There is no other course like it available to the American high school student. It unites history, philosophy, and what we call 'civics' in a dynamic blend of narrative and argument. As much as possible it deploys original sources and fundamental texts, and the writing of the authors endeavors to match, as their capacities allowed, the thoughtfulness and elegance of the authors who inspired us. Declaration Statesmanship has been designed as a one semester (14 week) course in American Government or Civics for eleventh or twelfth grade students. The authors have tried throughout the course to direct the students' attention to the writings and documents of the time, many of which are quoted at length in the textbook, while others are contained in the accompanying Book of Readings. A Teacher's Manual, with lesson plans, detailed teacher strategies, comments on the text, quizzes and tests, is also available. The course has three principal parts. In the first, the text explores the ideals and principles that created this nation and are expressed in the Declaration. In doing this, we look at the philosophy and religious teaching that influenced the founders in their decision to break from Great Britain. Then we examine the Declaration in detail, and show how the Articles of Confederation and the Constitution established governments that attempted to fulfill its ideals. America's founding documents call for statesmen who can lead us in living up to the ideals of the Declaration. The second part of the course looks to how some of our greatest statesman were guided by these ideals in dealing with the difficult questions of slavery and civil rights. From before the founding there was a conflict between ideas of liberty and the fact of slavery, between a dedication to equality and a practice of oppression. In this part, we first look at how the founding generation addressed the problem of slavery already existing in the nation. We then consider how Abraham Lincoln defended their principles in the midst of a nation torn over whether to continue their policies. Finally, we review Reconstruction, Jim Crow, and the Civil Rights movement. We look at the way neglect or attention to the principles of the Declaration influenced the course of American history through these struggles, and we discover the Declaration Statesmanship of Martin Luther King. America needs great statesmen, but it also needs a people capable of living as free men. In the third part, we use Alexis de Tocqueville's Democracy in America to look at what was peculiar to America that made our experiment in democracy so successful, and what is needed to maintain the freedom and self-rule we have inherited. The course presumes that the student has already completed a course in American history. Classroom discussions are very desirable with this material, but it can also be used in a home-school setting. Although written with students in mind, the course is an excellent resource for teachers, and a fascinating read for anyone who wants to improve their understanding of America.

The Appendix possesses much historical value, for it contains pertinent quotations from the works of many contemporary and recent statesmen not quoted in the body of the book. The warning of Storey and Washington (pages 225, 226) concern ing the dangers of party Spirit, should be read and heeded by every American. Parties, when they strive solely for principle, are the life of a nation; but when they strive solely for pelf, patronage, and power, they are its death. Even corrupt party leaders may destroy a republic; sometimes even ambitious leaders may do so. Did a nation ever make a narrower escape than did our own during the slaveholders' rebellion? Who but ambitious party leaders caused that rebellion? Some truthful words concerning the crime of buying and selling votes have been added to page 52. This evil cannot be too soon remedied. Voters should be educated up to a higher standard. The American who acknowledges any man as his political boss, at the polls or elsewhere, disgraces the name American. Independent voting and an educational test for voters are what is wanted. The man who can not both read and write the English language, should not be allowed to vote. This would supersede the necessity for the so-called Force Bill, for the rule would apply to blacks as well as whites. A few words concerning the crime of business men neglecting to vote would be an important supplement to page 52. The subject of civil service reform is still one of the greatest issues of the' day. The Christian Register (boston) truly says: We are yet on the threshold of this the most important reformation in American political history. Other newspapers have testified to the same effect, extracts from a few of which appear on page 240. There is much work yet to be done. But the outlook is hopeful. If civil service reformers are as vigilant in the future as they have been in the past, ultimate victory is assured. A people who have the intelligence to discover their mistakes and the courage to correct them, are capable of self-government; otherwise they are not. Book excerpt: This book examines the political thought of Theodore Roosevelt, specifically his ceaseless desire and effort to reconcile America's individualistic tradition with the more collectivistic ideals of his Progressive brethren. Many scholars and lay-people alike cast Roosevelt as either 'conservative' or 'liberal,' but his political thought defies so simple an interpretation; it was more nuanced and had a larger purpose than mere ideology. A thorough study of Roosevelt's writings reveals his conviction that the concepts of personal autonomy and civic concern were not mutually exclusive. In fact, Roosevelt argued that it was because the principles of self-reliance and personal freedom were important that it was sometimes necessary for the entire community to use its collective power_and, in some cases, the institutions of the government_to enable individuals to do what they could not do alone. Moreover, while Roosevelt advocated and was responsible for a great expansion in the regulatory powers of the national government, he understood, in contrast to many other Progressive reformers, that inspirational rhetoric and positive example could be as good as institutional reform and the force of law in compelling individuals to support one another in a spirit of civic attachment. In his public writings, Roosevelt sought to shape the American mind in ways that he thought proper. Even his writings on nature, hunting, ranching, and military life were part of his political thought in that they were intended to teach Americans about the importance of balancing those individualistic values that are healthy and vital to a society (discipline, personal responsibility, and a strong work ethic) with such positive collectivistic values as an appreciation for mutual support and a concern for the good of the community.
