Book excerpt: Humanity is deeply committed to living along the world’s shores, but a catastrophic storm like Sandy—which took hundreds of lives and caused many billions of dollars in damages—shines a bright light at how costly and vulnerable life on a shoreline can be. Taking Chances offers a wide-ranging exploration of the diverse challenges of Sandy and asks if this massive event will really change how coastal living and development is managed. Bringing together leading researchers—including biologists, urban planners, utilities experts, and climatologists, among others—Taking Chances illuminates reactions to the dangers revealed by Sandy. Focusing on New Jersey, New York, and other hard-hit areas, the contributors explore whether Hurricane Sandy has indeed transformed our perceptions of coastal hazards, if we have made radically new plans in response to Sandy, and what we think should be done over the long run to improve coastal resilience. Surprisingly, one essay notes that while a large majority of New Jerseyans identified Sandy with climate change and favored carefully assessing the likelihood of damage from future storms before rebuilding the Shore, their political leaders quickly poured millions into reconstruction. Indeed, much here is disquieting. One contributor points out that investors scared off from further investments on the shore are quickly replaced by new investors, sustaining or increasing the overall human exposure to risk. Likewise, a study of the Gowanus Canal area of Brooklyn shows that, even after Sandy swamped the area with toxic flood waters, plans to convert abandoned industrial lots around the canal into high-density condominiums went on undeterred. By contrast, utilities, emergency officials, and others who routinely make long-term plans have changed operations in response to the storm, and provide examples of adaptation in the face of climate change. Will Sandy be a tipping point in coastal policy debates—or simply dismissed as a once-in-a-century anomaly? This thought-provoking collection of essays in Taking Chances makes an important contribution to this debate.

Book excerpt: This dissertation examined how seven federal agencies utilized Twitter during a major natural disaster, Hurricane Sandy. Data collected included tweets between October 26-31, 2012 via TweetTracker, as well as federal social media policy doctrines and elite interviews, to discern patterns in the guidance provided to federal public information officers (PIOs). While scholarly research cites successful local and state government efforts utilizing social media to improve response efforts in a two-way communications interaction, no substantive research addresses social media's role in crisis response capabilities at the federal level. This study contributes to the literature in three ways: it focuses solely on the use of social media by federal agencies in a crisis setting; it illuminates policy directives that often hamper federal crisis communication response efforts; and it suggests a proposed model that channels the flow of social media content for PIOs. This is especially important to the safety of the nation moving forward, since crises have increased. Additionally, Twitter was adopted only recently as an official communications tool in 2013. Prior to 2013, social media was applied informally and inconsistently. The findings of this study reveal a reliance upon a one-way, passive communication approach in social media federal policy directives, as well as vague guidelines in existing crisis communications models. Both dimensions are counter to risk management and crisis communication research, which embrace two-way interactivity with audiences and specific messaging that bolsters community engagement, which are vital to the role of the PIO. The resulting model enables the PIO to provide relevant information to key internal agencies and external audiences in response to a future crisis.

The hazard literature shows that the effectiveness of such systems is contingent upon on the smooth operation of all components of the system and that warning recipients fully understand the implications of the warning message by taking appropriate action. It is argued that public perception of warning systems will vary depending on various socio-demographic factors, such as age, gender, level of education, socioeconomic status and area, factors that will ultimately influence overall effectiveness. To test this, a questionnaire survey was undertaken of local residents in Lake Wales, Florida, a town that was severely impacted by three hurricanes in the 2004 season. Results indicate that some demographic factors appear to influence an individual's willingness and ability to respond. Overall, level of education and income seem to have a larger affect on response than age or gender. The two sampling areas in Lake Wales elicited more significant differences than do the other variables but, the area variable takes into account all of the other factors of age, gender, level of education, and socioeconomic status. In fact, what is argued here is that area actually acts as a surrogate variable for the others. Therefore, it is not where one is located that makes a difference but the composition of the people in the location itself.

Book excerpt: Sandy, the second-largest Atlantic storm on record, affected the East Coast from Florida to Maine, as well as states as far inland as West Virginia, Ohio, and Indiana. The storm made landfall in southern New Jersey on October 29, 2012, battering the densely populated New York and New Jersey region with heavy rains, strong winds, and record storm surges. The storm's effects were extensive, leaving more than 8.5 million customers without power, causing widespread flooding throughout the region, and contributing to acute fuel shortages in parts of New York and New Jersey. The storm damaged or destroyed hundreds of thousands of homes, caused tens of billions of dollars in damages, and killed at least 162 people in the United States. The Federal Emergency Management Agency (FEMA) coordinated a large-scale Federal response that contributed to the integrated, national effort to support affected states and communities. In the days before Sandy's landfall, FEMA worked closely with Whole Community partners— including all levels of government, private and nonprofit sectors, faith-based organizations, communities, and individuals—to prepare for the storm and anticipate survivor needs. The Agency pre-positioned commodities and assets, activated response centers, and deployed over 900 personnel ahead of Sandy's landfall. In the initial response to the storm, the Agency coordinated with its partners to provide Federal resources and to develop innovative solutions to address power restoration, transportation, fuel distribution, and housing needs. As recovery efforts began, FEMA continued to work with its partners to assist survivors and their communities. The Agency executed one of the largest deployments of personnel in its history, delivered over $1.2 billion in housing assistance to more than 174,000 survivors, and obligated over $800 million for debris removal and infrastructure restoration. Despite these successes, the response to Sandy also revealed notable challenges in how FEMA coordinates with its Federal partners, supports state and local officials and disaster survivors, integrates with the Whole Community, and prepares and deploys its workforce. Difficulties with issuing timely mission assignments, the implementation of incident management structures, and meeting survivor needs early in the response phase are examples of challenges that emerged during Sandy. Addressing these and other issues is a near-term priority for FEMA and its partners in order to improve response and recovery operations in future disasters. Ultimately, the Sandy experience demonstrated significant progress achieved in recent years, but also confirmed that larger-scale incidents will stress the Agency's capacity for effective response and recovery. This report was written following response and initial recovery efforts to Hurricane Sandy. Any recommendations or findings that result from other interagency Sandy-related efforts will continue to be reviewed. At the direction of FEMA Administrator Craig Fugate, the Agency established the Sandy Analysis Team to review all aspects of the Agency's preparations for, immediate response to, and initial recovery from the storm. This report contains the findings of that review. While FEMA coordinates disaster response and recovery efforts across the Federal Government and works closely with non-Federal Whole Community partners, this report focuses on identified strengths and areas for improvement within FEMA. The analyses detailed in the report concentrate on FEMA activities in New York and New Jersey, where the scale and severity of Sandy's impacts most stressed the Agency's capabilities. By examining the events in these states, the Agency can identify where and how it must improve.

Hurricanes Harvey, Irma, and Maria brought renewed attention to the subject of disaster recovery as they collectively cost the nation over $373 billion dollars in damage and over 3,200 lives lost in the 2017 hurricane season (NOAA, 2022a, 2022b; Reguero et al., 2018; USNHC, 2018). Property and lives are at most risk during the first 72 hours following a major hurricane (Col, 2007; Kohn et al., 2012; Dourandish, Zumel, & Manno, 2007; Harris et al., 2018). While previous research focuses on communities’ long-term recovery, limited data has been collected involving the roles of government in immediate recovery efforts. Major hurricanes become a focal point in the lives of those affected, and through these events they shape public expectations, assessments, and attitudes toward government leadership (Darr, Cate, and Moak, 2019). The qualitative study solicited the perceptions and opinions of the survivors of Hurricane Michael in Bay County, Florida to expose previously unknown phenomena related to the storm’s effects on the community and its work towards recovery. Recommendations to shorten immediate recovery time include continuous pre-storm collaborative planning, pre-storm public education campaign, improvements in communication, increase in personnel, and linear research into immediate recovery.

Book excerpt: This paper investigates the relationship between 311 complaint data and FEMA damage inspection data during Hurricane Sandy in New York City. A two-step research approach is employed: (1) correlational analysis to explore relationships between complaint counts by location type and FEMA-defined damaged housing units during Hurricane Sandy, and (2) linear regression analysis to identify significant predictors of total damage caused by incidents. The study reveals a strong correlation between Public Health and Environmental Hazards complaints and total damaged housing units, indicating their potential value in disaster recovery and response efforts. However, weak correlations and limited significance of certain complaint types highlight the need for caution when relying solely on 311 data. The findings suggest that integrating 311 data with traditional data sources can lead to more informed decisions and effective disaster recovery and response efforts. Practical implications include prioritizing Public Health and Environmental Hazards related complaints, utilizing 311 data alongside traditional sources, promoting timely reporting of relevant complaints, improving data collection processes, and implementing training programs for local authorities and emergency responders.

Forecasts of snow and ice storms, hurricanes and storm surge, extreme heat, and other severe weather events are made with greater accuracy, geographic specificity, and lead time to allow people and communities to take appropriate protective measures. Yet hazardous weather continues to cause loss of life and result in other preventable social costs. There is growing recognition that a host of social and behavioral factors affect how we prepare for, observe, predict, respond to, and are impacted by weather hazards. For example, an individual's response to a severe weather event may depend on their understanding of the forecast, prior experience with severe weather, concerns about their other family members or property, their capacity to take the recommended protective actions, and numerous other factors. Indeed, it is these factors that can determine whether or not a potential hazard becomes an actual disaster. Thus, it is essential to bring to bear expertise in the social and behavioral sciences (SBS)â€"including disciplines such as anthropology, communication, demography, economics, geography, political science, psychology, and sociologyâ€"to understand how people's knowledge, experiences, perceptions, and attitudes shape their responses to weather risks and to understand how human cognitive and social dynamics affect the forecast process itself. Integrating Social and Behavioral Sciences Within the Weather Enterprise explores and provides guidance on the challenges of integrating social and behavioral sciences within the weather enterprise. It assesses current SBS activities, describes the potential value of improved integration of SBS and barriers that impede this integration, develops a research agenda, and identifies infrastructural and institutional arrangements for successfully pursuing SBS-weather research and the transfer of relevant findings to operational settings.
