Book excerpt: In a previous project (AZ-485), Arizona Department of Transportation (ADOT) embarked on an effort that provided statewide detour plans for major links of Arizona roadways in print format. That project resulted in a thick binder of letter-size closure/detour descriptions. That resource was clearly limited in its functionality as well as by its bulk. Yet the effort was remarkable in that it yielded specific and proactive detour plans on a statewide basis--thanks to the close cooperation of ADOT and the Department of Public Safety (DPS). This second phase of the solution to the closure/detour problem was launched in April 2001 with the focus on enhancing the accumulated detour plans by providing a user-friendly computer application. This new resource would be called ARIS, the Alternate Routing Information System. It would be supported by a map interface, supplemental roadway network data, the capability of generating new ad hoc closure/detour combinations, and presentation of the library of earlier approved detour plans. This phase is markedly different in that it attempts to put interactive detour generation capability on the desktops of at least 40 potential users. This research effort presents the effects of several strategies for computer application design and delivery.

Book excerpt: A challenge for the Arizona Department of Transportation (ADOT) will be to use a variety of practical, relevant congestion mitigation options in appropriate, collaborative and innovative ways to address current and future congestion problems. To meet this challenge, ADOT has undertaken the development of a comprehensive Congestion Mitigation Methodology for the implementation of a consistent and sustained approach to assess and manage the growing congestion problem on all elements of the state highway system. This effort has resulted in the development of practical strategies to solve Arizona's mobility and congestion problems. A significant step in the development of the Congestion Mitigation Methodology was building a consensus among traffic management stakeholders on effective definitions for congestion and for congestion management. Input on the definitions and state of the practice in congestion mitigation came from a national survey of Metropolitan Planning Organizations and State Departments of Transportation and from a statewide conference on congestion mitigation. The research project has produced recommendations for systematically quantifying congestion on Arizona's highways using a state-specific congestion index, and has also produced a database of available congestion mitigation strategies in Microsoft Access.

The main conference program included three invited speakers, two tuto- als, and a panel discussion in addition to presentations of the papers in these proceedings. We also included a special ‘practice and experience’ session to give presentersanopportunitytoreportonanddiscussexperiencesandinvestigations on the use of methods and technologies in practice. Weextendourthankstothemembersoftheprogramcommitteeandallother referees without whom such conferences would not be possible. The program committee, whose members came from 20 di?erent countries, selected 27 hi- quality research papers and 3 experience reports from a total of 97 submissions. The topics of these papers span the wide-range of topics relevant to information systems engineering – from requirements and design through to implementation and operation of complex and dynamic systems.

Contrary to other ?elds (e.g., civil or electronic engineering), these standards are not the result of a widely supported consolidationofwell-understoodandwell-establishedconceptsandpractices.Inthe BPM domain, it is frequently the case that BPM vendors opportunistically become involved in the creation of proposed standards to exert or maintain their in?uence and interests in the ?eld. Despite the initial fervor associated with such standardi- tion activities, it is no less frequent that vendors either choose to drop their support for standards that they earlier championed on an opportunistic basis or elect only to partially support them in their commercial offerings. Moreover, the results of the standardization processes themselves are a concern. BPM standards tend to deal with complex concepts, yet they are never properly de?ned and all-too-often not informed by established research. The result is a plethoraof languagesand tools, with no consensuson conceptsand their implem- tation. They also fail to provide clear direction in the way in which BPM standards should evolve. One can also observe a dichotomy between the “business” side of BPM and its “technical” side. While it is clear that the application of BPM will fail if not placed in a proper business context, it is equally clear that its application will go nowhere if it remains merely a motivational exercise with schemas of business processes hanging on the wall gathering dust.
