems. Furthermore, the findings suggest that although program staff have positive and supportive relationships with their clients, they tend to frame success around individual characteristics or merits, rather than connections and relationships. These findings implicate a need for more client-based evaluation processes in service-providing nonprofit organizations.
