Book excerpt: "With the recent decreases in the U.S. Army of both personnel and resources and with the concurrent increase in missions performed, there has been concern that the amount of time soldiers are away from home station, or Personnel Tempo (PERSTEMPO), may have a negative impact on the attitudes of Active Component soldiers which in turn affect retention, readiness, and morale. This report investigates the relationship between the amount of time soldiers are away from their duty stations and their attitudes toward the Army. Available data from the spring missions of the Sample Survey of Military Personnel from 1994 through 1997 were used. Data were analyzed with respect to time away from duty station. The more time soldiers spend away from their duty stations, the less likely they are to be satisfied with the amount of time a soldier Is separated from family. For those who are leaving or are thinking of leaving the Army, the first most important reason for officers and the third most important reason for enlisted personnel for leaving is the amount of time separated from family. For officers and enlisted personnel as a whole, the amount of time away from the duty station has no statistically significant relationship with Army career intentions, readiness, morale, stress levels, spouse support, family adjustment and job satisfaction. This report provides a baseline from which leaders may gauge future attitudes and intentions in relation to the amount of time a soldier spends away from the duty station for deployments, training, etc."--DTIC.

That the transition from virtual dependency on the draft to a manpower system based on volunteerism was accomplished nearly simultaneously with the withdrawal from Vietnam is all the more remarkable. Robert K. Griffith Jr. takes us through the turbulent years of transition from 1968 to 1974, examining both the broad context in which the end of the draft occurred and the less well-known perspective that Army leaders brought to bear on the challenge they faced. In spite of an environment of fierce opposition, those charged with developing and implementing the Army's three-phased program to achieve all-volunteer status persevered and approached the task with a determination to succeed. Book excerpt: The present report contains the results of the second major evaluation of VOLAR actions at Fort Benning, but without the comparison with a control post. The primary reason for deletion of the control post from this evaluation, and from all future evaluations, is that Project VOLAR actions were directed to be implemented at that post at the end of FY 1971, so that it could no linger serve as a control post. (It was felt that the desirable effects of implementation of VOLAR at that post would far outweigh the loss of the post for control purposes). Consequently, the present evaluation and all future Fort Benning evaluations will consist basically of comparisons between Fort Benning's earlier data collections and data recently collected concerning attitudes of soldiers toward (1) the Army as a career (2) the four broad attitude areas identified earlier (pride in service, security, leadership, and reduced inequities), and (3) specific VOLAR actions implemented at Fort Benning.
