Book excerpt: Aboriginal approaches to the naming of places across Australia differ radically from the official introduced Anglo-Australian system. However, many of these earlier names have been incorporated into contemporary nomenclature, with considerable reinterpretations of their function and form. Recently, state jurisdictions have encouraged the adoption of a greater number of Indigenous names, sometimes alongside the accepted Anglo-Australian terms, around Sydney Harbour, for example. In some cases, the use of an introduced name, such as Gove, has been contested by local Indigenous people. The 19 studies brought together in this book present an overview of current issues involving Indigenous placenames across the whole of Australia, drawing on the disciplines of geography, linguistics, history, and anthropology. They include meticulous studies of historical records, and perspectives stemming from contemporary Indigenous communities. The book includes a wealth of documentary information on some 400 specific placenames, including those of Sydney Harbour, the Blue Mountains, Canberra, western Victoria, the Lake Eyre district, the Victoria River District, and southwestern Cape York Peninsula.

Available in PDF, EPUB and Kindle. Book excerpt: Why do some democratic governments succeed and others fail? In a book that has received attention from policymakers and civic activists in America and around the world, Robert Putnam and his collaborators offer empirical evidence for the importance of "civic community" in developing successful institutions. Their focus is on a unique experiment begun in 1970 when Italy created new governments for each of its regions. After spending two decades analyzing the efficacy of these governments in such fields as agriculture, housing, and health services, they reveal patterns of associationism, trust, and cooperation that facilitate good governance and economic prosperity.

Available in PDF, EPUB and Kindle. Book excerpt: The events of November 1975 sparked off lively debate as to what the Governor-General does. The real point at issue in that controversy was not whether a Governor-General has the power to dismiss a Prime Minister. The fact that the power was exercised is proof that the power exists. The question to be asked is whether the Govenor-General was justified by the facts as he saw and interpreted them, and, if he were justified, whether he was wise to use the power. There is a difference between an extreme situation and a customary action. The controversy over the dismissal of a Prime Minister concentrated attention on one aspect, but in this lucid essay Sir Paul Hasluck sets out the wide range of the Governor-General's duties and the place of office in the whole structure of Australian government.

Book excerpt: Robert Russell is known primarily as a surveyor and architect yet he was also a talented artist. His drawings and watercolours evocatively capture aspects of the physical development of the early years of the fledgling settlement of Melbourne. Despite his large body of work, few appear to have asked: who was Robert Russell? Russell held two official appointments in the Port Phillip District. The first was as Chief Surveyor which he commenced in September 1836; the second was as the first Clerk of Works from March 1838. Both appointments were brief and contentious. A controversy surrounding the claim that it was Russell rather than Robert Hoddle who drew the first map of the Melbourne settlement in preparation for the first land sales has persisted until the present day. What then is the appeal of writing the biography of Robert Russell? He was a man who lacked success in his various Port Phillip undertakings; a man who failed to attain wealth and status and a man whose ability to antagonise almost all the colonial authorities was well known. These appear to have been his most noteworthy characteristics. But what kind of man was he? This is the issue addressed by this biography. The answer to the question may lie in the nature of the passions and controversies Russell provoked. The author, Patricia Hawkins, believes these controversies are as revealing of the life and times of early Melbourne as they are of Russell's nature. As a young man he was loathed by some of his contemporaries because of his irreverent behaviour towards those in authority, yet at the same time he was admired and acknowledged by others as the ?Father of Melbourne'. Less extreme but similarly divergent views of Russell's place in the history of nineteenth century Melbourne are still expressed today. This biography helps us draw our own conclusions.
