Deng, Representative of the Secretary-General of the United Nations (UN), pursuant to the Commission on Human Rights resolution 1992/73 of 5 March 1992. In the introduction, the author reviews various UN initiatives raising the question of institutionalized assistance to internally displaced persons and previous work by the Commission on the issue of internally displaced persons. The body of the study is divided into five sections. The first section gives an overview of internal displacement. Attention is given to the causes and consequences of internal displacement and the difficulties in identifying the internally displaced. The author notes that the problem of identifying is not so much one of legal definition, but of establishing functional criteria for determining who is entitled to assistance and protection. The second section of the study looks at the international legal standards. Information is provided on the principles of existing human rights, humanitarian and refugee law as they apply to internally displaced persons. Proposals for new standards are summarized from various governments and non-government organizations (NGOs). The third section of the study focuses on international mechanisms to deal with internally displaced persons. Perspectives are given on existing institutions, and in particular UNHCR. It is suggested that it is timely and appropriate to establish a focal point on displaced persons within the United Nations human rights system. The fourth section looks at the dynamics of internal displacement and the causes of flight. Mention is made of the contradictory trends toward enlarged unity and fragmentation and the problem of balancing the rights of various groups. Specific reference is made to the situations in the former Yugoslavia, the Russian Federation, Somalia, the Sudan, El Salvador and Cambodia. The conclusions of the study analyse new directions for protecting internally displaced persons in terms of law and operating mechanisms.
