Available in PDF, EPUB and Kindle. Book excerpt: This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.

Book excerpt: Result of a joint research project conducted by the Institute for International Political Studies (ISPI) and the Center for Strategic Studies under the President of the Republic of Azerbaijan (SAM), the volume “Cooperation in Eurasia: Linking Identity, Security, and Development” aims to shed light on the drivers and on the rationale behind regional cooperation in Eurasia. In particular it investigates and ponder the weight of identity issues, security perceptions, and economic development needs for interstate cooperation in the Eurasian context, by taking into account both supra-national frameworks and regional scenarios. Accordingly, the book is divided in two parts, focusing respectively on “Cooperation and Competition at Multilateral Level” and on “Regional Case Studies”.

Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Available in PDF, EPUB and Kindle. Book excerpt: Iran’s role as a regional power is more significant than many in the West may realise. The country lies between Central Asia/the Caucasus and the Gulf region on the one hand, and, on the other, between the Mediterranean/Levant region and South Asia. Many of these areas are of increasing strategic importance. This book explores Iran’s role as a regional power, focusing on relations with South Caucasus countries - Azerbaijan and Armenia. It outlines the historical context, including Persia’s rule of these countries before the nineteenth century, and discusses Iran’s approach to foreign and regional policy and how both internal and international factors shape these policies. The book assesses Iran–Azerbaijan and Iran–Armenia bilateral relations to demonstrate how those policies translate in Iran's regional and bilateral relations. The book concludes by considering how Iran's relations in the region are likely to develop in the future.

Available in PDF, EPUB and Kindle. Book excerpt: The South Caucasus region, comprising the former Soviet states of Armenia, Azerbaijan and Georgia occupies a key strategic location, squeezed between the Black and Caspian Seas, Iran, Russia and Turkey. Since the disintegration of the Soviet Union in 1991, the region has become an arena of geopolitical confrontation with regional powers such as Russia, Turkey and Iran vying for influence in the face of growing Western involvement. The Russian military intervention in Georgia in 2008 not only raised questions about Moscow's intentions towards its 'Near Abroad' and the future direction of its foreign policy, it also demonstrated that ostensibly local separatist disputes have serious ramifications for regional relations and the wider international community. In this book, German explores the extent of regional cooperation in the South Caucasus, analyses the reasons for the relative lack of regional cooperation and assesses the potential for deeper cooperation in the future.

Available in PDF, EPUB and Kindle. Book excerpt: The security dilemma is rapidly emerging as one of the most important and controversial issues in international relations theory. This book asks what the security dilemma is and whether it really exists, and then tests the theory against the historical evidence of the most important geopolitical event since 1945 - the end of the Cold War. Collins suggests that Gorbachev's recognition of the existence of a security dilemma lay at the heart of the measures that he took to end the Cold War, and concludes that despite the euphoria of the early 1990s, the dilemma is re-emerging.

In the Third World, however, people continue to be at risk, often from their own state authorities; these regimes in turn, beset with challenges to militarization and repression. What exists is not a security dilemma in the traditional sense, but instead insecurity dilemmas, in which national security, defined as regime security by state authorities, becomes pitted against the incompatible demands of ethnic, social, and religious forces.
