Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. Given the history of multiple insurgencies that the Pakistani Military has confronted in Balochistan, the book examines the region's intricate conflict ecosystem and security landscape, which poses potential threats to the CPEC. Structured chronologically, the book traces the evolution of the Pakistani Army's counterinsurgency practices inherited in 1947 from the British Indian Army's culture of fighting small wars through to the contemporary counterinsurgency (COIN) adaptation in the ‘war on terror’, and afterwards, to the fifth round of the Balochistan insurgency. The analysis centres on the development of counterinsurgency theory and practice by the Pakistani Army. It empirically investigates the efficacy of the COIN strategy in Balochistan. The author argues that the approach significantly changed after conceptualising the doctrine, especially from 2016 onwards, from ‘butcher and bolt’ to the inclusion of critical components like political primacy, affect-based and focused use of force, ‘winning hearts and minds’ and rules of engagement. As a result, there was reduced violence and an increased number of insurgent surrenders. The book concludes that the Pakistani Army has largely controlled the insurgency in Balochistan. However, simultaneously, there is an urgent need to reduce tangible support to the insurgents through porous borders and implement an effective strategy to sever the nexus between the Islamic State of Khorasan (ISKP) and the Baloch insurgent organisations, as well as the sectarian militant organisations in Balochistan province. This is crucial to ending the insurgency and ensuring the security of CPEC. A novel contribution to the study of counterinsurgency and the importance of CPEC to China’s foreign policy and diplomacy, as well as its effects on the conflict dynamics in Balochistan, the book will be of interest to researchers studying War and Conflict Studies, Terrorism Studies, International Relations, Security and Strategic Studies, and South Asian and Chinese Studies.

Book excerpt: Opiates originating in Afghanistan threaten the health and well-being of people in many regions of the world. Their illicit trade also adversely impacts governance, security, stability and development in Afghanistan, in its neighbors, in the broader region and beyond. This report, the second such report of the United Nations Office on Drugs and Crime research project on the topic, covers worldwide flows of Afghan opiates, as well as trafficking in precursor chemicals used to turn opium into heroin. By providing a better understanding of the global impact of Afghan opiates, this report can help the international community identify vulnerabilities and possible countermeasures. This report presents data on the distribution of trafficking flows for Afghan opiates and their health impact throughout the world. A worrying development that requires international attention is the increasing use of Africa as a way station for Afghan heroin shipments to Europe, North America and Oceania. This is fuelling heroin consumption in Africa, a region generally ill-equipped to provide treatment to drug users and to fight off the corrupting effects of drug money. Another new trend is the growing use of sea and air transport to move Afghan heroin around the world, as well as to smuggle chemicals used in heroin production into Afghanistan. Traffickers in Afghan heroin have traditionally relied on overland routes, and law enforcement services will need to respond to this new threat. The findings of this report identify areas that need more attention. Strengthening border controls at the most vulnerable points, such as along Afghanistan's border with Pakistan's Baluchistan province, could help stem the largest flows of heroin, opium and precursor chemicals. Increasing the capacity to monitor and search shipping containers in airports, seaports and dry ports at key transit points and in destination countries could improve interdiction rates. Building capacity and fostering intelligence sharing between ports and law enforcement authorities in key countries and regions would help step up interdiction of both opiates and precursor chemicals. Addressing Afghan opium and insecurity will help the entire region, with ripple effects that spread much farther. Enhancing security, the rule of law and rural development are all necessary to achieve sustainable results in reducing poppy cultivation and poverty in Afghanistan. This will benefit the Afghan people, the wider region and the international community as a whole. But addressing the supply side and trafficking is not enough. We need a balanced approach that gives equal weight to counteracting demand for opiates.

Book excerpt: Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014-2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia. Yet several factors indicate that such an ominous foreign fighter return may not materialize. Among these factors are that a majority of Central Asians fighting for ISIL and the al-Nusra Front in Syria and Iraq are recruited while working abroad in Russia, often from low-wage jobs under poor conditions making the recruits ripe for radicalization. In addition, many of those heading for jihad in Syria and the Levant expect that they are on a "one way journey," some to martyrdom but most for a completely new life, and do not plan a return. Most Central Asian states face their greatest risk of domestic instability and violent extremism as a reaction to political repression and counterterrorism (CT) policies that counterproductively conflate political opposition and the open practice of Islam with a domestic jihadist threat. If improperly calibrated, greater U.S. CT assistance to address foreign fighter returns may strengthen illiberal regime short-term focus on political power consolidation, overplay the limited risks of foreign fighter returns, and increase the risks of domestic unrest and future instability. The United States has few means to pressure Central Asian regimes into policies that address the main drivers of domestic radicalization, such as political inclusion and religious freedom. Although an imperfect instrument, U.S. security assistance-and the specific subset of CT assistance-is a significant lever. U.S. CT assistance for Central Asia should eschew additional general lethal assistance and instead scope security attention toward border security intelligence and physical capacity enhancements. This CT aid should be paired with important, complementary socioeconomic programs that help with countering violent extremism, including greater religious and political openness along with support for the Central Asian diaspora.
