Members of the Pompidou Group research platform from 17 European countries have studied this question, taking into account differing national political contexts, the influence of international conventions and drug strategies at V European level, the evolution of scientific knowledge, and treatment of drug addiction in the most broad sense of the word. This work in part provides a reply to the question whether countries opt for an integrated policy on substances, or for a separate policy for each substance. This publication also attempts to identify to what extent civil society, practice and science influence the formulation of drug policy.

Available in PDF, EPUB and Kindle. Book excerpt: The regulation of issues like abortion, euthanasia, gun control, same-sex unions, pornography, prostitution, drugs, or gambling is commonly referred to a special class of so called morality policies. The distinctive feature of these policies is that politics are shaped by conflicts over first principle: When does life end? When does it begin? Is gambling, drug consumption or prostitution inherently malignant? The regulation of these value conflicts entails decisions about "right" or "wrong" and hence the "validation of a particular set of basic values". Yet there is still a remarkable lack of scholarly attention on morality policies, in particular with regard to general implications for the study of public policy. To stimulate further research in this area, this book focuses on different concepts and theories of morality policy change in European countries. It is based on a broad and comparative empirical perspective on different morality issues, including, for instance, the regulation of prostitution, abortion, euthanasia, gambling, drugs, as well as gun controls. This book was published as a special issue of the Journal of European Public Policy.

Book excerpt: Data suggest that exposure to secondhand smoke can result in heart disease in nonsmoking adults. Recently, progress has been made in reducing involuntary exposure to secondhand smoke through legislation banning smoking in workplaces, restaurants, and other public places. The effect of legislation to ban smoking and its effects on the cardiovascular health of nonsmoking adults, however, remains a question. Secondhand Smoke Exposure and Cardiovascular Effects reviews available scientific literature to assess the relationship between secondhand smoke exposure and acute coronary events. The authors, experts in secondhand smoke exposure and toxicology, clinical cardiology, epidemiology, and statistics, find that there is about a 25 to 30 percent increase in the risk of coronary heart disease from exposure to secondhand smoke. Their findings agree with the 2006 Surgeon General's Report conclusion that there are increased risks of coronary heart disease morbidity and mortality among men and women exposed to secondhand smoke. However, the authors note that the evidence for determining the magnitude of the relationship between chronic secondhand smoke exposure and coronary heart disease is not very strong. Public health professionals will rely upon Secondhand Smoke Exposure and Cardiovascular Effects for its survey of critical epidemiological studies on the effects of smoking bans and evidence of links between secondhand smoke exposure and cardiovascular events, as well as its findings and recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: Fighting Terrorism and Drugs is an examination of European states in their fight against terrorism and drugs, from the 1960s up to the present day. Jörg Friedrichs explores what makes large European states willing or unwilling to participate in international police cooperation against terrorism and drugs. The book examines forty-eight case studies, with particular regard to the policy preferences of the four largest and most politically important EU Member States: Britain, France, Germany, and Italy. The author argues that if a real understanding of international cooperation is to develop, it is important to understand what individual states want and why they want it. To explain state preferences, Friedrichs considers interests, institutions and ideas from domestic, national and international levels that can affect state preferences either positively or negatively. This theoretically coherent book looks at international police cooperation from a truly international perspective and will be of interest to students and scholars of international relations, terrorism, criminology, international law and European integration.

Book excerpt: With a focus on adolescents, this volume explores such questions as: whether similarities exist between different types of risk taking, such as mountain climbing and criminal behaviour; whether an examination of risk-taking behaviour will shed light on problem behaviours such as unprotected sex; and whether there are positive aspects to adolescent risk taking. With contributions from psychology, sociology, medicine and public policy, the volume uses risk taking as a framework to study many dangerous, and often life-threatening, adolescent behaviours. Following a review of research, topics discussed include theories of risky choice, the use of rational choice theory in predicting heightened risk taking, sociobiological facto

Book excerpt: The ever increasing use of computers, networks and the Internet has led to the need for regulation in the fields of cybercrime, cybersecurity and national security. This SpringerBrief provides insights into the development of self- and co-regulatory approaches to cybercrime and cybersecurity in the multi-stakeholder environment. It highlights the differences concerning the ecosystem of stakeholders involved in each area and covers government supported initiatives to motivate industry to adopt self-regulation. Including a review of the drawbacks of existing forms of public-private collaboration, which can be attributed to a specific area (cybercrime, cybersecurity and national security), it provides some suggestions with regard to the way forward in self- and co-regulation in securing cyberspace.

Book excerpt: In the current climate of growing concern about the public health consequences of alcohol consumption, the publication of Alcohol Consumption and Alcohol-Related Problems in Germany is particularly timely. The book provides up-to-date information on consumption patterns and the extent of negative effects associated with alcohol consumption in the German population. Estimates for the prevalence of abstinence, and of low-risk, hazardous, harmful, and high-risk consumption, are derived from epidemiological studies. Hazardous and harmful consumption is clearly associated with a number of psychological, social and health problems, and also has a significant economic impact on society as a whole. Based on information from routine statistics and surveys, the negative consequences associated with alcohol consumption such as dependence, suicide, violence, or traffic accidents are assessed, and methodological problems (such as standardizing alcohol contents) are discussed. In its final section the book contains suggestions about how to establish reasonable limits on consumption and how to communicate these to health professionals and the general public. This report on the negative effects of alcohol consumption may help stimulate discussion, both within Europe and beyond, on the implementation of appropriate measures to reduce abusive alcohol consumption and thus the extent of alcohol-related problems.

Available in PDF, EPUB and Kindle. Book excerpt: Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens ofgender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.
