Available in PDF, EPUB and Kindle. Book excerpt: The nuclear-powered aircraft carrier is naval history’s most powerful and versatile warship. It is the reason the U.S. Navy is the predominant force at sea today. Throughout its illustrious history, the carrier has overcome serious flaws, including its expense, vulnerability, centralization of combat power, and its airwing’s short range. The U.S. Navy always accepted those flaws because the carrier was the best means of delivering firepower. Today’s technologies, however, provide key opportunities for the U.S. Navy to move beyond the limitations of a carrier-centric fleet by redesigning its force structure. Questioning the Carrier examines how the U.S. Navy can embrace the Age of the Missile, network the distributed fleet, and diversify to develop a fleet that benefits from the aircraft carrier’s many strengths without being wholly dependent on them. By acting on those opportunities, the U.S. Navy can develop a structure that performs the carrier-centric fleet’s functions more effectively using a force consisting of more platforms with less total risk and within the same long-term budget. As adversaries are improving their ability to deter the carrier thus causing its utility to wane, the author examines the Navy’s past successes to show how it can overcome institutional resistance to change and continue to rule the seas.

Book excerpt: Cost growth is a prevalent problem in Navy shipbuilding programs, particularly for the first ships in new classes. In response to a mandate in the conference report accompanying the Defense Appropriations Act for Fiscal Year 2008, this review was undertaken to: (1) identify key practices employed by leading commercial ship buyers and shipbuilders that ensure satisfactory cost, schedule, and ship performance; (2) determine the extent to which Navy shipbuilding programs employ these practices; and (3) evaluate how commercial and Navy business environments incentivize the use of best practices. Includes recommendations. Illustrations, and charts and tables.

Book excerpt: A naval expert charts the rise and fall of America’s maritime supremacy—and what it means for the future of U.S. security and prosperity. As with other powerful nations throughout history, maritime supremacy has been the key to America’s superpower status and the relative peace of the postwar era. But in the twenty-first century, the United States Navy’s combat fleet has dwindled to historic lows—the smallest since before World War I. At the same time, rival nations such as China have increased the size of their navies at an extraordinary rate. As Seth Cropsey convincingly argues, the precipitous decline of the U.S. as a great seapower will have profound consequences sooner than we might think. In clear and concise language, Mayday tracks the modern evolution of U.S. maritime strength, where it stands now, and the likely consequences if changes are not made to both the Navy’s size and shape and to the United States’ strategic understanding of how to combine maritime and continental force.

Available in PDF, EPUB and Kindle. Book excerpt: With many of the most important new military systems of the past decade produced by small firms that won competitive government contracts, defense-industry consultant James Hasik argues in Arms and Innovation that small firms have a number of advantages relative to their bigger competitors. Such firms are marked by an entrepreneurial spirit and fewer bureaucratic obstacles, and thus can both be more responsive to changes in the environment and more strategic in their planning. This is demonstrated, Hasik shows, by such innovation in military technologies as those that protect troops from roadside bombs in Iraq and the Predator drones that fly over active war zones and that are crucial to our new war on terror. For all their advantages, small firms also face significant challenges in access to capital and customers. To overcome such problems, they can form alliances either with each other or with larger companies. Hasik traces the trade-offs of such alliances and provides crucial insight into their promises and pitfalls. This ground-breaking study is a significant contribution to understanding both entrepreneurship and alliances, two crucial factors in business generally. It will be of interest to readers in the defense sector as well as the wider business community.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines US naval strategy and the role of American seapower over three decades, from the late 20th century to the early 21st century. This study uses the concept of seapower as a framework to explain the military and political application of sea power and naval force for the United States of America. It addresses the context in which strategy, and in particular US naval strategy and naval power, evolves and how US naval strategy was developed and framed in the international and national security contexts. It explains what drove and what constrained US naval strategy and examines selected instances where American sea power was directed in support of US defense and security policy ends – and whether that could be tied to what a given strategy proposed. The work utilizes naval capstone documents in the framework of broader maritime conceptual and geopolitical thinking, and discusses whether these documents had lasting influences in the strategic mind-set, the force structure, and other areas of American sea power. Overall, this work provides a deeper understanding of the crafting of US naval strategy since the final decade of the Cold War, its contextual and structural framework setting, and its application. To that end, the work bridges the gap between the thinking of American naval officers and planners on the one hand and academic analyses of Navy strategy on the other hand. It also presents the trends in the use of naval force for foreign policy objectives and into strategy-making in the American policy context. This book will be of much interest to students of naval power, maritime strategy, US national security and international relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: Secretary of Defense Donald Rumsfeld arrived at the Pentagon in 2001 with an agenda that included the transformation of the American armed forces. His intent was to modernize the existing force while simultaneously developing high-tech innovations to revolutionize the military of the future. The primary architect of transformation, Arthur Cebrowski, conceived what is known as network-centric warfare—a concept to leverage advances in military technology that will influence the U.S. Armed Forces for many decades to come. The basis of this work was Arthur Cebrowski's autobiographical history of the development of network-centric warfare. He passed away, however, before he could complete his account. Blaker has used much of the material gathered by Cebrowski to craft a history based on the former naval officer's own writings, testimony, and interviews of Cebrowski conducted by a variety of individuals in the media and military during his time in Washington, D.C. Transforming Military Force is also an examination of the successes and failures of this new form of warfare, analyzing what has been done in the past and offering suggestions on the future direction of this form of conflict.
