Book excerpt: THOMAS PAINE, in his Will, speaks of this work as The American Crisis, remembering perhaps that a number of political pamphlets had appeared in London, 1775-1776, under general title of "The Crisis." By the blunder of an early English publisher of Paine's writings, one essay in the London "Crisis" was attributed to Paine, and the error has continued to cause confusion. This publisher was D. I. Eaton, who printed as the first number of Paine's "Crisis" an essay taken from the London publication. But his prefatory note says: "Since the printing of this book, the publisher is informed that No. 1, or first Crisis in this publication, is not one of the thirteen which Paine wrote, but a letter previous to them." Unfortunately this correction is sufficiently equivocal to leave on some minds the notion that Paine did write the letter in question, albeit not as a number of his "Crisis "; especially as Eaton's editor unwarrantably appended the signature "C. S.," suggesting "Common Sense." There are, however, no such letters in the London essay, which is signed "Casca." It was published August, 1775, in the form of a letter to General Gage, in answer to his Proclamation concerning the affair at Lexington. It was certainly not written by Paine. It apologizes for the Americans for having, on April 19, at Lexington, made "an attack upon the King's troops from behind walls and lurking holes." The writer asks: "Have not the Americans been driven to this frenzy? Is it not common for an enemy to take every advantage?" Paine, who was in America when the affair occurred at Lexington, would have promptly denounced Gage's story as a falsehood, but the facts known to every one in America were as yet not before the London writer. The English "Crisis" bears evidence throughout of having been written in London. It derived nothing from Paine, and he derived nothing from it, unless its title, and this is too obvious for its origin to require discussion. I have no doubt, however, that the title was suggested by the English publication, because Paine has followed its scheme in introducing a "Crisis Extraordinary." His work consists of thirteen numbers, and, in addition to these, a "Crisis Extraordinary" and a "Supernumerary Crisis." In some modern collections all of these have been serially numbered, and a brief newspaper article added, making sixteen numbers. But Paine, in his Will, speaks of the number as thirteen, wishing perhaps, in his characteristic way, to adhere to the number of the American Colonies, as he did in the thirteen ribs of his iron bridge. His enumeration is therefore followed in the present volume, and the numbers printed successively, although other writings intervened.

It is an especially interesting and controversial message coming as it does from Japan, a well-developed secular economic state where less than 1% of the population are Christians and opposing the recent trend of curtailing the eighteenth-century political economy into religiosity and theology. This multidisciplinary edited book presents a different and new perspective from the recent work of Oslington et al., which seeks to reduce the political economy of eighteenth- and nineteenth-century Britain to religiosity and theology, triggered by the writings of A. M. C. Waterman. Unlike those works, the present one aims to re-examine the largely forgotten Butler, who was said in the nineteenth century to be the most influential cleric and preacher in the Church of England of the previous century— not just as a clerical ideologue, but mainly as a proto-political economist before Adam Smith. In order to achieve this goal, first, the authors clarify that Butler's theory of conscience and probability, which began with passion and selfishness, was created with the development of eighteenth-century commercial society in mind. Second, the manner in which Butler's discourse was directed not at anti-Anglicans or eminent intellectuals, but at the majority of ordinary secular society, is explored. How it was consistent with and defended their sentiments and economic behavior, not only in Analogy but mainly in Fifteen Sermons, is also investigated and explained. Finally, readers see that Butler's antirational grasp of humanity and empiricist epistemology, based on “probability” presented in these inquiries, can in fact be considered a pioneering expression of the methodological premises of modern economics.

He served in the American army, and also held some political posts, including that of secretary to a mission to France in 1781. Returning to England in 1787 he published his Rights of Man (1790-92), in reply to Burke's Reflections on the French Revolution. It had an enormous circulation, 1,500,000 copies having been sold in England alone; but it made it necessary for him to escape to France to avoid prosecution. Arrived in that country he was elected to the National Convention. He opposed the execution of Louis XVI., and was, in 1794, imprisoned by Robespierre, whose fall saved his life. He had then just completed the first part of his Age of Reason, of which the other two appeared respectively in 1795 and 1807. It is directed alike against Christianity and Atheism, and supports Deism. Becoming disgusted with the course of French politics, he returned to America in 1802, but found himself largely ostracised by society there, became embroiled in various controversies, and is said to have become intemperate. He died at New York in 1809. Though apparently sincere in his views, and courageous in the expression of them, Paine was vain and prejudiced. The extraordinary lucidity and force of his style did much to gain currency for his writings.
