Book excerpt: As the United States transitions towards a national military strategy based on power projection instead of forward deployed armed forces, contingency forces and their capabilities will become increasingly more important. A key capability required to successfully implement a force projection defense strategy is the ability to conduct a forcible entry. In a forcible entry situation, either airborne or amphibious forces could secure a lodgment and prepare for the introduction of follow-on combat forces. This study investigates the requirements USAF airlift forces must meet to successfully support airborne forcible entry operations. It reviews airlift contributions to past airborne operations in World War II, Grenada, and Panama. Then this study surveys the current world situation to determine what distances airlift forces must cover and the threat environments they must penetrate to successfully deliver airborne forces to potential target areas. Potential airborne forcible entry targets are developed by listing countries involved in armed conflict, drug trafficking, or state-sponsored terrorism, and removing littoral areas. This study then determines lift, distance, threat survivability, and training requirements for USAF airlift forces to successfully support airborne forcible entry operations. Book excerpt: "The Global Response Force (GRF) is built for rapid response to unforeseen or, more specifically, unplanned operations. Selected Army airborne forces provide a large portion of the GRF and are dependent on joint concepts for deployment and access. This study illustrates a method for determining the best access strategies given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. The study applies this method to each geographic combatant command and develops specific, tailored strategies for each. The access strategies are built from multiple analytic techniques: historical aircraft data and platform specifications to determine capabilities and limitations of the air fleet; several airfield databases, site reports, and expert judgments to determine probable intermediate staging base locations and their likely capabilities; multiple deployment concepts for access to minimize operational risks; and detailed geographic and operational analysis to determine global coverage and reach. In the end, we were able to deduce a preferred strategy for each of the combatant commands. Global access for the GRF is provided partially through the use of well-established staging bases but will necessarily rely on austere basing and complex deployment concepts for particular locations in multiple combatant commands. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
