Book excerpt: Excerpt from The American Commercial Policy: Three Historical Essays The student of the great question of international trade cannot but be struck by the strange contrast between economic science and the actual state of things: on the one hand, science, which during the whole of this century has been endeavour ing to perfect and complete the doctrines of Adam Smith and Ricardo, and which has built up a theory of international trade, esteemed one of its greatest triumphs, proclaiming harmony and union of human interests; on the other hand, history, which lays before us the sad spectacle of animosities and cruelly persistent struggles. The theory of free-trade is held by economists almost as a dogma of faith; history shows us in reality the mercantile policy and the colonial system of past centuries, and the protectionist policy so widely diffused at the present day. Available in PDF, EPUB and Kindle. Book excerpt: American Business and Public Policy is a study of the politics of foreign trade. It challenges fifty years of writ-ing on pressure politics. It includes nine hundred interviews with heads of corporations, including 166 of the 200 largest corporations; another 500 interviews with congressmen, lob-byists, journalists, and opinion leaders; and eight community studies making this book the most intensive survey in print of the politics of business. It is a realistic behavioral examination of a major type of economic decision. The authors introduce their study with a history of the tariff as a political issue in American politics and a history of American tariff legislation in the years from Europe's trade recovery under the Marshall Plan to the challenge of the Common Market. They examine in succession the changing attitudes of the general public and the political actions of the business community, the lobbies, and Congress. American Business and Public Policy is a contribution to social theory in several of its branches. It is a contribution to understanding the business community, to the social psychol-ogy of communication and attitude change, to the study of political behavior in foreign policy. American Business and Public Policy is at once a study of a classic issue in American politics--the tariff; decision-making, particularly the relation of economic to social-psycho-logical theories of behavior; business communication--what businessmen read about world affairs, what effect foreign travel has on them, where they turn for political advice, and how they seek political help; pressure politics, lobbying, and the Congressional process.

Available in PDF, EPUB and Kindle. Book excerpt: A Foreign Affairs Best Book of the Year: “Tells the history of American trade policy . . . [A] grand narrative [that] also debunks trade-policy myths.” —Economist Should the United States be open to commerce with other countries, or should it protect domestic industries from foreign competition? This question has been the source of bitter political conflict throughout American history. Such conflict was inevitable, James Madison argued in the Federalist Papers, because trade policy involves clashing economic interests. The struggle between the winners and losers from trade has always been fierce because dollars and jobs are at stake: depending on what policy is chosen, some industries, farmers, and workers will prosper, while others will suffer. Douglas A. Irwin’s Clashing over Commerce is the most authoritative and comprehensive history of US trade policy to date, offering a clear picture of the various economic and political forces that have shaped it. From the start, trade policy divided the nation—first when Thomas Jefferson declared an embargo on all foreign trade and then when South Carolina threatened to secede from the Union over excessive taxes on imports. The Civil War saw a shift toward protectionism, which then came under constant political attack. Then, controversy over the Smoot-Hawley tariff during the Great Depression led to a policy shift toward freer trade, involving trade agreements that eventually produced the World Trade Organization. Irwin makes sense of this turbulent history by showing how different economic interests tend to be grouped geographically, meaning that every proposed policy change found ready champions and opponents in Congress. Deeply researched and rich with insight and detail, Clashing over Commerce provides valuable and enduring insights into US trade policy past and present. “Combines scholarly analysis with a historian’s eye for trends and colorful details . . . readable and illuminating, for the trade expert and for all Americans wanting a deeper understanding of America’s evolving role in the global economy.” —National Review “Magisterial.” —Foreign Affairs

Book excerpt: Handbook of Commercial Policy explores three main topics that permeate the study of commercial policy. The first section presents a broad set of basic empirical facts regarding the pattern and evolution of commercial policy, with the second section investigating the crosscutting legal issues relating to the purpose and design of agreements. Final sections cover key issues of commercial policy in the modern global economy. Every chapter in the book provides coverage from the perspectives of multilateral, and where appropriate, preferential trade agreements. While most other volumes are policy-oriented, this comprehensive guide explores the ways that intellectual thinking and rigor organize research, further making frontier-level synthesis and current theoretical, and empirical, research accessible to all. Covers the research areas that are critical for understanding how the world of commercial policy has changed, especially over the last 20 years Presents the way in which research on the topic has evolved Scrutinizes the economic modeling of bargaining and legal issues Useful for examining the theory and empirics of commercial policy

Available in PDF, EPUB and Kindle. Book excerpt: Despite the passage of NAFTA and other recent free trade victories in the United States, former U.S. trade official Alfred Eckes warns that these developments have a dark side. Opening America's Market offers a bold critique of U.S. trade policies over the last sixty years, placing them within a historical perspective. Eckes reconsiders trade policy issues and events from Benjamin Franklin to Bill Clinton, attributing growing political unrest and economic insecurity in the 1990s to shortsighted policy decisions made in the generation after World War II. Eager to win the Cold War and promote the benefits of free trade, American officials generously opened the domestic market to imports but tolerated foreign discrimination against American goods. American consumers and corporations gained in the resulting global economy, but many low-skilled workers have become casualties. Eckes also challenges criticisms of the 'infamous' protectionist Smoot-Hawley Tariff Act of 1930, which allegedly worsened the Great Depression and provoked foreign retaliation. In trade history, he says, this episode was merely a mole hill, not a mountain.

Available in PDF, EPUB and Kindle. Book excerpt: With increasing world economic interdependence and a new position as a creditor nation, the American business community became more actively and vocally concerned with foreign policy after World War I than ever before. This book details the response of American businessmen to such foreign policy issues as the tariff, disarmament, allied debts, loans, and the Manchurian crisis. Far from presenting a monolithic front, the business community fragmented into nationalist and internationalist camps, according to this study. Division over each issue varied with the size, type, and geographic region of the various business interests, and despite their formidable economic power, business internationalists are shown to have played a more limited role on certain issues than has been formerly assumed. Unfortunately for the future development of United States diplomacy and world stability, no institutional means for tempering business influence on the formulation of foreign policy, or for coordinating economic and political foreign policies, were developed in the twenties.
