It will then examine the definitions and implications of an integrated public transport system in other parts of the world to compare with those in Hong Kong. On this basis, a discussion on the merits and demerits of the various integrated systems will be made, taking into account selected criteria and standards. Ultimately an optimum integrated system will be developed for Hong Kong to suit local conditions, including demographic, economic and prevailing policy aspects. The first part of the study will define aspects and values relating to integration of public transport. The aim is to consider and measure its advantages and disadvantages to achieve the community needs before planning the system. The second part of the study will give an overview of the existing public transport system in Hong Kong as well as the current steps to integrate different transport modes in Hong Kong. The experiences from Singapore and Australia will be reviewed to see if they are useful for Hong Kong in planning and implementation of integration. The third part will examine the feasibility of integration aspects, strategies and directions for integration of public transport in Hong Kong. Since railways and buses are the largest passenger carrying modes in Hong Kong, the closer coordination between them will benefit not only passengers but also the development of an integrated public transport system. The success depends upon to what extent of co-ordination between them. The fourth part will analyse challenges, impacts and benefits related to an integrated public transport system and will make recommendations on planning, development and promotion of integration. Hong Kong has a safe, efficient, reliable and environmentally friendly public transport system serving about 11 million passengers daily with a diversified and coordinated network of different choices of public transport services. The economic, social and recreational needs of the community are well satisfied. On the other hand, the planning and development of the public transport system support the sustainability of the future social and economic growth of Hong Kong. The Government published the transport strategy "Hong Kong Moving Ahead: A Transport Strategy for the Future" in 1999 which re-affirmed the important role of the Government in the regulation of public transport services. The transport strategy also affirmed the railway, being an efficient and environmentally-friendly mass carrier, should be given priority in future transport infrastructure development. Railway serves as the "trunk lines" of our public transport system which are supplemented by other public transport "feeder" service modes. Moreover, the transport strategy re-established the planning guidelines of providing opportunities for the public transport services to be operated efficiently by the private sectors or public corporation, without direct Government subsidy and in a well-coordinated manner to maximize efficiency. The public transport system needs to be upgraded by service rationalization and coordination to better match the demand as well as to minimize wasteful competition and duplication of effort. In this dissertation, the Kowloon-Canton Railway Corporation Ma On Shan Rail (MOSR) will be used as a case study to illustrate the inter-modal coordination between a new railway and other public transport services which enhance the overall operating efficiency and better meet the needs of commuters. This dissertation analyzes the efforts of both the monitoring and regulating authority and transport operators in the inter-modal coordination of MOSR and to examine the effectiveness of the inter-modal coordination strategy and plans in addressing the need of the community. This dissertation identifies a number of attributes of success for the inter-modal coordination of MOSR to be successful and provided some observations on the challenges faced by the development of future framework of inter-modal coordination. The economic success of Hong Kong is depending largely on achieving a high level of mobility. In Hong Kong, there are about 11 million of pubic transport boardings every day. The high utilization of public transport services, low use of private cars and prudent assess on road buildings have laid a very good foundation to Hong Kong for sustainable development. Hong Kong has made remarkable achievements on this aspect and large proportion of daily patronage is being carried by both railways and buses. Hong Kong is also characterized by having a variety of public transport modes in the market. This is the regulator's role to maintain fair degree of competition among them but not wasteful one. The Hong Kong Government has a plan to use railways as backbone of the public transport system. Two batches of railways were recommended in the Railway Development Studies published in 1994 and 2000. According to the plans, new railways will be coming on stream in the coming years. This dissertation uses West Rail as an example to illustrate inter-modal co-ordination between a new railway with other public transport services. The task not only involves introducing feeder routes to railway but also re-organizing existing public transport service to maintain the network efficiency. Kowloon-Canton Railway Corporation (KCRC) also operates Light Rail Transit and this has greatly helped the corporation to provide its own comprehensive network within Northwest New Territories. However, the proposals of rationalization of existing public transport services have met with resistance. To date, West Rail is carrying about 100,000 passengers per day. The figure is far less than the projected ones during the planning stage. If the situation is to be continued, West Rail will be a huge financial burden to KCRC. The study concludes that there are various factors determining attractiveness of a railway which include its alignment, interchange services and the fares. In the case of West Rail, opening of the initial section of West Rail up to Nam Cheong Station is not attractive to passengers as compared to franchised buses which can provide more direct services. To enhance smooth implementation of the rationalization, comprehensive consultation and good publicity are indispensable. In fact, the existing freight transport related policies are effective. However, we are facing fierce competition from different countries. Thus, there is an urgent need for a better strategy / study to review and upgrade the quality of freight transport. Improvement of the competitiveness of freight transport is a must. However, without concern of the environment, the freight transport may not easily be further developed sustainably by the improvement solely. Abstract: The cornerstone of the public transport policy of Hong Kong has been to position railway as the backbone of the transport network. With the adoption of an integrated approach of land-use planning and railway planning, there has been a remarkable achievement that railway now accounts for 41% of all trips made on public transport. Upon completion of the four railway projects by 2020, it will cover 70% of residential population of Hong Kong. Further on, there are anticipated challenges associated with the increasingly-congested roads and trains in urban areas, and the transport planning to serve New Developments Areas (NDAs) for accommodating future population growth. Noted that constructing railway lines or strategic highways to relieve existing congestion is costly, technically difficult and requiring long implementation, and the NDAs with a relatively low density may not warrant the provision of a heavy railway, there exists a need to explore new solutions to address these issues. This research attempts to study the characteristics of two novel modes of transport - Bus Rapid Transit (BRT) and Modern Tramways, in order to investigate whether they are necessary and viable to be introduced in Hong Kong. The research summarizes the applications of BRT and Modern Tramways with respect to their characteristics and pre-requisites. In parallel, it briefly describes the transport and land-use related policies, and reviews the current traffic conditions and problems associated with the operation of bus and tram in Hong Kong. The analysis part assesses the development potential of BRT or Modern Tramways from two perspectives: namely the possibilities to be implemented in NDAs and to modify the existing bus and tram services to BRT and Modern Tramways respectively. While the conclusion confirms the necessity and viability, and therefore the development potential of BRT and Modern Tramways, there are some pre-requisites highlighted for them to be successfully implemented in Hong Kong. Abstract: Abstract of dissertation entitled A Review of Hong Kong's Public Transport Policies with Reference to Impacts on Franchised Bus Services Submitted by Kung Syu Yan, Louis for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2007 In 1999, the Hong Kong Government published a transport strategy entitled "Hong Kong Moving Ahead." This follows two previous transport policy white papers issued in 1979 and 1990 and focuses on the integration of transport and land use planning; the effective use of railways as the backbone of passenger transport system; the provision of efficient and reliable public transport services and facilities; the adoption of advanced technologies in transport management; and the support for environmental protection. Franchised bus has a public transport market share of about 35%. They are the second highest passenger carrying mode, just below rail transport which has a market share of about 36%. The Government aims to have the railways market share to increase from 40% to 50% by 2016 through by building more new railway lines and restricting the expansion of franchised bus networks. In addition, the priority of transport infrastructure the development will be given to railways. All land use planning will be integrated with the development of transport infrastructures in order to achieve better use of land resources and facilitate the linkage of residential and commercial developments with transport interchanges. Transport policy should go hand in hand with the development of Hong Kong as a whole, particularly in terms of economic development and the improvement of living standard. In this thesis, to recommend the improvement of the existing public transport policy and to better satisfy the needs of the stakeholders of franchised bus services, the relevant transport policy measures have been identified; the implementation of these measures have been reviewed; the development has been examined and the traffic, transport and patronage statistics of different modes of public transport with emphasis on franchised bus services have been compared; the strengths and weaknesses of franchised bus services and their challenges have been analysed and anticipated, taking into account possible developments; the effectiveness of the measures has been assessed. This thesis also concludes that the provision of transport infrastructure should be made in a timely manner to avoid wastage of resources. Franchised bus operators have been taking more measures to create synergy effects to make their services more sustainable through automation and re-allocation of resources to avoid duplication. All stakeholders tend to ignore the externalities caused by excessive supply of transport and the co-ordination among the modes and the control of private car usage are needed and the illegal transports should be banned. A proper legislation and a transparent arbitration system for balancing the interests of the stakeholders are important in order to avoid the delay of transport projects.
