Available in PDF, EPUB and Kindle. Book excerpt: Stop lines are common at intersections; however, few studies have focused on the position of stopped vehicles with respect to the stop line. Often drivers will stop their vehicles over the line creating potential operational or safety problems. In this thesis, data collected from local intersections in State College, Pennsylvania, indicated that only 61 percent of the vehicles observed were in compliance and 13 percent of the vehicles observed were committing severe violations. The data were analyzed to characterize driver behavior related to stop location during red phases. Driver stop line violations were influenced by many factors in this study. Lane usage (right turn only) was associated with high violation rates. Minor roads, when compared to major roads, were more likely to have more severe violations, while morning periods had more minor violations than other time periods. Through only lanes or increased distance from the stop line to the crosswalk or curb extension line promoted higher rates of compliance. Improvements on having a good sight view, keeping enough sight distance and vehicle stop distance could be good choices on reducing severe stop line violations. Increasing the distance from a stop line to a crosswalk or curb extension line an additional 10 feet might provide enough space for the majority of the vehicles stopping at an intersection from entering the crosswalk or intersection area.

The main reason behind installing cameras is to reduce red light running behavior in an effort to improve intersection safety. At red light camera equipped intersections, if a driver is aware of the presence of the cameras his/her driving behavior is bound to change. This behavioral change however, may be intentional or unintentional. The change in behavior will influence the utilization of yellow intervals resulting in an increased "dilemma zone" which in turn, will affect the capacity (or efficiency) of the intersection operation. Motorist behavior at an intersection equipped with red light camera is a major factor contributing to the safety and operation of the intersection. A motorists' decision whether to pass or stop at the intersection during the yellow signal interval depends on a number of factors, such as speed, geometric characteristics, driver's attitude, to name a few. The decision with respect to the yellow signal can result in red light running or rear end and side collisions. Motorists' behavior at red light camera intersections during exposure with a yellow signal may be seen as a binary decision in which case the two main decisions are either to come to a stop or cross the intersection. In this dissertation, a discrete choice model of the stopping probability is developed using vehicles' actual speed and location from the stop line when the motorist is exposed to the yellow signal. A binary choice model is developed using the probability of stopping to the yellow signal as a function of actual approach speed, distance from intersection, and presence of camera. The existence of the dilemma zone is estimated using dilemma zone plots developed from the probability of stopping vs. distance from stop line during the yellow interval. The dissertation also presents a new approach to calculate the change in capacity resulting from drivers stopping at the intersection during the yellow interval. Using field data from Baltimore, Maryland it is shown that the capacity of camera equipped intersections may be lower than that at intersections without cameras. -- Abstract.

Book excerpt: This research was undertaken to develop an evaluation procedure to identify high-risk four-legged signalized intersections in VDOT's Northern Virginia district by traffic movements and times of day. By using the developed procedure, traffic engineers are expected to be able to identify signalized intersections where the traffic crash occurrences under different traffic conditions for different times of day are more frequent than would normally be expected. Using generalized linear models such as negative binomial models, one safety performance function was estimated for each of nine crash population reference groups formed by three traffic crash patterns (crash patterns 1, 4, and 6) and four times of day (A.M. peak, mid day, P.M. peak, and evening off peak). Crash pattern 1 is a same-direction crash (rear-end, sideswipe or angle crash) that occurs after exiting the intersection; crash pattern 4 is a right-angle crash between two adjacent straight-through vehicle movements in the intersection; and crash pattern 6 is an angle or head-on or opposite sideswipe crash between a straight-through vehicle movement and an opposing left-turn vehicle movement in the intersection. The procedure developed in this study is based on the empirical Bayes (EB) method. Additional data do not need to be collected in order to use the EB procedure because all the data required for applying the EB procedure should be obtainable from VDOT's crash database and from Synchro input data that are already available to traffic engineers for traffic signal phase plans. Thus, the EB procedure is cost-effective and readily applicable. For easy application of the EB procedure, an EB spreadsheet was developed using Microsoft Excel, and a users' guide was prepared. These are available from the author upon request.

Driver behavior and traffic flow characteristics at these locations are relatively complex. To better understand these issues and potentially provide guidance to engineers in their designs, a series of studies were performed on the driver behavior and traffic characteristics at intersections and driveway access points based on field experiments or observations. First, a countdown timers study was performed in China about their influences on driver behavior. It was found that the presence of countdown timers may encourage yellow running behavior and late entry into intersections in China. Second, a phase gradient method was proposed for the general application purpose to the studies of driver behavior and traffic characteristics at signalized intersections. A case study on red-light cameras was performed at Knoxville, TN. Third, a study was performed to learn the legal issues and arguments about the usage of red-light cameras for the purpose of generating profits. A variety of engineering measures, mainly dealing with the setting of the traffic signal, which could be potentially used by municipalities or camera vendors to trap red-light runners and thus generating more revenues from the camera system are discussed. Finally, an experiment was conducted to simulate the right-turn issues, which impact the safety and operation efficiency at intersections or driveway access points. Two turn lane geometric parameters, angle-of-turn and tangent, and their influences on driver behavior and traffic flow characteristics were studied.

Book excerpt: Abstract : Although the total number of highway-railroad grade crossing (HRGC) accidents has significantly decreased in recent decades, they remain as one of the highest causes of injuries and fatalities in rail transportation. It is known that driver behavior is the leading cause for accidents at HRGCs, but there is less understanding on the reason for these inappropriate behaviors. This research uses the Strategic Highway Research Program 2 Naturalistic Driving Study (SHRP 2 NDS) data and a behavior scoring methodology developed at Michigan Technological University (Michigan Tech), to evaluate driver behavior when traversing HRGCs. More specifically, it uses a two-sample t-test to determine whether there is a statistically significant difference in driver behavior based on weather condition, driver demographics (gender and age) and time of day. It also further divides the HRGCs to three subgroups based on the traffic control devices (TCD) and performs similar analysis for each subgroup. The research has identified that while statistically significant differences were absent in majority of the tested scenarios, they do exist between some of the compared categories. Especially, both male and female drivers received lower behavior scores during the night compared to the day and female drivers received lower behavior scores under rain and higher behavior scores in snow condition. In contrast to the researcher's expectation, the data did not show any significant difference in average behavior scores of male versus female drivers. When considering the impact of TCD types on driver behavior, it was found that except for the "snow" condition, there was very little variability between behavior scores under various weather conditions.
