Book excerpt: This thesis establishes definitions for 50 contracting terms through the use of a detailed methodology comparable to that utilized on past theses of similar intent. Through a thorough review of current literature, existing definitions were examined. Based upon the results of this analysis, proposed definitions were assimilated. Through the use of a mailed questionnaire/survey, the proposed definitions were presented to randomly selected Certified Professional Contract Managers (CPCMs) for feedback. Based upon this feedback, the proposed definitions were then revised to reflect actual current usage of the terminology as indicated by the survey results. These revised definitions are the 'final' definitions presented herein.

Book excerpt: A must-have reference for contract management professionals, the CMBOK presents what should be learned by contract managers and how they should learn it. The content was developed through a voluntary consensus process governed and administered by NCMA to promote the fair development of consensus. This consensus was established through a job task analysis survey of contract managers and working groups comprised of subject matter experts in contract management. The CMBOK is not solely for the benefit of contract managers; contract managers are not the only ones involved in contract management activities. Numerous stakeholders measure success or failure by contract performance. Knowledge of contract management and competent contract management processes directly impacts the success of contract performance. The seventh edition of the CMBOK is primarily driven by the changes to the Contract Management Standard™ (CMS™). In June 2022, the American National Standards Institute (ANSI) reaffirmed the NCMA CMS™ as an American National Standard (ANS). This ANS [ANSI/NCMA ASD 1-2019 (R2022)—see Annex] serves as the CMBOK’s foundational document to expand, refine, and reorganize contract management knowledge. The CMBOK provides further definition of the field of contract management; the framework for the body of knowledge; and the practices, lexicon, and processes of contract management. In addition, it provides procedural steps for contract management processes in general, as well as for specialized areas, including government or commercial contracting.

Book excerpt: The NCMA’s Contract Management Dictionary provides useful information on the fundamental meaning and everyday use of more than 4,000 contracting terms from over 100 sources. This publication has greatly expanded upon our previous series, the Desktop Guide to Basic Contracting Terms, to include new and recent terms contract managers may encounter on the job. All terms and their definitions have been compiled from official sources or from publications by recognized experts in the field. Entries have been adapted and edited for content, consistency, and clarity of meaning. Where appropriate, contextual relevance has been provided. NCMA encourages using the Federal Acquisition Regulation (FAR), its agency supplements, the United States Code (U.S.C.), the Uniform Commercial Code (UCC), and other official sources for more detailed information. Source codes accompany the definitions. These have been listed with their corresponding source information in the Source Code List beginning on page 301). If a definition is not accompanied by a source code, it is considered original to this edition. The NCMA’s Contract Management Dictionary serves as a training tool and on-the-job reference for both new entrants into the field and more seasoned practitioners, as well as a study tool for certification examinations. Other study manuals and resources for professional certification examinations are also available from NCMA.

Book excerpt: This theses studied the advancement of professionalism within the contracting work force and established a baseline of contracting terms that, when defined, will form a dictionary of contracting terminology. This theses is a part of an effort at both the Air Force Institute of Technology and Naval Postgraduate School to identify and define those terms to be included in the initial publication of a dictionary by the National Contract Management Association. This study had two main objectives: first, to examine how further developing the contracting body of knowledge will enhance the professionalism of the contracting discipline and work force; and second, to compile a master listing of candidate terms to be defined by associated research leading to the eventual publication of a dictionary. A master listing of terms, built using the comments and recommendations of selected experts in the contracting and education fields is the main product of this research effort. (kr).

Book excerpt: Contract Management is an established profession that continues to expand in depth and breadth. The purpose of the Contract Management Body of Knowledge® (CMBOK®), Seventh Edition, is to provide a common understanding of the terminology, practices, policies, and processes used in contract management. The CMBOK® provides broader and deeper explanations of the competencies found in the Contract Management StandardTM (CMSTM), which is an accredited American National Standard (ANS) by the American National Standards Institute [ANS number: ANSI/NCMA ASD 1-2019 (R2022)].The CMSTM is designed to present contract management as a linear system in terms of a product life cycle, where there is a beginning, middle, and end to a contract (i.e., pre-award, award, and post-award). The CMBOK® is designed to present the contract management profession as a circular system in terms of a competence development model. In essence, to understand and apply the CMBOK®, one must be able to apply and understand the CMSTM.The CMSTM competencies are the heart of the CMBOK®. The CMBOK® adds the competencies of "Leadership," "Management," and "Learn" to provide a complete overview of the profession. Effectively applying the CMSTM will lead to improved performance and risk mitigation through intentional and targeted decision-making.

Available in PDF, EPUB and Kindle. Book excerpt: In an increasingly risky world the need for social security support is greater than ever. Benefits and tax credits aim to provide protection against economic risks, help families with the costs of bringing up children, enable people to save for retirement, and provide support in old age. Key goals are to redistribute income to alleviate poverty and help people maintain living standards across the lifecourse. Reform of the social security and tax systems has been at the heart of the UK Labour government's aspirations to modernise the welfare state since 1997 with major changes in both policy and administration. This second edition of the important text, Understanding Social Security, reviews these policy developments, giving readers the information and analytical tools to make sense of policy debates and reforms and to evaluate options for the future. The chapters have been extensively updated since the first edition, with new chapters on social security reform, inequalities and social security, and the new 'welfare market'. The main topics covered include: · the social security safety net · racism, ethnicity, migration · social security governance · global social security · social security and the life course · the challenge of childhood poverty · reforming pensions · welfare to work · sickness, incapacity and disability · tax credits · service delivery information technology The book provides a critical examination of social security policy and practice and is essential reading for students of social policy, social work and sociology, as well as policy-makers and practitioners in the fields of social security, welfare-to-work, employment, anti-poverty strategies and welfare rights. It will be of interest to those interested in recent policy developments in these areas, emerging issues and debates, and in wider issues of the modernisation of the welfare state.
