Book excerpt: The analysis presented in this paper was to demonstrate how the implementation of Last Planner® System (LPS®) impacted the College's construction, which included two buildings under the scope of work, and allowed the project team to overcome the inherent shortcomings caused by contractual arrangement and delivery method. The construction was commenced in February 2011 with the anticipated completion date of December 2012; however, by the end of 2012, it was behind the schedule without a completion date in sight. The project suffered from the following underlying issues: General Contractor's (GC's) inability to orchestrate the team, a lack of responsible parties, limited collaboration, and an invalid/unrealistic schedule. The owner hired a new GC along with the third party LPS® consultant to save the troubled project. The team was encouraged to participate in weekly pull planning sessions and to communicate issues directly to one another. This enforced each member of the team to collaborate and be accountable for promises that they made to each other and to the project. Percent Plan Complete (PPC) and root causes of broken promises or "variances" were recorded daily and compiled weekly to monitor how the project progressed. The data were then transformed into charts and graphs to analyze any trend occurred over the seven month period, from December 2012 to July 2013. This paper found that nearly 80% of variances for this project were: incomplete prerequisite work, bad planning, failing inspection, and design issues. They were due to a lack of collaboration that was originated from the project structure as discussed. It was unfortunate that there was no reliable data collected prior to the implementation of LPS® to conduct any analysis of before-and-after impact; however, the paper was able to conclude that PPC continued to improve as the team members accept the culture of LPS® and collaboration with a common goal of a successful finish..

The Last Planner System (LPS) is developed by Glenn Ballard and Greg Howell as a production planning and control system to assist in smoothing variations in construction work flow, developing planning foresight, and reducing uncertainty in construction operations. The LPS challenges the old practices of developing schedules and pushing them from top management down to frontline people to execute. It advocates collaborative planning, performing collaborative constraint analysis, and learning from planning failures. The LPS is not only a system for production planning and control but also an enabler for social exchange on construction projects. It institutionalizes coordination and communication by incorporating them v into everyday activities and into a managerial structure for project planning and control, team building, and continuous improvement. The primary results of implementing LPS, including benefits, barriers, and the critical success factors for a commercial construction project are presented in this thesis. The results demonstrate numerous benefits in terms of improving construction planning and site management. The quantitative data presented in the book explains the status quo of the Toyota Way-styled practices implemented in the construction industry, as well as the extent to which these attributes were perceived for lean construction management. The book highlights all the actionable attributes derived from the Toyota Way model appreciated by the building professionals, but alerts the readers that some attributes felled short of implementation. Further findings from in-depth interviews and case studies are also presented in the book to provide to readers an understanding how these Toyota Way practices can be implemented in real-life projects. Collectively, all the empirical findings presented in this book can serve to enhance understanding of Toyota Way practices in the lean construction management context. The readers are then guided through to understand the gaps between actual practice and Toyota Way-styled practices, and the measures that they may undertake to circumvent the challenges for implementation. But, Addis Ababa’s Road construction projects fail to be executed on time, within the allocated budget, and with the desired quality. To solve this problem, a new management concept is introduced, namely lean construction. It is known to increase productivity and minimize waste. To realize this solution, last planner system (LPS) is used; it is one tool of lean construction. It is a person or group of people with the task to control the production unit. The main objective of this study is to assess usefulness of the last planner system implementation to advance the current construction process management in Addis Ababa city road projects. The research was conducted on selected asphalt road construction projects located in Addis Ababa city. To address the problems Questioners, observations, interviews, focus group discussion, and recently published journals were employed as a qualitative and quantitative data collection tools and analyzed using statistical package for the social science version 26 and super decision model version 3.2. The finding shows that; the construction management process adopted in all three sites is more or less similar they use a push planning system and critical path method to determine the duration following the master schedule but have no weekly work plan and lookahead schedule to forecast the coming week's duty. The LPS implementation expected barriers are also ranked from one to five: as Labor-related, internal working environment-related, stakeholders-related, exogenous related, and material related expected barriers respectively. The last planner system has many benefits as agreed by different scholar’s those are time-related, Cost-related, claim-related, and quality-related benefits are the main benefits obtained through the LPS implementation and it is possible to conclude; LPS is useful for the road construction management system. The research is significant in creating awareness & understanding on the adoption of the lean construction tool (LPS) in sustainable construction, to improve knowledge and understanding of the implementation of LPS. Moreover, the LPS implementation conceptual framework was also developed based on the last planner system principles.

Book excerpt: A major challenge faced by project managers is balancing the variables of scope, cost, and schedule. Changes in scope usually result in cost/schedule overruns. Variance in either or both of them creates disorder (typically increases) in the estimated or projected time and cost. Therefore, controlling cost and schedule are two of the most critical aspects of a construction project. This research uses two already existing management theories, specifically Management by Means (MBM) and Management by Results (MBR), and analyzes a case where these two theories are combined with the goal of improving construction practices. This research compares an eight month schedule in a construction project and relates Percentage of Planned activities Completed (PPC) with projected and actual draw (cash) calls. The research analyzes the question of how lean construction PPC captures variance in cost. The research method is based on a literature review, data collection, case study and data interpretation to answer the hypothesis that improvement in PPC over a particular month has a positive correlation with difference between cash calls. Because this research is limited to a time frame of 8 months in a single project, it is not statistically significant. However, this research serves to create a model template or pilot study for a larger study.
