Available in PDF, EPUB and Kindle. Book excerpt: British Columbia's natural gas industry is currently facing competitive pressures from other gas-producing jurisdictions in North America. The emergence of shale gas developments has resulted in natural gas prices falling dramatically. Nonetheless, British Columbia is positioned to take advantage of growing markets in Asia that have considerably higher prices than in North America through the export of liquefied natural gas (LNG) in carrier ships. This paper aims to assess the economic viability of an LNG industry in British Columbia by analyzing world LNG prices and trade, market development, and costs through a Monte Carlo risk assessment.

Book excerpt: The CEAA, 2012 provides the framework for the federal EA process, with the CEA Agency as the main regulator for intraprovincial pipelines and related facilities, and the NEB as the regulator for pipelines that cross provincial and international boundaries (CEAA 2016e). [...] For 17 out of the 18 reviewed projects, the regulatory authorities have been of the view that no significant adverse effects on the Aboriginal interests will occur as a result of the proposed projects, with the implementation of impacts and benefits, and other agreements established by the proponents with Indigenous Groups to address Aboriginal interests in relation to the proposed projects. [...] Applications under the NEBA include the construction and operation of international and interprovincial pipelines in Canada, along with related facilities and activities, or modifying or abandoning existing facilities; the export of natural gas liquids, and the export and import of natural gas (NEBA, 1985, last amended 2016). [...] Research Objectives and Methodology The main objective of this report is to identify the key environmental and Indigenous Peoples issues facing development of the natural gas and LNG industry in British Columbia, and provide suggestions on policies to mitigate, manage and monitor the issues effectively. [...] A discussion of existing and proposed natural gas and LNG projects within the region is fundamental to the analysis of the current state of this industry in British Columbia.

Book excerpt: The fossil fuel industry and many environmental groups tout hydraulic fracturing — “fracking” — as a panacea, with slick promises of energy independence, greenhouse gas reductions, and benefits to local economies. Yet the controversial technology, which blasts massive volumes of fluids, sand, and chemicals into rock and coal formations, has sparked huge public protests. Slick Water tells the shocking, inspiring story of one woman’s stand to hold government and industry accountable for the damage fracking leaves in its wake. After energy giant Encana secretly fracked hundreds of gas wells around her home and her well water turned to a flammable broth, Jessica Ernst started asking questions. When she put forward evidence that Encana had violated laws by fracturing the community's drinking water aquifer, Ernst was falsely tagged as a bomb-making terrorist and visited by the government’s anti-terrorism squad. Frightened but undaunted, she uncovered a startling history of liability, fraud, and intimidation, along with a willful denial of widespread groundwater contamination. Jessica Ernst’s remarkable story raises dramatic questions about the role of Big Oil in government, society’s obsession with rapidly depleting supplies of unconventional oil and gas, and the future of civil society. Published in Partnership with the David Suzuki Institute.

This book was released on 2014 with total page 97 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Energy Association asserts that natural gas is poised to enter a golden age. This is particularly true for British Columbia, which possesses world-class shale gas reserves. Produced water - the water emanating from fracturing shale - is the largest waste stream associated with oil and gas activities. Wastewater associated with natural gas extraction is highly toxic and has serious implications for environmental and human health if spilled or leaked. Because of the corrosive nature of produced water pipeline leaks are more than twice as common as other product types. This paper identifies and assesses different policy options designed to improve the compliance of industry operators with regulations to reduce the frequency and severity of spills. Cross-jurisdictional and cross-industrial case studies are used in the methodology and supported by gap analysis. The viability of policy instruments is assessed according to effectiveness, community and stakeholder support, administrative complexity and cost, and the overall robustness and flexibility it adds to the regulatory framework.
