Book excerpt: This study attempts to evaluate and review the curriculum of higher Islamic education in Bangladesh in order to discover its merits and demerits. It analyses and assesses the curriculum to examine whether it is comprehensive, integrated and holistic, and whether it is sufficient to meet the needs of the present time. The researcher employs a combination approach of research methods, namely historical, philosophical analysis, and curriculum criticism. The curricula of two selected programmes were examined; Fazil (three-year bachelor) of madaris affiliated to Islamic University Kushtia Bangladesh and Bachelor of Arts (four-year honours) in Islamic Studies at colleges affiliated to the National University Bangladesh. This research is conducted on the basis of the philosophical foundation and conceptual framework of higher Islamic education curriculum which comprises of four dimensions: faith (Iman), knowledge (Ilm), action (‘Amal), ethics and morality (Akhlaq). The framework has been developed based on three curriculum models of Al-Attas, Rosnani and the International Islamic University Malaysia (IIUM). The critical analysis discovers some inconsistencies and demerits of the existing curriculum; mainly that the educational philosophy, aims, and objectives are not clearly outlined, and that the contents and pedagogy are not conducive for the overall development of the graduates. The present study proposes a balanced and sound philosophy, comprehensive objectives and aims of higher Islamic education in Bangladesh, conforming to the recommendations of the World Conferences on Muslim Education, the thoughts of renowned Muslim scholars and the national ideology of the country, which is enshrined in the Basic Constitution. The research concludes that due to the changing circumstances at home and abroad, social demands and emerging technologies, a thorough reform of the curriculum is crucial. Finally, the research offers some necessary guidelines on forming holistic, comprehensive and integrated curricula comprising of Revealed Knowledge, and Natural and Social Sciences.

Book excerpt: Abstract: There has been a proliferation of non-state providers of education services in the developing world. In Bangladesh, for instance, Bangladesh Rural Advancement Committee runs more than 40,000 non-formal schools that cater to school-drop outs from poor families or operate in villages where there's little provision for formal schools. This paper presents a rationale for supporting these schools on the basis of their spillover effects on female enrollment in secondary (registered) madrasa schools (Islamic faith schools). Most madrasa high schools in Bangladesh are financed by the sate and include a modern curriculum alongside traditional religious subjects. Using an establishment-level dataset on student enrollment in secondary schools and madrasas, the authors demonstrate that the presence of madrasas is positively associated with secondary female enrollment growth. Such feminization of madrasas is therefore unique and merits careful analysis. The authors test the effects of the Bangladesh Rural Advancement Committee primary schools on growth in female enrollment in madrasas. The analysis deals with potential endoegeneity by using data on number of the number of school branches and female members in the sub-district. The findings show that madrasas that are located in regions with a greater number of Bangladesh Rural Advancement Committee schools have higher growth in female enrollment. This relationship is further strengthened by the finding that there is, however, no effect of these schools on female enrollment growth in secular schools.

By exploring the complexities of neoliberalism as an economic and ideological doctrine, a mode of governance, and as a policy package, it considers the ‘post’ attached to and hyphenated with ‘colonialism’ as more aspirational than achieved. Based on an interdisciplinary study involving contemporary theories from political and social sciences, economics, and the socio-economics of education, the book explores the unique ways in which Bangladeshi higher education has evolved over the past four decades, and the complex politics behind its privatisation. Through an empirically based account of how neoliberalism has worked its way through the higher education sector in the fastest growing economy in the South Asian context, it discusses how changes have been characterised by policy reforms, massification, and a sustained friction between control and autonomy in the university sector. The authors take a nuanced approach to their geo-political and onto-epistemological positionalities as diasporic and hybridised scholars by rejecting epistemological exclusion inherent in the colonial present and research conducted in such contexts. This position allows the reinforcement of a colonial present, theorising from within Global South decolonial and postcolonial research literature. This book contributes to discourses of ‘globalisation from above’ and ‘globalisation from below’ and sheds light on the often-idiosyncratic ways in which higher education reform has unfolded in South Asia.
