Book excerpt: "The U.S. Air Force has embarked on a new round of strategic planning, under the auspices of its 2015 Strategic Master Plan (SMP), to help set the future direction of the service. Refining the Air Force's strategic planning process may help the service align itself to its environment and keep key initiatives on track. To offer the Air Force actionable findings on strategic planning, we surveyed a number of major topics and literatures for common themes and findings. The basic concept and approach of the SMP has promise. Our review of history and theory supports the idea that a consistent, ongoing planning structure would offer important advantages to any military service. Yet we also found that the actual design and execution of the SMP could potentially obstruct, rather than facilitate, these objectives. The SMP retains many elements of an old-style strategic planning process — forecasting an identifiable future, building an exhaustive, pre-set plan, and identifying hundreds of specific tasks — which creates a focus on execution over creative and flexible responses."--Publisher's description.

Book excerpt: While the Clinton Administration and federal agencies were busy making government cost less and work better in the near-term, the United States Air Force was regularly visualizing the competencies needed to assure the organization's long-term effectiveness. As a result of steady efforts to prepare for the future conducted under successive secretaries and chiefs of staff, the Air Force has developed a distinctive approach to strategic planning. This approach is fundamentally concerned with ensuring that the organization's future capabilities support effective performance of future tasks. Such tasks are shaped by ever-changing policy objectives and circumstances of implementation. After eight years, the Air Force has not only successfully refined its distinctive approach to strategic planning, but has also leveraged change in programmatic decisions, human resource management, and operational technologies. This study provides an inside look at how the Air Force came to formulate and declare its "strategic intent" for developing the organization's capabilities over a timeline of more than twenty years. Air Force strategic intent is not a plan, but a shared commitment to strengthening specific core competencies and critical future capabilities. Michael Barzelay and Colin Campbell reveal how one of the nation's most significant public organizations has reassessed its own strategic intent. Drawing lessons from the Air Force experience, this book provides a significant contribution to public management research on innovation and executive leadership. One key lesson is that preparing for the future is a responsibility that organizations can discharge effectively if they combine insights with practical knowledge of executive leadership and the dynamics of policy change. Preparing for the Future provides a fresh argument about innovation and leadership in public management, while breaking new ground in the analysis of managerial practices, such as strategic v

Available in PDF, EPUB and Kindle. Book excerpt: The development and application of technology has been an essential part of U.S. airpower, leading to a century of air supremacy. But that developmental path has rarely been straight, and it has never been smooth. Only the extraordinary efforts of exceptional leadership - in the Air Forces and the wider Department of Defense, in science and in industry - have made the triumphs of military airpower possible. Development Planning provides recommendations to improve development planning for near-term acquisition projects, concepts not quite ready for acquisition, corporate strategic plans, and training of acquisition personnel. This report reviews past uses of development planning by the Air Force, and offers an organizational construct that will help the Air Force across its core functions. Developmental planning, used properly by experienced practitioners, can provide the Air Force leadership with a tool to answer the critical question, Over the next 20 years in 5-year increments, what capability gaps will the Air Force have that must be filled? Development planning will also provide for development of the workforce skills needed to think strategically and to defectively define and close the capability gap. This report describes what development planning could be and should be for the Air Force.

Book excerpt: Strategic planning at an Air Force wing is a team based activity that offers many advantages to the Air Force. But, it is clear there are still questions about how to properly conduct strategic planning to produce the highest quality plans in the most effective and efficient manner. To answer this question, the Air Force created a research project aimed at discovering new methods to improve strategic planning at Air Force wing levels using a computer- mediated communication system. The research project's goal is to apply collaborative processes and technologies, such as Group Support Systems (GSS), to improve the quality of the strategic planning process. This thesis validated the measurement instruments and analyzed the data from one of those studies. The thorough evaluation of the measurement instruments led to validated scales that could be valuable for future use. The analysis shows a significant increase in overall plan quality, and increased participant satisfaction with both the process employed and the product created when the groups used a GSS instead of traditional face-to-face methods. These results lend support to the continued fielding of such systems to support the decision making process for these types of problems.

Our recent update to the Air Force Vision flows from the Joint Vision and the National Security Strategy and represents our continuing commitment to providing the Nation with the aero-space capabilities required to maintain our preeminence. Our Vision is grounded in Joint Vision 2020, which expresses the authoritative joint vision of how we will deter, fight, and win future engagements. Furthermore, the Air Force Vision embodies our belief that aerospace power will be the Nation's strategic instrument of choice in the 21st century. The Air Force Strategic Plan (AFSP) puts our Vision 2020, America's Air Force: Global Vigilance, Reach and Power, into action. Published in three interrelated volumes, the AFSP provides guidance and alignment for strategic planning at all levels of the Air Force. Volume 3 of the AFSP, Long-Range Planning Guidance (LRPG), charts the path of change for Air Force capabilities, people, infrastructure, and innovation. Its "Critical Future Capabilities" identify opportunities the Air Force must pursue to achieve our Vision. The LRPG is authoritative guidance that will influence modernization planning and programming decisions via the Annual Planning and Programming Guidance and assist realistic investment strategy planning through the Air Force Program Projection. The LRPG will also help define the Air Force's posture for the next Quadrennial Defense Review.

Book excerpt: The Air Force's (AF) maint. depots provide critical support to ongoing operations around the world. Previously, the DoD increased reliance on the private sector for depot maint. (DP) support, coupled with downsizing, led to a general deterioration in the capabilities, reliability, and cost-effectiveness of the military services' depots. In March 2007, the DoD directed each service to submit a DP strategic plan. The AF issued two documents in response to this direction -- a Strategy and a Master Plan. This report used qualitative content analyses to determine the extent to which the AF's collective plan addresses: (1) key elements of a results-oriented mgmt. framework; and (2) OUSD's (AT&L) direction for the plan's content. Available in PDF, EPUB and Kindle. Book excerpt: This report describes our core competencies and core values. It is what we are all about and where we are headed. In charting the course for the future, the vision is the first step in Air Force planning. Air Force planning, from a broad perspective, encompasses two major elements: organizational performance planning and future capabilities planning. Organizational performance planning is aimed at enhancing the performance of near-term mission essential tasks. Organizational performance planning "operationalizes" quality by establishing Air Force goals, aligning tasks to mission and establishing performance priorities. Air Force Goals and Air Force Tasks are the key actions the Air Force will take to improve the performance of mission essential tasks. Performance measures assess how well we are accomplishing mission essential tasks in support of Air Force goals. Subordinate organizations (MAJCOM and Wing) develop their own strategic plans, which support the Air Force-level strategic plan by identifying their own measurable tasks to focus on. Those goals will also operationalize quality by improving the performance of the organization's mission essential tasks. Future capabilities planning is aimed at developing the future capabilities the Air Force needs to achieve its vision. At the heart of future capabilities planning is the Air Force Modernization Planning Process (MPP), which takes the strategic direction and planning priorities from the Air Force senior leadership regarding capabilities development and prepares implementation plans to achieve that direction. Both organizational performance planning and future capabilities planning are steered by the Air Force Strategic Plan (AFSP). The Planning, Programming, and Budgeting System (PPBS) integrates the Air Force Strategic Plan, the Annual Planning and Programming Guidance (APPG), and the Program.

It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book excerpt: The raison d'etre of our national Air Force is force application: possessing the capabilities to apply force, on command, to an adversary state as part of the United States and alliance joint operations team. We have two tenets regarding airpower. The first tenet is the belief that planning for the future of airpower is so critical to the United States, our friends, and our allies that it must be done right. To help ensure it is done right, we could gain much by examining how planning is accomplished in the fiercely competitive world of "for profit" business. The second tenet is that some commercial planning initiatives offer the potential to improve the Air Force planning process. This article explores strategic planning for the Air Force, illuminating how Air Force planning might incorporate some of the best planning practices used by competitive businesses. We have one hypothesis: The institutional planning process should drive the efforts and effectiveness of a 500,000-person firm, and it can and must be improved.

Book excerpt: The U.S. Air Force (USAF) helps defend the United States and its interests by organizing, training, and equipping forces for operations in and through three distinct domains-air, space, and cyberspace. The Air Force concisely expresses its vision as "Global Vigilance, Global Reach, and Global Power for America." Operations within each of these domains are dynamic, take place over large distances, occur over different operational timelines, and cannot be routinely seen or recorded, making it difficult for Airmen, national decision makers, and the American People to visualize and comprehend the full scope of Air Force operations. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This report summarizes the presentations and discussions from the workshop.
