Fitzgerald and Sherley, who could at any time have stopped all proceedings against the law, and were heard with patience, but failed to shake them from their position or to get from them any tangible reasons for the repeal beyond the statement that the law gave too much discretion to the Secretary of the Treasury, and that the Government building system is in bad shape and the first step necessary for a complete reorganization was the repeal of the Tarsney Law. Various instances were given where additional appropriations were necessary to complete Tarsney Act buildings, but the reply of your Committee to this was that Congress was frequently responsible for such cases, and where it was not, the Treasury Department had full control of the situation. It was also stated that there had been much dissatisfaction with certain matters in connection with the new building for the Bureau of Engraving and Printing, the new Washington Post Office, the Boston Custom House, etc., none of which are under the Tarsney Law. In fact none of the criticism had any direct bearing on the law save the one that it gave too much discretion to the Secretary of the Treasury, and this seems rather far-fetched when the great powers of the Secretary in other directions are considered. What weight was attached to the reports submitted to the House by its Committee on Expenditures on Public Buildings and the Committee on Expenditures in the Treasury Department, both of which recommend repeal, is not known. Certainly no importance could have been given them by the Committee on Appropriations if it had carefully read the testimony...

Each bell-trap at the intersection of the walks, instead of striking a discordant note, has been seized upon and utilized as a centre for a brick motif, which is consistently floral in design. One of the accompanying illustrations show a walk of brick, flanked by columns and roofed with vines, through which one looking down toward the lower garden obtains a vista of surpassing beauty. Interesting examples of the low garden wall are to be noted surrounding many dignified houses. Rough texture brick of varying shades of reds, browns and soft purples laid in Dutch bond with cream-gray mortar gives charming effects absolutely in keeping with the houses. The illustrations of our' American gardens accompanying this article show a few of the many delightful effects obtained by the landscape architect, and while these particular examples are probably more pretentious than would be aspired to by the average country resident, at the same time their artistic treatment tends to show the added interest and attention which is being given to this very essential part of the home. As a rule the average householder does not possess suflicient acreage to contemplate the layout of a vast garden with fish-ponds, rockeries and fountains, but he can make his ordinary sized garden a part of his home, and there is no reason why, with the exercise of thoughtful and careful treatment, the walled _ garden or outside room should not display the same individuality as may be found within doors.
