Data presented are unique, comparable and consistent with definitions and methodologies of the DAC statistics. The information is designed for use by development agencies and institutions in terms of programming and analysis by country and by sector. For each developing country, activities are ordered by sector and by donor. DAC STATISTICS: ALSO AVAILABLE ON INTERNET AND ON CD-ROM The data are taken from the CRS database which is regularly updated and contains records from 1973 onwards. Data are available on the International Development Statistics Online on the DAC website at the following address: www.oecd.org/dac/stats, and on the yearly CD-ROM International Development Statistics. Institutionally weak, limited in resources and lacking power in the international system, the African state has been characterized as inefficient, corrupt and illegitimate. The volume questions how aspects of the African state have affected policy responses to AIDS. It highlights how African states must initiate, develop and/or implement the long-term policy solutions necessary to combat AIDS. It employs empirical studies from the international and national arena to illustrate why some African states have been able (and willing) to address AIDS while others have not. Contributions analyze how international actors, civil society organizations, state ideology, patriarchy and state capacity have influenced policies to fight AIDS. Examining AIDS policies through the prism of African state development and linkages to domestic and international actors, this book provides a nuanced understanding of the variety of responses to AIDS in Africa.

The United Nations Refugee Agency (UNHCR), the world’s largest humanitarian organization and the main body charged with assisting displaced people globally, estimates that over 60 per cent of refugees now live in urban areas, a proportion that only increases in the case of internally displaced people and asylum seekers. Though cities and local authorities have become essential participants in the protection of refugees, only three decades ago they were considered to sit firmly beyond UNHCR’s remit, with urban refugees typically characterized as aberrations. In The Urbanization of Forced Displacement Neil James Wilson Crawford examines the organization’s response to the growing number of refugees migrating to urban areas. Introducing a broader study of policy-making in international organizations, Crawford addresses how and why UNHCR changed its policy and practice in response to shifting trends in displacement. Citing over 400 primary UN documents, Crawford provides an in-depth study of the internal and external pressures faced by UNHCR – pressures from above, below, and within – that explain why it has radically transformed its position from the 1990s onward.
