Book excerpt: Ultimately, this study is about a smaller Vietnam War than that which is commonly recalled. It focuses on expectations concerning the impact of air power on the ground war and on some of its actual effects, but it avoids major treatment of some of the most dramatic air actions of the war, such as the bombing of Hanoi. To many who fought the war and believe it ought to have been conducted on a still larger scale or with fewer restraints, this study may seem almost perverse, emphasizing as it does the utility of air power in conducting the conflict as a ground war and without total exploitation of our most awe-inspiring technology. Although the chapters in this study are intended to form a coherent and unified argument, each also offers discrete messages. The chapters are not meant to be definitive. They do not exhaust available documentary material, and they often rely heavily on published accounts. Nor do they provide a complete chronological picture of the uses of air power, even with respect to the ground war. Nor is coverage of areas in which air power was employed—South Vietnam, Laos, Cambodia, and North Vietnam—evenly distributed nor necessarily proportionate to the effort expended in each place during the war. Lastly, some may find one or another form of air power either slightly or insufficiently treated. Such criticisms are beside the point, for the objectives of this study are to explore a comparatively neglected theme—the impact of air power on the ground—and to encourage further utilization of lessons drawn from the Vietnam experience.

This thesis focuses on the critical period from September 1939 through the doctrinal and practical crucible of North Africa, which eventually produced a resoundingly successful system. Theoretical and practical changes in organization and command, airpower roles, and the tactical air control system are examined, with subarea focus on cooperation and communications technology. Upon examination, discerning leadership, able to transcend earlier compromises and failures, emerges as the essential element for CAS success during the war. While many airpower concepts proved valid, air-ground cooperation through liaison proved indispensable, a lesson repeated even today.

This period represents more than twenty years of development in US Air Corps attack theory and doctrine. It was the first peacetime period of such development. Attack aviation during this time was a branch of aviation used to provide direct and indirect combat support to ground forces in the form of machine gun strafing, light bombing, and chemical attacks. From the earliest origins, attack theory and doctrine evolved primarily along two paths direct and indirect support of ground and air force objectives. The direct support approach was based on fundamental beliefs by the Army that attack aviation was an auxiliary combat arm, to be used directly on the battlefield against ground forces and to further the ground campaign plan. The indirect support approach, or air interdiction, was derived from the fundamental beliefs by the Air Corps that attack aviation was best used beyond the battle line and artillery range, against targets more vulnerable and less heavily defended, to further both the Air Force mission and the ground support mission. As attack doctrine evolved, range and hardened targets became problematic for the single-engine attack plane. Thus, attack theory and doctrine in terms of the indirect support approach, was adequately developed to be useful at the start of WWII. The use of light and medium bombers in North Africa showed the effectiveness of air interdiction and the indirect approach. Attack aviation had, indeed, established itself before WWII. Attack aviation, in the form of close air support, would have to wait for the lessons of WWII.

Book excerpt: Since the United States Army acquired its first Wright flyer and integrated the airplane into battle, the role of airpower has been a constant source of friction between ground and air forces. Army and Air Force cultures, doctrines, shared experiences, and fratricide involving close air support (CAS) have all helped shape the tenuous relationship between the two Services. Since the end of the 1991 Gulf War, there have been 13 CAS fratricide events, killing or injuring 197 people. In all but one instance, training was a causal factor. Yet, there is no formal requirement for joint CAS training. In the early 1980's with the establishment of the U.S. Army ground combat training centers and the corresponding U.S. Air Force Air Warrior training programs, the Services began habitual close air support training. However, with the shift from medium intensity conflict to counter-insurgency and stability operations, pre-deployment CAS training at the CTC's has nearly ceased. While there has not been an increase in fratricide corresponding to this decrease in training, the integration of CAS has decreased and the potential for a fratricide event has increased. The Army and the Air Force must increase their focus on improving joint CAS training as the lives of U.S. soldiers may well depend upon the effectiveness of CAS to hit the correct targets while supporting their operations.Since the introduction of the airplane into military operations, airpower has played an important role in the conduct of war, both in its ability to attack in depth and in its support of friendly ground forces. The initial growth of airpower as a weapon of war was in direct support of ground forces during World War I. Shortly thereafter, early air power theorists such as Giulio Douhet and Billy Mitchell changed the emphasis away from support to ground troops, envisioning vast air armadas that could avoid stalemates on the ground and strike an enemy's political and military centers with strategic bombardment. While ground and air forces have worked together in all major conflicts since World War I, the US Army and US Air Force have continuously disagreed on how airpower best supports ground forces.Prior to the Second World War, most Army generals believed the best use of airpower was to support ground troops by adjusting field artillery, conducting reconnaissance, providing real time intelligence, and providing close combat support. Airpower enthusiasts believed that after achieving air superiority, air forces should concentrate their efforts and use strategic bombing to attack the enemy's centers of gravity; thereby, destroying their ability and desire to wage war. Current US close air support doctrine can trace its foundations to North Africa during World War II.Years of neglect and intra-service rivalry left US forces unprepared for integrated air-ground operations in the deserts of North Africa. Initial integration efforts were disorderly and were most successful at increasing tensions between ground and air commanders.

Book excerpt: The introduction of airplanes to warfare led almost from the first to their application in close support of ground forces. The earliest attempts at influencing the outcome of a ground battle from the air were limited by the fragility of the craft engaged and the lack of coherent ideas on the most effective use of what was still a novelty. What began as an expedient, however, has become over nearly ten decades an essential role for air power. Taken virtually for granted by troops and aviators today, the employment of air power in this way has been controversial from the first instance in which bombs were dropped on ground combatants during the Italo-Turkish war of 1911-1912. Ground and air commanders have differed over the proper use of aviation; preferences and assumptions on doctrine have evolved in both the ground and air communities; technology has changed air systems and defensive ground weaponry; and with time different systems or techniques have developed in various military establishments for the command and control of ground and air forces operating in concert, for liaison and communications, and for delivering aerial firepower in support of land forces locked in combat with an enemy. In December 1982, Maj. Gen. Perry McCoy Smith, then the Air Force Director of Plans, asked the Office of Air Force History to prepare a number of case-study volumes on various aspects of air warfare. Col. John A. Warden III, in the Office of the Deputy Chief of Staff for Plans and Operations, provided funds from the Air Force's Project Warrior Program. With further generous assistance of Dr. Andrew Marshall, then Director of Net Assessment in the Office of the Secretary of Defense, the Air Force History Program approached some of the foremost historians in the field of military aviation to record their assessments as a resource for planning within the Air Force and the Army for several years to come. Each author was asked to produce an original case study on a defined period or subject. The essays were to be based on all relevant published literature and on the key archival documents containing the record of how various air forces actually developed and applied their systems of close air support to ground combat. Each author was also asked to cover certain basic topics: initial doctrine, organization of forces, background and courses of the air-ground campaigns, communications systems, command and control arrangements, weaponry and technology, and the decisions and people that determined the course of action and shaped its outcome. A concluding retrospect draws generalizations from the experiences presented. The Office of Air Force History believes that this volume will be of substantial value not only to the U.S. Air Force and the U.S. Army, but should also appeal to a wider audience interested in all aspects of military history and contribute to informing the American public about the characteristics and the use of air power in all of its aspects.
