Abstract: Since the population in Hong Kong is expected to continue with an ageing trend, the elderly housing becomes an increasing concern of the society. Population aging, the sharp increase of life expectancy and the elderly dependency ratio, inadequate supply of elderly housing and the shortage of proper facilities and services for the elderly residents are the critical issues on the public housing for the elderly in Hong Kong. Based on the above situation, it is a critical time to draw the attention to the elderly housing policy on the needs of the elderly to evaluate the effectiveness of the current public housing policy for the elderly and recommends changes to the policy for improving elderly housing provision. The aging theories of the social gerontology are applied in relation to the housing need for the elderly and this research mainly focuses on the current public housing policy and the related housing programs provided by Hong Kong Housing Authority (HKHA) and Hong Kong Housing Society (HKHS) in terms of the flat design, community planning and facilities and so on. The importance of the formal support and the informal support to the elderly are also discussed in this research. Accordingly, the research is divided into several parts Firstly, the goal and objectives are briefly identified and studied. Secondly, the scope of study is listed out in order to provide a general outline for the dissertation. After that, the methodology and organization of study are illustrated. The primary data and the secondary data are collected. In order to have an in-depth understanding on the key issues of the public housing policy for the elderly and the needs of the elderly residents, both the quantitative and the qualitative research methods are used for this research. In this research, the result from the face to face questionnaire surveys with the elderly residents in Sham Shui Po District and the interview with the District Councilor Member of the same district shows that there are rooms for HKHA's improvement of elderly housing policies. In addition, it indicates that the formal support is able to meet the environmental and psychological need of the elderly. However, the elderly mainly rely on the informal support i.e. the family and friends to meet their psychological need. Therefore, the formal support and informal support should be integrated in the housing policy for the elderly to achieve the concepts of "Ageing in place" and "Healthy Aging." All rights not granted by the above license are retained by the author. Abstract: Prior to 1985, individuals were generally not allowed to apply for public rental housing (PRH) on their own. In 1985, in order to response to the demand from the elderly and those affected by redevelopment or living in temporary housing areas, the restriction was released. The release of restriction attracts many one-person households to apply PRH. In 1989/90, applicants of age 18 to 24 occupied 4% of the newly registered Waiting List (WL) One-person Applications. But in 2004/05, the age group 18 to 24 applicants occupy 21% of the newly registered applications (Hong Kong Housing Authority, Housing Subsidised Committee SHC 58/2005, p.1 of Annex B). The Hong Kong Housing Authority found that the sharp increase number of Non-elderly One-person Applicants has adversely impacted to the 3 years rehousing performance pledge. It started to address the housing priority problem through the introduction of Quota and Points System (QPS) in September 2005. The Points System is based on two factors to assign points - the age of the applicant and whether the applicant is a PRH tenant or not. The priority of Non-elderly One-person WL applicants will be determined according to the points received. The more points the Applicant scores, the top priority and the earlier the Applicant will be offered a flat, subject to the fulfillment of all the other PRH eligibility criteria. Housing Authority sets an annual quota for Non-elderly One-person Applicants. This study aims at reviewing and evaluating the equitable issue of QPS. Equity is to ensure fairness of treatment between households. QPS is an important policy to rationalize housing priority to the Non-elderly One-person Applicants under scarce public housing resources. This study approaches the equity issue from both a theoretical analysis and a qualitative measurement by questionnaire survey. Based on various literature reviews, the concept of justice, equity, equality and housing needs are elaborated in theoretical analysis. Also, the experience of public housing application in some developed countries is described. The Points System of developed countries and Fordham's suitability test are taken into account on setting of questionnaire. Most of the findings under theoretical analysis are agreed with the findings from the questionnaire survey. This study focuses on analysis in equity issue of QPS and to suggest recommendations to improve the equity among applicants. In the past decade, Chinese elderly have their traditional preference to live with their children and children take up the responsibility to care of the elderly during the late adulthood. The Government's elderly policy also encourages elderly are the best living with their children by launching housing policy to promote this concept. But challenges come from the ever-changing preference of the elderly in living arrangements. More of them are prefer to live alone or with their couples in order to avoid conflicts with the younger generations or being the financial burden of their children. In the situation that the increasing number of elderly to choose to live as singletons or with couples, the housing needs are increasing as well. This study is then conducted to understand the livability of elderly housing in Hong Kong, in order to investigate how the living environment affecting the physically and psychological conditions of the elderly and review of the existing housing policy in Hong Kong. In the past, there are many study had reviewed the policy of the public rental housing provided by the Government. We could only find few studies on reviewing the housing conditions of the private housing for the elders. It was because they are being considered having stable financial conditions as owning private properties. However, we could easily find out the elders who have suffered from great pressure on living although they have having own properties in Hong Kong. It might greatly relate to decreasing earning power in late adulthood, without a viable retirement protection and demanding responsibility of being owners in maintaining the housing conditions. With the conditions of deteriorating physiological and psychological on the elderly, they have great difficulties to cope with the situation. We would like to find out how the livability of housing conditions and living environment of the elderly in private housing in Hong Kong, after going through all over the chapter in this research study, a conclusion would be made in which recommendations on further housing policy could be summarized on providing better support to the elderly and secure that they could enjoy the living during the late adulthood. Over the years, public housing program in Hong Kong have been expanding and now provides residence to a significant elder people in Hong Kong. For aged public housing estates which accommodate the majority of the elderly with inadequate facilities both in interior unit and in exterior to meet their daily needs while their physical capability deteriorating. Therefore, "Aging in place" become the better housing option for elder people to maintain the greater autonomy and be less dependent on other sources of assistance with adequate supportive services and facilities. Under this circumstance, elder people prefer to reside in the community or place which they have a strong sense of attachment and familiarize with. However, the redevelopment projects for the aged public housing estates pose a considerable threat to implement the "Aging in place" because this change the living environment for the elderly and relocation to other living places may not be able to accommodate the elderly needs for social connection. Therefore, we need to examine and assess the applicability of "Aging in place" under the redevelopment of public housing estates Through the literature review, "Aging in place" is defined to promote one's ability to live in their current residence safely, comfortably and independently without moving. Also, this study is to investigate the concept of "Aging in place" has been used in planning and design stages of a public housing estate. In this regard, Pak Tin estate was used as case study. The findings showed that there were two blocks built as Senior Housing with standardized facilities and design to meet the housing needs for the elderly. The rest of the general public housing blocks did carry out the concept of "Universal Design" in communal area to assist the elderly in daily living. In future planning, demand a holistic approach among the concerned bureaux and departments in planning. The concept of "Aging in place" has been achieved in Pak Tin estate is assessed through conducting in-depth interview with elder people and stakeholders in Pak Tin estate. The findings showed that Senior Housing blocks are not popular with elder people because the interior design approaches of the unit cannot meet the housing needs for the elderly. While the general public housing in interior design is relatively acceptable to the elder resident upon modification of the unit and introduce the concept of "Universal Design" in the unit. The District and Community facilities are sufficient to assist the elder people in daily living and sometimes required to access other districts for necessary services which not available in the District. The improvement measures should be drawn to enhance accessible fitness facilities, offer various health services in the estate and district. For the community support service and social connection, the service provider is the Non-profit making organization which funded by the government. These NGOs offered the supportive services are praised by the elder resident to "Aging in place" and stay in the community. Abstract: Hong Kong has a long historical development of public housing and become one of the largest public housing programmes city in the world. However, the demand for housing of the low income young people is still not met. They cannot afford decent housing in the private market. Since Housing Authority (HA) introduced the Quota and Points System (QPS) in 2005 for single person applicants. The purpose of the scheme was to set an annual quota for non-elderly one-person applicants applying for public rental housing (PRH) and establish a points system to accord priority to applicants of higher age. The goal of this study is to evaluate the effectiveness of the existing housing subsidy policy for solving the housing problems of the young people in Hong Kong. First, I will investigate and define the housing problems of young people and trying to make some recommendations and suggestions to government. Therefore, a survey will be conducted through interview questionnaire to the young people in order to study their housing problems and general characteristics. By studying the housing problems of the lower income young people in Hong Kong and hope the findings of this research may provide insights for policy makers in tackling the young people's housing problems.
