Book excerpt: Abstract: The purpose of this project was to locate a potential funding source and write a grant to develop an educational mentorship program that would provide an ongoing support system for youth who are currently in the Orange County foster care system. An extensive literature review was performed to investigate the needs of children in and out of foster care and as well as learn about what has been to address those needs. Information gathered for the literature review shaped how the proposed program will help address some ofthe adversities foster youth face in and out of foster care. In order to launch the proposed program, a search was conducted to locate a potential funder. The U.S. Department of Justice was chosen as the most suitable grant for the proposed educational mentorship program. The proposed program, Aim for Success, will provide mentorship, tutoring and other supportive services that will empower foster youth participants between the ages of 12-21. The primary goal of the program is to teach foster youth participants necessary life skills and provide them with a supportive atmosphere to achieve their full potential that will lead them on successful road post emancipation from the foster care system.

The Stuart Foundation was selected as the funder due to the foundation's dedication to education and child welfare issues which coincides with this proposed program. The actual submission and funding of this grant were not a requirement for the successful completion of this project.

There are a limited amount of studies that examine the effects of mentoring foster children and youth. A possible reason for this is all of the permission that needs to be given to researchers in order to collect data on children in social services custody and although it is challenging to obtain the permission it is important to compile more data and do more research on how to help this vulnerable population get the most out of mentoring programs. It is important that mentoring programs require training for their mentors on how to best interact with their mentees. Duration and consistency of formal mentoring programs is an important factor in creating a beneficial and worthwhile program. Having a mentoring program also providing skills groups can further enrich the experiences of children and youth in foster care. This thesis will explore the types of mentoring for children and to gain a deeper understanding of the factors that contribute to successful mentorships specifically for children in foster care.

The job experience and mentoring are designed to teach skills and education needed to identify and sustain employment best for them. This program also will use the youth’s motivation to connect them with educational and work situations to help achieve their goals. It emphasizes young people as their own decision-makers to make positive decisions regarding their future. Using the youth skills, strengths and interests and combining this with mentorships and internships can provide essential autonomy to make their own decisions. This program also intends to be responsive to the dynamics of sexual orientation and gender identity and expression, culture, ethnicity, race, and social and economic status. This project includes a literature review, host agency description, and staffing. A potential funder and narrative and line item budget are provided. The emphasis is to bring together a supportive network of people significant to the success of these young people, including resource or foster parents, child welfare social workers, birth families and community mentors. Recommendations for policy, practice, and advocacy are included. The actual submission and/or funding for this project was not required for successful project completion.

Students who are transitioning out of foster care are at greater risk for hardships surrounding living independently and meeting basic needs than their peers. Many youth who age out of foster care at age eighteen experience worsening conditions by the time they reach age twenty-one. Many will face hardships surrounding homelessness, financial stability, education, career opportunities, and health care. Educating youth prior to their transition and putting a plan in place with the support of adult mentors may reduce the barriers foster youth are facing as they become independent. One way to reduce barriers to independent living is by integrating peer mentorship with educational curriculum. Mentors help foster youth prepare for transition to independence while developing a support structure with someone who has already been through the transition process. Mentoring may reduce anxieties associated with aging out of foster care by creating a transition plan that removes barriers to success.
