Book excerpt: The need for specific inquiry into rural domestic violence is pressing because rural survivors face barriers to legal and economic access, assistance, and development that are compounded by their isolated physical location. However, there is a paucity of legal discourse addressing the issue of rural domestic violence. In particular, it is important to consider law enforcement response to domestic violence calls because police officers often serve as the gateway to the legal community through first-response action. This Article, which was the first focus-group based study of survivors' perceptions of law enforcement response to domestic violence in the rural Midwest, points out the disparity between law and action in rural Illinois as detailed by the survivor narratives. The survivors participating in focus groups detailed ineffective police responses to domestic violence calls. The gap between law and practice is expounded by interposing the legal obligations provided by Illinois statute with the narratives of police inaction and failure to arrest. Then, a method of strengthening police responses to domestic violence calls in rural areas is proposed in order to address the issues presented in the survivor narratives. The proposal includes the use of detailed first response forms that will encourage officers to engage in risk assessment techniques in order to better gage whether an arrest is warranted in response to a domestic violence call. Additionally, the form will serve as a reminder of statutorily mandated duties imposed on law enforcement officers. Through the use of these methods, rural officers can respond more effectively to domestic violence calls and better serve rural survivors of domestic abuse.

It also considers how rurality affects the delivery of services and subsequently victims' experiences. The thesis explores the relationship between service provider's views - police, housing, probation etc - of victims' experiences of domestic violence in a rural area, and their perceptions of the service and strategic response to domestic violence in rural Northumberland. It is set in the context of the relationship between partners from the voluntary and statutory sector, especially criminal justice agencies and how they work from a strategic and operational level in addressing domestic violence. Incorporated within this framework is how, from a strategic level, the governance of domestic violence has been addressed from a criminal justice and Local Authority perspective. The thesis includes an analysis of the Domestic Violence Forums and the implications for partnership working within a two tier Local Authority structure. This analysis will also incorporate an examination of the police response to domestic violence both at an operational and strategic level and how the Domestic Violence Forums and the police linked with Local Authorities and in particular the Crime and Disorder Reduction Partnerships (CDRPs). The unfolding analysis will inform our understanding of how the distinct factors of rurality impact on the nature and extent of domestic violence and the strategic and community safety response. From a theoretical perspective the main influence is drawn from feminist ideology especially radical and socialist strands. An analysis of these strands developed an understanding of issues such as women's oppression and patriarchy especially in relation to domestic violence. Also an analysis of the theory of rurality was undertaken so as to understand the complexities of the term 'rural' and how a single definition of rurality is fraught with difficulties. Because of this difficulty a framework of classifications of rural has been constructed for the purposes of this thesis. The research methods used for the thesis included semi-structured interviews with stakeholders and victims of domestic violence. A general review of the domestic violence literature was undertaken as well as a review of literature related to themes such as partnership working, community safety and victimology. There was also an analysis of published and unpublished literature such as government circulars, minutes from Domestic Violence Forums and CDRP meetings and funding bids. There are four key themes to emerge from the research which are; the police response, partnership working, distance and time and cultural differences. Whilst some of the findings to emerge in these categories reflect issues relevant to both rural and urban areas, there are some specific to rural areas. The conclusion to the thesis will identify and discuss these issues in greater detail.

It does not discriminate by education, age, religion, etc. DV includes any type of violence or abuse that occurs within a domestic setting. For the purposes of this study, this content primarily focuses on intimate partner violence (IPV) as the main form of DV and is used interchangeably throughout the text. This study examines the influence of population density on arrest rates for DV and some factors behind the likelihood of arrests in urban and rural areas. The literature between both of these societies has demonstrated a clear difference in social behaviors that shape the response to DV (Websdale and Johnson 1998). Normative social influence theory suggests that people's influence may lead someone to conform in order to be liked or accepted by a group (Izuma 2017). This theory hypothesizes that the proportion of people living in rural per county will have fewer arrests for DV than the proportion of people living in non-rural areas because of the need for positive relationships that can lead to conformity (Izuma 2017). Furthermore, it is predicted that there are less arrests in rural areas because of the effects of informal social controls in these areas. Informal social controls can take place between police and citizens that may interact more personally through socialization. An example is when citizens take matters into their own hands, therefore prolonging the reporting of crimes to police. This study uses secondary data provided by sources such as the Florida Department of Law Enforcement (FDLE) website and Social Explorer. Broader implications of this research are that it could shed some light on the social dynamics that impact the outcome of crime in both densely populated and sparsely populated areas.

How should police respond to the millions of domestic violence cases they confront each year, when most prosecutors refuse to pursue them? Why does arresting unemployed batterers do more harm than good? What approaches should police adopt when arrest has totally opposite effects upon "haves" and "have-nots"? Sherman, a leading police researcher, is the architect of the 1984 Minneapolis Domestic Violence Experiment - the first controlled test of the effects of arrest on repeat crime. Unfortunately, many of these coordinated community responses to domestic violence have made little or no effort to incorporate program evaluation. The aim of the current study was to begin with the end in mind by incorporating program evaluation into each step of the process of developing a coordinated community response to domestic violence in a suburban Chicago community. The writer and the coordinated community response program developer collaborated throughout the program development process through consultation and interviews with members of relevant community agencies including the police department, local department of health and human services, a domestic violence shelter, and an agency providing services to children who witness family violence. Program development and program evaluation design were created concurrently and in accordance with requirements of a prospective grant funding source. The final product of this dissertation is a program evaluation protocol for the Hoffman Estates Domestic Violence Response Team (HEDVRT).
