Book excerpt: The writer's purpose is twofold: to examine the electricity use in Zambia's mining industry by focusing on own-price, cross price and index of mining production elasticities of demand, and on structural changes in demand patterns over the period 1980-2008 in order to expose any energy efficiency developments in Zambia's mining industry. Data for Zambia on three independent and the independent variables was collected from various databases, and analysed using the Statistical Package for Social Sciences (SPSS). The long-run mining industry electricity demand equation for Zambia is estimated and found to be useful and statistically significant. Both cross-price and index of mining production elasticities are statistically significant, and own price elasticity insignificant. Diesel price have long run significant impact on mining industrial electricity demand. Developments in the efficient use of electricity in the mining industry during the period 1980-2008 were minimal, and the explanation for this lies in absence of both national policy and mine policy on energy efficiency.

Book excerpt: Zambia is richly endowed with a wide range of biomass sources including woodlands, forests, agricultural residues and livestock waste. Biomass energy contributes supplies over 70 percent of the country’s energy needs. Due to the current extraction and consumption methods, the use of biomass energy has been linked with detrimental environmental effects such as deforestation and forest degradation as well as climate change, due to the loss of carbon sinks. Inefficient utilisation of biomass contributes significantly to deforestation which is estimated at between 79 000 – 150 000 ha per year, and negatively affects the health and income of rural households that depend on forest products for their livelihoods. Sustainable bioenergy strategies and alternative bioenergy solutions need to be defined and integrated into current efforts of the country to increase stable and sustainable access to energy. This report assesses the country context and defines which bioenergy options can be viable considering a number of solutions for electricity production, cooking fuels and transport fuels at the provincial and district level. Possible options originating from crop residues, livestock residues and forest plantation harvesting residues are identified, having netted out agriculture and forestry needs. The assessment now needs to be followed by local verification and investment to deploy an initial set of bioenergy projects and test the findings on the ground.

Book excerpt: Climate change is projected to cause an increase in average temperatures in Zambia and a decline in rainfall, particularly in the southern and western regions. The country experiences high rainfall variability, which climate change is expected to exacerbate, resulting in likely higher frequency and intensity of already reoccurring extreme weather events, such as droughts and floods. The combined effect of the temperature and precipitation projections is anticipated to cause a decrease in water availability at national level and to adversely affect the Zambezi, Kafue, and Luangwa River Basins. Overall, these trends will exacerbate existing vulnerabilities in southwestern Zambia, as the region is already prone to droughts (as well as floods in some parts). On the other hand, the northern parts of the country are projected to experience a slight increase in rainfall and to be overall relatively positively affected by climate change. The key sectors most likely to be significantly affected by climate change in Zambia include agriculture, road infrastructure, and energy. In agriculture, the key risk stemming from climate change is the projected lower maize yields, as this is the country’s staple crop. Other crops are also expected to be adversely affected by higher temperatures, reduced rainfall, and increased occurrence of extreme events, particularly in southern and western Zambia. That said, changing climate conditions could create new agricultural opportunities in the north. Climate change is projected to negatively affect the livestock subsector, which will increase food security risks, particularly for subsistence farmers. In road infrastructure, the projected higher occurrence of flooding, especially in Lusaka Province, could have a knock-on effect for the rest of the economy, particularly if it damages key international corridors passing through this region and/or affects domestic supply chains. Zambia is significantly reliant on hydropower and is already experiencing severe power cuts due to drought. The risks in the sector are exacerbated by the location of key hydropower plants in the southern parts of the country and the projected drying up of main river basins. The electricity shortages have spillover effects on the rest of the economy, including the copper industry, Zambia’s key export. This has international implications, as Zambia is a top copper producer worldwide, and demand for copper is expected to increase significantly due to its crucial role in various green technologies. Thus, absent adaptation measures, the adverse impact of climate change in Zambia could affect global mitigation efforts and strategies.
