A big question now is how to prevent backsliding. Pollution, Politics, and Power tells the story of the remarkable transformation of the electric power industry over the last four decades. Electric power companies have morphed from highly polluting regulated monopolies into competitive, deregulated businesses that generate, transmit, and distribute cleaner electricity. Power companies are investing heavily in natural gas and utility-scale renewable resources and have stopped building new coal-fired plants. They facilitate end-use efficiency and purchase excess electricity produced by rooftop solar panels and backyard wind turbines, helping to reduce greenhouse-gas emissions. But these beneficial changes have come with costs. The once-powerful coal industry is on the edge of ruin, with existing coal-fired plants closing and coal mines shutting down. As a result, communities throughout Appalachia suffer from high unemployment and reduced resources, which have exacerbated a spiraling opioid epidemic. The Trump administration’s efforts to revive the coal industry by scaling back environmental controls and reregulating electricity prices have had little effect on the coal industry’s decline. Major advances therefore come with warning signs, which we must heed in charting the continuing course of sustainable electricity. In Pollution, Politics, and Power, Thomas O. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

The nation depends on a variety of fuels to generate this electricity, including coal, natural gas, nuclear power, oil, and renewable sources. While fossil fuels-coal, natural gas, and oil-account for more than two thirds of our electricity, generating units that burn these fuels are major sources of airborne emissions that pose human health and environmental risks. Two of the substances emitted, sulfur dioxide and nitrogen oxides, have been linked to respiratory illness and acid rain. A third, carbon dioxide, has been linked to global climate change and its potential adverse effects, including drought and severe weather conditions. Addressing these concerns without compromising economic and energy goals continues to pose significant challenges. To help limit emissions and protect air quality, the Environmental Protection Agency (EPA), under the Clean Air Act, regulates emissions of sulfur dioxide and nitrogen oxides from a variety of sources including electricity generating units that burn fossil fuels, other industrial sources, and automobiles. EPA does not regulate carbon dioxide. Under the Clean Air Act, EPA requires certain electricity generating units built or modified after August 17, 1971, to meet uniform national emissions standards for the regulated substances. 1 Units built before that date that have not undergone modifications do not have to meet these standards.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: Recent expansion in natural gas production has made the resource an increasingly significant component in the U.S. energy market. Further, a number of policies recently proposed and/or promulgated at the federal, state, and local levels may serve to accelerate this development. Examples of federal policies include U.S. Environmental Protection Agency air standards for power plants and vehicles, as well as bills introduced in the 114th Congress to promote increased natural gas production on federal lands, amend provisions in the tax code to incentivize natural gas production and use, and streamline the approval, permitting, and/or construction of natural gas infrastructure. Many of these proposals promote technology and infrastructure investments that could be significant and long lasting. For this reason, some stakeholders recommend a thorough analysis of the costs and benefits of these proposals as well as a full assessment of the economic and environmental impacts of increased natural gas development. Fuel-switching strategies from other fossil fuels to natural gas have the potential to impact many segments of the general economy, including jobs, investments, infrastructure, national security, human health, safety, and the environment. The net climate impact of replacing other fossil fuels with natural gas depends upon a number of analytic assumptions, including the choice of fuel, end-use sector, equipment, and processes modeled. This book presents a comparative analysis of the potential climate implications of switching from coal to natural gas in the domestic electric power generating sector. Furthermore, this book provides information on the natural gas industry and the types and sources of air pollutants in the sector. It examines the role of the federal government in regulating these emissions, including the provisions in the Clean Air Act and EPA's regulatory activities. It concludes with a brief discussion of the aforementioned outstanding issues.
