Book excerpt: This project contains three major parts. In the first part a digital computer simulation model was developed with the aim to model the traffic through a freeway work zone situation. The model was based on the Arena simulation software and used cumulative interarrival times as the input. Its aim was to determine the traffic volumes through the work zone and the queue lengths in advance of lane restrictions. The program was designed to handle up to 15 miles in length, up to six lanes, and up to 20 entrance and exit ramps. The developed program has not been validated due to the lack of reliable field data and the program appears to produce unreasonably short queue lengths and low exit ramp traffic counts compared to the input traffic data for cases where the exit ramps are spaced closely together. In the second part a diversion analysis was performed to determine the effects of closed ramps. The work zone sites were assigned by Ohio Department of Transportation and the diversion effects for these situations were in one case very minimal and in the other case as expected (traffic shifted to the next open exit ramp). In the third part guidelines for ramp management and ramp metering were established on a 24/7 basis giving special considerations to freeway mainline throughput and local traffic access to freeway.

Work zone congestion is one of the most important factors contributing to the delay and safety of freeways. Many control methodologies have been applied to work zones in order to reduce freeway congestion and delay. One means of control is ramp metering, which has been deployed since 1963 in the United States and has proven to be successful. This thesis' objective is to evaluate and simulate the effect of ramp metering on freeway work zones; traffic performance measures such as delay, speed, and number of stops are used for the evaluation. A literature review showed that a main factor contributing to the freeway work zone delay is a high percentage of commercial trucks. Due to the role of truck percentage in work zone performance, effectiveness of ramp metering in work zone control is evaluated with different truck percentages. The lane configuration for all the studied sites work zones was 2 lanes to 1 lane, because it's frequency in real-world applications. In the evaluation of ramp metering in work zones, the traffic volumes investigated were less than, equal to, and more than capacity (650vph, 1240vph, and 1854vph). Mainline (a link used for trough traffic) truck percentage and ramp truck percentage varied from 10% to 40%, and 10% to 20%, respectively. As a result, a total of 8 cases were created and simulated using VISSIM traffic simulation software.

Studies have documented the positive mobility and safety benefits of ramp metering. However, there have been no studies on the use of ramp metering for work zones. This report documents the results from the first deployment of temporary ramp meters in work zones in the United States. Temporary ramp meters were deployed at seven urban short-term work zones in Missouri. Safety measures such as driver compliance, merging behavior, and speed differentials were extracted from video-based field data. Mobility analysis was conducted using a calibrated simulation model and the total delays were obtained for under capacity, at capacity, and over capacity conditions. This evaluation suggests that temporary ramp meters should only be deployed at work zone locations where there is potential for congestion and turned on only during above-capacity conditions. The compliance analysis showed that non-compliance could be a major safety issue in the deployment of temporary ramp meters for under-capacity conditions. The use of a three-section instead of a traditional two-section signal head used for permanent ramp metering produced significantly higher compliance rates. Ramp metering decreased ramp platoons by increasing the percentage of single-vehicle merges to over 70% from under 50%. The accepted-merge-headway results were not statistically significant even though a slight shift towards longer headways was found with the use of ramp meters. Mobility analysis revealed that ramp metering produced delay savings for both mainline and ramp vehicles for work zones operating above capacity. On average a 24% decrease in total delay (mainline plus ramp) at low truck percentage and a 19% decrease in delay at high truck percentage conditions resulted from ramp metering.

However, travel time, fuel consumption and pollutant emissions are unpredictable under the newer system. Compared to no control strategy, such measures of effectiveness may improve or worsen depending on the freeway patterns and demand. Based on these findings, the researchers will seek improvements to the design of the Stratified Ramp Metering algorithm so as to factor in disruptive traffic patterns.

Book excerpt: The project focuses on two major issues - the improvement of current work zone design practices and an analysis of vehicle interarrival time (IAT) and speed distributions for the development of a digital computer simulation model for queues and travel delays in work zones. Important considerations in the development of work zone design guidelines include guidance, delineation, and the safety of workers and drivers. A nationwide survey of current work zone best practices was conducted. Based on the review of the existing ODOT guidelines, superior practices available in other states, relevant research, and professional judgment of personnel involved in work zone activities, a set of guidelines for work zone design are proposed. It is anticipated that these research findings will result in the better design of work zones which will minimize traffic delays and improve safety. In the second part of the project trailers, each using two Wavetronix microwave radar units in side-fire mode, were developed to nonintrusively measure traffic. The traffic was measured at six work zones sites with different types of lane configurations at different freeways in Ohio. Traffic on the road was also independently measured using video and radar, and the results compared to records from the trailers to verify that the trailers were measuring the traffic with reasonable accuracy. IAT data of successive vehicles in freeflowing traffic ahead of work zones were analyzed and IAT distributions were generated as a function of the traffic volume for each lane and relationships between traffic volumes and cumulative IAT distributions were established allowing a direct conversion from hourly traffic counts to corresponding cumulative IAT distributions. This conversion method produces fairly accurate cumulative IAT distributions for selected hourly traffic volumes. It was also found that the same cumulative IAT distribution can be used to model the free-flowing traffic at other freeway locations in Ohio, which means that the IAT distributions are portable and scalable and a microscopic digital computer simulation model based on queueing theory may be developed to investigate traffic delays in work zones.

Under heavy demand conditions such as those in Houston, the current strategy to meter at the fastest rate remains the most beneficial. However, this strategy also provides limited benefits. Finally, researchers developed guidelines and recommendations for current and future ramp metering operations in Texas. This report documents the research results.

To date, the major accomplishments of this project include (i) the development of a complete procedure for constructing and calibrating a microscopic freeway traffic model using the Vissim microsimulator, which was applied successfully to the full I-210 test site, (ii) a simulation study, using the calibrated Vissim I-210 model, comparing the fixed-rate, Percent Occupancy, and Alinea local ramp metering schemes, which showed that Alinea can improve freeway conditions when mainline occupancies are measured upstream of the on-ramp (as on I-210 and most California freeways), as well as when occupancy sensors are downstream of the on-ramp, (iii) development of computationally efficient macroscopic freeway traffic models, the Modified Cell Transmission Model (MCTM) and Switching-Mode Model (SMM), validation of these models on a 2-mile segment of I-210, and determination of observability and controllability properties of the SMM modes, (iv) design of a semi-automated method for calibrating the parameters of the MCTM and SMM, which, when applied to an MCTM representation of the full I-210 segment, was able to reproduce the approximate behavior of traffic congestion, yielding about 2% average error in the predicted Total Travel Time (TTT), and (v) development of a new technique for generating optimal coordinated ramp metering plans, which minimizes a TTT-like objective function. Simulation results for a macroscopic model of the 14-mile I-210 segment have shown that the optimal plan predicts an 8.4% savings in TTT, with queue constraints, over the 5-hour peak period.
