Pendant la première séance, quatre intervenants ont développé les thèmes concernant : la réglementation de l'immigration algérienne, indispensable pour une connaissance précise de cette population et des difficultés de son intégration dans le travail et la société ; les politiques des pouvoirs publics, à deux moments, quand l'immigration de travail s'achève en 1974, mettant fin à sa spécificité, héritage des Accords d'Evian et dans le quart de siècle suivant. Une place particulière est accordée aux femmes, très présentes dans la vie active, sociale et culturelle. Pendant la deuxième rencontre, quatre autres intervenants, dont le général Maurice Faivre, ont montré l'importance de la contribution des Algériens/Nord-africains pour la défense ou la libération de la France. L'engagement de milliers de Nord-africains dans l'économie moderne et dans la guerre a changé en profondeur la mentalité des travailleurs et des soldats. Il a renforcé aussi le caractère radical du nationalisme dans chacun de ces trois pays. En troisième lieu, il convenait enfin de rappeler, dans " Bobigny, la ville rouge ", que les travailleurs algériens ont été une composante active du mouvement ouvrier français et que c'est des rangs de la CGT qu'en pleine guerre d'Algérie, des milliers d'entre eux ont fondé l'Union syndicale des travailleurs algériens (USTA), un syndicat indépendant et démocratique, se réclamant de l'internationalisme prolétarien.

While most related studies concentrate on the colonial era and Algeria's War of Independence, France and Algeria details the nations' postcolonial relationship. Phillip Naylor provides a philosophical approach, contending that France reformulated, rather than repudiated, “essential” strategic values during decolonization. It thus continued to pursue grandeur and independence, especially with regard to the Third World and Algeria, an essentialism that expedited France’s postcolonial transformation. But as a new nation, Algeria needed to pursue the “existential” project of self-definition. It became involved in state-building while also promulgating socialism, and it recognized how French oil concessions in the Sahara impeded its independence, leading to the industry's postcolonial decolonization. Finally, the postcolonial relationship has featured a human dimension involving immigrants, pieds-noirs (colonial settlers), and harkis (Algerian soldiers loyal to France), all of them central to bilateral relations. Book excerpt: In this account of the Algerian War's effect on French political structures and notions of national identity, Todd Shepard asserts that the separation of Algeria from France was truly a revolutionary event with lasting consequences for French social and political life. For more than a century, Algeria had been legally and administratively part of France; after the bloody war that concluded in 1962, it was other--its eight million Algerian residents deprived of French citizenship while hundreds of thousands of French pieds noirs were forced to return to a country that was never home. This rupture violated the universalism that had been the essence of French republican theory since the late eighteenth century. Shepard contends that because the amputation of Algeria from the French body politic was accomplished illegally and without explanation, its repercussions are responsible for many of the racial and religious tensions that confront France today. In portraying decolonization as an essential step in the inexorable "tide of history," the French state absolved itself of responsibility for the revolutionary change it was effecting. It thereby turned its back not only on the French of Algeria--Muslims in particular--but also on its own republican principles and the 1958 Constitution. From that point onward, debates over assimilation, identity, and citizenship--once focused on the Algerian "province/colony"--have troubled France itself. In addition to grappling with questions of race, citizenship, national identity, state institutions, and political debate, Shepard also addresses debates in Jewish history, gender history, and queer theory.

A priori considérée comme statique, l'immigration algérienne est en réalité un phénomène dynamique. En effet entre 1939 et 1942, trois vagues migratoires eurent lieu entre les deux rives de la Méditerranée. L'Algérie est à la veille de la guerre un territoire travaillé par des forces politiques puissantes et opposées, allant de l'indépendantisme à l'assimilationnisme. A la fin de l'année 1939 et au début de l'année 1940, la Troisième République met en place un recrutement en Algérie pour les besoins de l'économie de guerre, dans le cadre d'un recrutement plus large dans différentes colonies. Dans ce contexte, l'installation du régime de Vichy en Algérie est un phénomène complexe, qu'il serait artificiel de séparer de la métropole. En parallèle des questions relatives à la main-d'œuvre, une intense surveillance des populations estampillées « nord-africaines », dans leur immense majorité, algériennes, est organisée : le régime de Vichy met en effet en place un service secret dont le but est de surveiller la propagation de la propagande nazie sur les deux rives de la Méditerranée (le Service des affaires algériennes, SAA). Ce service est créé à Marseille, point nodal de toutes les questions touchant à l'Algérie pendant les années de guerre : en effet, au delà du SAA, les services de la main-d'œuvre nord-africaine (MONA) de tout le territoire sont également largement chapeautés par celui de Marseille, qui a en charge la gestion du flux migratoire à travers la Méditerranée. Car juste après l'armistice, le tout nouveau régime de Vichy initie un rapatriement des Algériens vers l'Algérie, qui s'intensifie de l'été 1940 au début de l'année 1941, notamment dans l'espoir de réduire le chômage en métropole. Puis, à l'inverse, à partir de l'année 1942, dans le contexte plus large de la mise au travail de l'Europe par l'Allemagne, un nouveau recrutement pour la métropole est organisé en Algérie, alors que de nombreux Algériens tentent de fuir des formes de travail qui ne leur conviennent pas. Ce recrutement est particulièrement intense pour le secteur minier. En zone occupée, c'est sur Paris que se concentrent les efforts de surveillance : la ville est particulièrement suspecte. En effet, alors que les institutions parisiennes dédiées à l'administration des « Nord-Africains » dans la région sont aux prises avec les conditions de l'occupation, un certain nombre d'Algériens sont en contact à la fois avec les partis collaborationnistes et avec les autorités d'occupation, que ce soit pour des raisons politiques ou commerciales. Après le débarquement en Afrique du Nord le 8 novembre 1942 et l'invasion de la zone sud trois jours après, alors que l'entièreté du territoire métropolitain est occupée et que l'Algérie est passée aux mains des Alliés, l'État français s'emploie à refondre les services métropolitains en charge de l'administration des « Nord-Africains », inventant de fait un nouveau contenu au syntagme. Jusqu'aux derniers jours de l'occupation, cette administration fera en sorte de s'accorder la « loyauté » des « Nord-Africains » à l'Empire et à la France.
