Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? It would be natural to suppose that warring groups form alliances based on shared identity considerations - such as Christian groups allying with Christian groups - but this is not what we see. Two groups that identify themselves as bitter foes one day, on the basis of some identity narrative, might be allies the next day and vice versa. Nor is any group, however homogeneous, safe from internal fractionalization. Rather, looking closely at the civil wars in Afghanistan and Bosnia and testing against the broader universe of fifty-three cases of multiparty civil wars, Fotini Christia finds that the relative power distribution between and within various warring groups is the primary driving force behind alliance formation, alliance changes, group splits and internal group takeovers.
