Much of the air traffic flow management literature focuses on traffic flows between airports in a network, and when studies have focused on optimizing airport operations, they have focused largely on a single aspect at a time. In this thesis, we fill an important gap in the literature by proposing unified approaches, on both strategic and tactical levels, to optimizing the traffic flowing through an airport. In particular, we consider the entirety of key problems faced at an airport: a) selecting a runway configuration sequence; b) determining the balance of arrivals and departures to be served; c) assigning flights to runways and determining their sequence; d) determining the gate-holding duration of departures and speedcontrol of arrivals; and e) routing flights to their assigned runway and onwards within the terminal area. In the first part, we propose an optimization approach to solve in a unified manner the strategic problems (a) and (b) above, which are addressed manually today, despite their importance. We extend the model to consider a group of neighboring airports where operations at different airports impact each other due to shared airspace. We then consider a more tactical, flight-by-flight, level of optimization, and present a novel approach to optimizing the entire Airport Operations Optimization Problem, made up of subproblems (a) - (e) above. Until present, these have been studied mainly in isolation, but we present a framework which is both unified and tractable, allowing the possibility of system-optimal solutions in a practical amount of time. Finally, we extend the models to consider the key uncertainties in a practical implementation of our methodologies, using robust and stochastic optimization. Notable uncertainties are the availability of runways for use, and flights' earliest possible touchdown/takeoff times. We then analyze the inherent trade-off between robustness and optimality. Computational experience using historic and manufactured datasets demonstrates that our approaches are computationally tractable in a practical sense, and could result in cost benefits of at least 10% over current practice.

Book excerpt: "We examine two factors that might explain the extent of air traffic delays in the United States: network benefits due to hubbing and congestion externalities. Airline hubs enable passengers to cross-connect to many destinations, thus creating network benefits that increase in the number of markets served from the hub. Delays are the equilibrium outcome of a hub airline equating high marginal benefits from hubbing with the marginal cost of delays. Congestion externalities are created when airlines do not consider that adding flights may lead to increased delays for other air carriers. In this case, delays represent a market failure. Using data on all domestic flights by major US carriers from 1988-2000, we find that delays are increasing in hubbing activity at an airport and decreasing in market concentration but the hubbing effect dominates empirically. In addition, most delays due to hubbing actually accrue to the hub carrier, primarily because the hub carrier clusters its flights in short spans of time in order to maximize passenger interconnections. Non hub flights at hub airports operate with minimal additional travel time by avoiding the congested peak connecting times of the hub carrier. These results suggest that an optimal congestion tax would have a relatively small impact on air traffic delays since hub carriers already internalize most of the costs of hubbing and a tax that did not take the network benefits of hubbing into account could reduce social welfare"--National Bureau of Economic Research web site.

Book excerpt: In this thesis, we investigate the issue of optimizing the aircraft operators' demand with the airspace capacity by taking into account uncertainty in air traffic management. In the first part of the work, we identify the main causes of uncertainty of the trajectory prediction (TP), the core component underlying automation in ATM systems. We study the problem of online parameter-tuning of the TP during the climbing phase with the optimization algorithm CMA-ES. The main conclusion, corroborated by other works in the literature, is that ground TP is not sufficiently accurate nowadays to support fully automated safety-critical applications. Hence, with the current data sharing limitations, any centralized optimization system in Air Traffic Control should consider the human-in-the-loop factor, as well as other uncertainties. Consequently, in the second part of the thesis, we develop models and algorithms from a network global perspective and we describe a generic uncertainty model that captures flight trajectories uncertainties and infer their impact on the occupancy count of the Air Traffic Control sectors. This usual indicator quantifies coarsely the complexity managed by air traffic controllers in terms of number of flights. In the third part of the thesis, we formulate a variant of the Air Traffic Flow and Capacity Management problem in the tactical phase for bridging the gap between the network manager and air traffic controllers. The optimization problem consists in minimizing jointly the cost of delays and the cost of congestion while meeting sequencing constraints. In order to cope with the high dimensionality of the problem, evolutionary multi-objective optimization algorithms are used with an indirect representation and some greedy schedulers to optimize flight plans. An additional uncertainty model is added on top of the network model, allowing us to study the performances and the robustness of the proposed optimization algorithm when facing noisy context. We validate our approach on real-world and artificially densified instances obtained from the Central Flow Management Unit in Europe.

For this reason, developing an automated conflict resolution tool at NAS level is presented as a big challenge. One way to address the problem is by using aggregate models, which can significantly reduce its dimension and complexity. Significant effort has been made to develop an air traffic aggregate model capable to effectively state and solve the problem. In this study, a Route-Based Aggregate Model is developed and tested. It consists in a modification of several existing models and overcomes some issues identified in previous aggregate models. It allows the implementation of Traffic Flow Management conventional controls, such as ground delay and rerouting. These control strategies can be used to avoid congestion conflicts based on sectors and airports capacity as well as regions affected by convective weather. The optimization problem is posed as a Linear Programming routine, which guarantees an optimal solution that minimizes the total accumulated delay required to avoid such capacity conflicts. The solutions can be directly translated into specific instructions at aircraft level, via modification of the times of departure and flight plans. The model is integrated with Future Air Traffic Management Concepts Evaluation Tool (FACET), a state of the art air traffic simulation tool, and uses its files as both input and output. This allows simulating in FACET the solution obtained from the aggregate domain. The approach is validated by applying it in three realistic scenarios at different scales. Results show that, for time horizons larger than 2 hours, the accuracy of the aggregate model is similar to other simulation tools. Also, the modified flight plans, the product of the disaggregated solution, reduce the number of capacity conflicts in the FACET simulation. Future research will study the robustness of these solutions and determine the most appropriate scenarios where to implement the aggregate approach.

We studied and learned from these expert decision makers to facilitate the transition to an increasingly autonomous air traffic management system that leverages the strengths of both computer systems and humans to provide greater value to stakeholders. In particular, we constructed decision models and corresponding solution algorithms that enable decision-support tool development. Our approach to building the decision models and algorithms leveraged expert input and feedback, operational decision data analytics, fast-time simulations, and human-in-the-loop simulations. We utilized and extended techniques from optimization, dynamic programming, and machine learning both for developing solution algorithms and for making inferences about decisions based on operational data. In this dissertation we discuss our research on three types of decisions in the air traffic management system. The first is faced by supervisors of air traffic controllers: how to configure available airspace, controllers, and other resources to ensure safe and efficient operations in a region of airspace over a period of time. The second type of decision is faced by airlines: how to assign a set of flights to a set of slots in an Airspace Flow Program. The third type of decision is faced by air traffic flow managers: when to implement a Ground Delay Program.
