He will examine with care the site of all military buildings and establishments; the esplanades, and all other grounds connected with the fortification, so as to be able to judge what relation they bear to the Body of the Place in case of attack, or with the rest of the interior in case of alarm. He ought also to know the situation and capacity of such public and private buildings as might be converted into use, as well as what casemates and strongly arched cellars or cover there may be, to protect the provisions and to quarter the troops and the sick. He will examine carefully all the water-courses' in the interior of the place, the bridges and sluices, the rivers, canals, aqueducts, drains, &c, in order that all the issues by which an enemy might possibly get into the place be perfectly known to him: he will see that the gratings, or other contrivances for closing them, be kept in good order, and he will, personally, take the greatest care that none of the precautions against surprise be ever neglected.
