Climate change is now recognized as posing a serious threat. Energy and resource decisions involving the carbon fuels therefore play a large role in this threat. Fossil fuel reserves may also be running short and many of the major reserves are in politically unstable parts of the world. Yet citizens in nations with rapidly developing economies aspire to the benefits of the modern energy economy. China and India alone have 2.4 billion potential customers for cars, industries, and electrical services. Even so, more than half of the world's citizens still lack access to energy. Decisions involving fossil fuels are therefore a significant part of the development equation. This volume explains how the law can impede or advance the shift to a world energy picture significantly different from that which exists today. It first examines the factors that create the problems of the present carbon economy, including environmental concerns and development goals. It then provides international and regional legal perspectives, examining public international law, regional legal structures, the responses of international legal bodies, and the role of major international nongovernmental actors. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

Since then, governments have improved regulations; new standards have been developed; management and process practices have addressed potential gaps; public and private organisations have taken initiative through the creation of committees and programs; and research covering all areas of sustainable development has become a priority for academics and practitioners. These different sources serve as the basis for a pre-selection process of sustainable development indicators (SDIs). While some sources do not specifically address certain industries, the pre-selection process suggested in this book studies and analyses each SDI’s resource and the possible applicability of already-identified indicators. An assertive set of SDIs is not solely based on regulatory systems, as measuring sustainability cannot become a bureaucratic process, and neither can any other SDI’s source single-handedly determine or mandate the final set of indicators, as the real objective is to assist decision-makers and effectively engage stakeholders. This book presents an analysis of six different sources for pre-selecting SDIs, accompanied by a methodology to then finalise with a set of SDIs for the surface mining operations in oil sands projects. Surface mining projects are complex operations with several social, economic, environmental, and health impacts. As the government and oil sands developers are turning towards increasing productivity with a more conscious sustainable development approach, a pre-selection of SDIs is required to assist further formal multi-criteria selection processes.
