Most of the effort will focus on the Murray-Darling Basin. In this book Daniel Connell explains why there is a crisis in the Murray Darling. He highlights the disastrous consequences of a century of fitful, reluctant "co-operation" between the six governments responsible for the region. Connell argues that a new institutional system is essential - but a Commonwealth takeover is not the best answer. Instead, the Commonwealth government should use its constitutional and financial power to force the States to adopt national policies - and stick to them, whatever the local politics. The States would continue to play a substantial role but the controls would be tighter, the framework more comprehensive. He also shows how the National Water Initiative, the great blueprint for water reform, has stalled with many of its most important recommendations ignored. So far the public debate about the future of the Murray Darling Basin has concentrated on new technical projects and increased water trading. Connell argues that unless institutional change is given priority, hundreds of millions of dollars of annual investment will be frittered away - and the crisis will continue.

Book excerpt: Abstract: "The authors describe and analyze a nongovernmental, multi-stakeholder, consensus-based approach to river basin management in the Fraser River basin in Canada. The Fraser River drains 238,000 km2 of British Columbia, supporting nearly 3 million residents and a diverse economy. Water management issues include water quality and allocation, flood protection, and emerging scarcity concerns in portions of the basin. The Fraser Basin Council (FBC) is a locally-initiated nongovernmental organization (NGO) with representation from public and private stakeholders. Since evolving in the 1990s from earlier programs and projects in the basin, FBC has pursued several objectives related to a broad concept of basin "sustainability" incorporating social, economic, and environmental aspects. The NGO approach has allowed FBC to match the boundaries of the entire basin, avoid some intergovernmental turf battles, and involve First Nations communities and private stakeholders in ways governmental approaches sometimes find difficult. While its NGO status means that FBC cannot implement many of the plans it agrees on and must constantly work to maintain diverse yet stable funding, FBC holds substantial esteem among basin stakeholders for its reputation for objectivity, its utility as an information sharing forum, and its success in fostering an awareness of interdependency within the basin. This paper--a product of the Agricultural and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research. Each book focuses on a specialist area with papers from top experts in the field. It aims to be a vehicle for in-depth understanding and inspire further conversations in the sector.
