The analysis screened alternatives to identify potentially attractive motion devices, constructed alternative simulator cases with only the motion devices varying from one case to another, assessed important benefits and costs, and used a "scorecard" method to compare benefits and costs. The cases ranged from a simulator using a six-degree-of-freedom motion platform to one with no motion. The costs of motion platforms appear warranted when measured against likely benefits. The study results are assisting in the development of simulator motion requirements for the C-17 and other new systems. The analysis framework permitted the multidisciplinary study team to effectively integrate and present a mix of qualitative and quantitative results."--Rand abstracts.

The definition portion of the guidelines has been incorporated by ASD into a military standard. Various organizations involved in defining training requirements, in writing procurement specifications, and in systems development were contacted to determine their utilization of the ISF Guidelines. Although the responses were varied, a majority of the users contacted stressed the usefulness of the ISF Guidelines as a reference document. It was frequently stated that these guidelines help to standardize the terminology, thus enhancing communication among those involved in the acquisition process. However, e-learning only saves money if the training is effective. Eager to reap financial benefits, e-learning courses have a history of varying dramatically in quality. The poorest courses are those that directly convert classroom-based presentations to an online format, not recognizing that computer-based instruction is an entirely different medium. Addressing this issue directly, e-Learning in Aviation explores the characteristics of computer-based course design and multimedia that are associated with improved learning. It then provides guidance regarding how to use research-based instructional design principles to plan, design, develop, and implement an e-Learning course within an aviation organization and continually evaluate whether or not the course is accomplishing instructional goals. A blended learning strategy, which incorporates both face-to-face and computer-based instruction, is suggested as the most appropriate choice for the majority of aviation companies. The goal of this approach is to utilize e-Learning as a tool to reduce time at the training centre and thereby increase pilot productivity and potentially improve the quality of training. Although the examples within this book focus on pilot training, the suggestions and guidelines are applicable to all employee groups within the industry.

This manual applies to all OH-58 crewmembers and their commanders. This is not a stand-alone document. All of the requirements of the AR 600-105, AR 600-106, NGR 95-210, and TC 1-210, must be met. Implementation of this manual conforms to AR 95-1 and TC 1-210. This manual (in conjunction with the AR 600-105, AR 600-106, NGR 95-210, and TC 1-210) will help aviation commanders, at all levels; develop a comprehensive aircrew training program. By using the ATM, commanders ensure that individual crewmember and aircrew proficiency is commensurate with their units' mission and that aircrews routinely employ standard techniques and procedures. Crewmembers will use this manual as a "how to" source for performing crewmember duties. It provides performance standards and evaluation guidelines so that crewmembers know the level of performance expected. Each task has a description that describes how it should be done to meet the standard. Standardization officers, evaluators, and unit trainers will use this manual and TC 1-210 as the primary tools to assist the commander in developing and implementing the aircrew training program.This aircrew training manual (ATM) describes training requirements for OH-58C crewmembers. It will be used with AR 95-1, AR 600-105, AR 600-106, NGR 95-210, TC 1-210, and other applicable publications. The tasks in this ATM enhance training in both individual crewmember and aircrew proficiency. The training focuses on the accomplishment of tasks that support the unit's mission. The scope and level of training to be achieved individually by crewmembers and collectively by aircrews will be dictated by the METL. Commanders must ensure that aircrews are proficient in mission-essential tasks.

Book excerpt: In nap-of-the-earth (NOE) flight a helicopter moves at less than treetop height and at variable airspeeds, using natural features for concealment--a dangerous procedure requiring great skill in flying and in navigation. This report identifies specific areas in which NOE training might be improved. Information from agencies and operational units provided data for analysis of NOE mission requirements, aircrew task analyses, and performance requirements for emergencies. Training objectives derived from the analyses were verified, compared with existing NOE training programs, and used to suggest improvements. Problems in navigation and orientation are the major hazard in NOE flight and training improvements should concentrate in these areas. Suggestions for ground-based training aids are visual (cinematic) simulation, a map-interpretation manual for NOE use, and techniques of ground-level orienteering. Suggestions for flight-based training are procedures such as more practice in re-orientation, equipment such as map displays, and policies such as flying over more varied terrain. Results of the analyses were validated by ARI's field research program and used as the basis for developing the experimental Map Interpretation Terrain Analysis Course (MITAC) now being evaluated at the Army Aviation School, Fort Rucker, Alabama.

Book excerpt: Debriefing is a major component of the job in many high-risk industries where errors can have considerable, often deadly consequences, including combat, surgery, and aviation. Although there exists considerable literature on debriefing, recent reviews of the literature suggest (a) shortcomings in the topics researched, (b) paucity of related theory, (c) limitations in the number of empirical studies, and (d) problems in research design. There are also recent suggestions that "there are surprisingly studies in the scholarly literature that show how to debrief, how to teach or learn to debrief, what methods of debriefing exists and how effective they are at achieving learning objectives and goals" Meta-analyses reveal substantial variations in research findings—e.g., on the use of video as a means of debriefing—that can be traced to the problems. This book redresses these problems in that it provides a detailed look at debriefing and assessment, the functions of different cognitive artifacts used, and a theoretical framework that accounts for the complexity of flying an aircraft and for the debriefing of the pilots’ experiences, especially under the high-stakes condition of their bi-annual evaluation for licensing purposes. The book provides detailed investigation of flight examiners’ methods to arrive at assessments of aviation pilot performance. It shows and theoretically models why there are good reasons for lower than desired inter-rater agreements. It offers detailed scenarios of how debriefing can be made to draw maximum benefit for pilot learning, that is, for the take-home messages that will make them better pilots. Goals for the workshop were twofold. One was to share the major messages of the recently released NRC committee report, Knowing What Students Know: The Science and Design of Educational Assessment (2001), which synthesizes advances in the cognitive sciences and methods of measurement, and considers their implications for improving educational assessment. The second goal was to delve more deeply into one of the major themes of that report-the role that technology could play in bringing those advances together, which is the focus of these papers. For the workshop, selected researchers working in the intersection of technology and assessment were asked to write about some of the challenges and opportunities for more fully capitalizing on the power of information technologies to improve assessment, to illustrate those issues with examples from their own research, and to identify priorities for research and development in this area.
