Book excerpt: In the context of outcomes-based school governance, statewide exit exams are often expected to have a positive effect on student achievements if schools and teachers use the performance feedback from the exams for school, instructional, and professional development. However, very little is known about whether the exams are used for development at all and how this is affected by factors in the exam system and organizational aspects of schools. In a comparison of Finland, Ireland, and the Netherlands, the study therefore investigates how different exam systems and their functions, the conditions at school level, and the use of the exams for school and classroom development are associated. The study uses expert interviews and a questionnaire survey with principals and teachers. The role statewide exit exams can play in education systems is analyzed from a governance perspective and a school development perspective and discussed with an international comparative view. Esther Dominique Klein, born in 1982, Dr. phil., is research assistant at the Faculty of Educational Sciences of the University of Duisburg-Essen. By critically discussing the standard-setting practices implemented in the Nordic countries and by presenting new methodological approaches, it offers fresh perspectives on the current research. Standard setting targets crucial societal objectives by defining educational benchmarks at different achievement levels, and provides feedback to policy makers, schools and teachers about the strengths and weaknesses of a school system. Given that the consequences of standard setting can be dramatic, the quality of standard setting is a prime concern. If it fails, repercussions can be expected in terms of arbitrary evaluations of educational policy, wrong turns in school or teacher development or misplacement of individual students. Standard setting therefore needs to be accurate, reliable, valid, useful, and defensible. However, specific evidence on the benefits and limits of different approaches to standard setting is rare and scattered, and there is a particular lack with respect to standard setting in the Nordic countries, where the number of national tests is increasing and there are concerns about the time and effort spent on testing at schools without feedback being provided. Book excerpt: A certain amount of national testing at key points in a child's school career is necessary in order to provide a standardised means of measuring educational attainment. But in recent years the Government has emphasised central control of the education system through testing and associated targets and performance tables, placing test results in a new and more complex context with wide-ranging consequences. National test results are used for a wide variety of purposes across many different levels-national, local, institutional and individual. Is the current national testing system a valid means by which to achieve these purposes. The Committee concludes that, in some cases, it is not. In particular, the use of national test results for the purpose of school accountability has resulted in some schools emphasising the maximisation of test results at the expense of a more rounded education for their pupils. A variety of classroom practices aimed at improving test results has distorted the education of some children, which may leave them unprepared for higher education and employment. 'Teaching to the test' and narrowing of the taught curriculum are widespread phenomena in schools, resulting in a disproportionate focus on the 'core' subjects of English, mathematics and science. The Government's proposals for the new single-level tests and the new emphasis on the personalised approach to learning may have some positive effects. But there is a need for structural modification of the current approach. The Committee concludes that the national testing system should be reformed to decouple these multiple purposes in such a way as to remove from schools the imperative to pursue test results at all costs. On the 14-19 diplomas, the Committee notes that teachers feel unprepared for the new qualifications and there is anxiety about the limited amount of training they are due to receive.
