Book excerpt: This thesis conducts an extensive literature review of prior studies on the three major commissioning programs for United States naval officers --the United States Naval Academy, Naval Reserve Officers Training Corps, and Officer Candidate School. Three areas are covered: historical patterns in officer accessions and historical changes in Navy pre-commissioning training and education philosophy and policy; cost comparisons of the three major commissioning programs; and comparisons of job performance of junior and field grade officers from each program. The primary purpose of this research is to derive the implications for current Navy accession policies with respect to officer commissioning programs. The analysis finds that the Naval Academy has been and continues to be the primary source of officer accessions during periods of reduced officer requirements in the Navy. Additionally, it finds that, while all naval officers perform superbly, U.S. Naval Academy graduates generally tend to have an advantage in performance during various points of their career. Due to this retention and performance differential, the larger initial cost of the education of Naval Academy graduates tends to yield a positive return to the Navy over an officer's career. Recommendations include operating the Naval Academy at full capacity, while maintaining the necessary flow of ROTC and OCS graduates.

Currently, 60% of Naval officers are in this community. The Navy has a number of alternative ways to secure such officers. These programs range in cost from the apparently expensive Naval Academy to the apparently inexpensive post-college programs, such as Officer Candidate School. The benefit to the Navy also varies with the program. If the expensive precommissioning programs also produce the greatest returns, it may be in the best interest of the Navy to maintain these programs. This paper examines a steady state linear programming model that solves for the optimal number of accessions from each source. Costs are minimized subject to the constraint that, for each Navy occupation, the required number of officers at each rank is met. The inputs to the model include the present value of costs, the initial distribution of officers across occupations, retention, and promotion success. The study finds that some of the expensive precommissioning programs enter the optimal solution.

Military career behavior is defined as completing initial obligated service, retention beyond initial obligated service, and promotion to lieutenant commander. Specific accession pipelines examined are the Naval Reserve Officer Training Corps (NROTC), Nurse Commissioning Program (NCP), Medical Enlisted Commissioning Program (MECP), direct procurement, and now defunct sources to include the Health Services Commissioning Program (HSCP), Baccalaureate Degree Completion Program (BDCP), and Full-time Out-service Training (FTOST). Cohort files were developed at the Naval Postgraduate School (NPS) from the Navy Officer Master Files, historical Master Loss and Reserve Files maintained at the Defense Manpower Data Center (DMDC), and the Naval Medical Information Management Center's (NMIMC) Bureau of Medical Information System (BUMIS) database. A multivariate logit regression was used to examine the relationship between accession source and success measures. The empirical analysis indicates that accession source could be used to predict retention after developing a better fitting model. Further research should be conducted on more recent accession cohorts, using a more inclusive model, to assist the Navy Nurse Corps in the development and use of future accession programs.

In particular this thesis analyzes difference in the joint probabilities of retention and promotion for officers from each commissioning program. This study identifies improved measures of Navy officer performance and the relative cost- effectiveness of each commissioning program. A database of the career milestones and productivity indicators for Navy officers from year groups 1983-1990 has been created from NODC information and annual promotion board results through the career milestone point 0-4. Multinomial logit models of retention and promotion are specified to estimate the independent effect of accession sources on URL and RL officer retention and promotion outcomes. Using an assumed steady- state flow of officers differences in promotion and retention outcomes at various grades are used to estimate the number of accessions associated with producing a single 0-4 from each commissioning program. Total lifecycle costs required to retain and promote these officers to the 0-4 point are calculated and used as the basis for the cost-effectiveness analysis. The results suggest that for URL officers USNA is generally the most cost-effective commissioning program, but that the ROTC-Contact may be underutilized.

Using data from the Navy Officer Master File, Navy Officer Loss File, and Navy Personnel Research and Development Center's Traintrack System File, logit regression equations are employed to estimate the probability of SWO retention between the Lieutenant and Lieutenant Commander selection boards (1981 90), the probability of promotion to Lieutenant Commander (1985-90), and the probability of receiving early professional qualifications by the time of the Lieutenant selection boards (1981-85). The probabilities are modeled as a function of background factors that represent personal demographics, undergraduate education, Navy experience, and Navy training. The findings reveal that a large portion of the variation in SWO measures of effectiveness reflect differences in human capital acquired via precommissioning education or via Navy training. Performance differences by commissioning source and college selectivity of undergraduate education are specifically highlighted. Based upon the research results, it is recommended that a cost-benefit analysis be conducted to determine the optimal officer accession source mix.

The findings reveal that MSC HCAs with ten or more years of commissioned service tend to leave within a few years of becoming eligible to retire. Differences in educational levels and early fitness report performance between officers accessed through IPP and DP were noted. Based upon research results, it is recommended that a benefit-cost analysis be done to determine the optimal MSC HCA accession policy.

Book excerpt: This thesis investigates the effect of commissioning programs on career progression for Navy surface warfare officers (SWOs). This study specifies and estimates three multivariate regression models to analyze the relationship between commissioning source and officer performance using retention and promotion to O-4 as performance measures. As a measure of retention, we used retention after expiration of the initial minimum service requirement. The data was acquired from Officer Master File (OMF) via the Navy Econometric Modeling (NEM) online data system. The file contained 10,295 observations. All observations were surface warfare officers who were before the promotion board between fiscal years 1994 through 2004. The data contained information about demographics, professional and educational background, and separation and promotion information for officers. The analysis of all three multivariate regression models indicates that commissioning source is a significant determinant of retention and promotion for the SWO community. Contrary to the initial assumption, while OCS graduates have the highest probability of staying in the SW community, USNA graduates have the lowest probability. Although USNA graduates were initially expected to have higher promotion rates, the results suggest that they are less likely to promote to the grade of O-4 than officers commissioned through the NROTC-contract program. However, USNA graduates have a higher probability of promotion than officers from OCS, the NROTC scholarship program, and from "other sources."

The NROTC program, offered through host colleges and universities, requires enrolled midshipmen to complete all institutional requirements for the baccalaureate degree in either a technical or scientific field or an academic major of interest to the Navy. In addition, specific Naval Science courses must also be completed. This study addresses the relationship of technical preparation to performance in post-accession training programs. It also provides a general assessment of the effectiveness of the NROTC program. Specific initiatives undertaken in support of this study were: (1) design and develop a comprehensive management information system by and through which pertinent data could be identified, tracked, and analyzed; (2) evaluate NROTC graduate performance in post-accession (follow-on) training; (3) identify academic knowledges required to support entry into post-accession training.

Book excerpt: A computer-based multiperiod goal programming model was developed to determine the number of officers that should be produced from each commissioning for each occupational specialty area. This model, which has been named the 'Accession Into Designators' (AIDS) model, considers practical and policy constraints on the operation of each commissioning source and the distribution of officers from each source to each specialty area. It uses observed continuation behavior that differs by source and specialty area in determining an accession plan that meets requirements in each specialty as closely as possible for the early portion of the typical career path, up through the department head level. The AIDS model has been evaluated with several versions of an Unrestricted Line (URL) accession planning problem. This problem concentrated on meeting choke point requirements for the submarine community. The AIDS model identified effects of tradeoffs among requirements at different points along the career path, tradeoffs among requirements in different specialty areas, and the differences among commissioning sources. The AIDS model is effective for accession planning and policy analysis purposes as a supplement to current planning procedures, and has been adopted for use by the Officer Program Implementation Branch (OP-130) of DCNO(MP & T).

This can reduce morale and negatively affect retention. The Navy has been exploring programs that would better accommodate the needs of SWOs through increased use of sabbatical leaves. These programs include allowing former SWOs to return to service, offering leaves of absence, or allowing extended leave between duty stations. This briefing assess the problem, examines the proposed solutions, and offers concluding observations. This research focused on the potential return on investment (ROI) for each program, rather than whether it would directly improve retention. Although all three programs can provide quantifiable benefits and improve morale, both returns to service and leaves of absence offer positive ROIs, although the latter would cost more. The benefits of the personal leave option, on the other hand, do not outweigh its costs. Note that, to capture the full benefits of these programs, retaining more SWOs longer requires a corresponding decrease in SWO accessions.

The NROTC is one of two major programs by which regular officers are commissioned for service in the U.S. Navy. The NROTC program, offered through host colleges and universities, requires enrolled midshipmen to complete all institutional requirements for the baccalaureate degree in either a technical or scientific field or an academic major of interest to the Navy. In addition, specific Naval Science courses must also be completed. This study addresses the relationship of technical preparation to performance in post-accession training programs. It also provides a general assessment of the effectiveness of the NROTC program. Specific initiatives undertaken in support of this study were: (1) design and develop a comprehensive management information system by and through which pertinent data could be identified, tracked, and analyzed; (2) evaluate NROTC graduate performance in post-accession (follow-on) training; (3) identify academic knowledges required to support entry into post-accession training.
