It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Book excerpt: Zambia and Zimbabwe, with Angola, Botswana and Namibia, constitute the Kavango Zambezi Transfrontier Conservation Area (KaZa-TFCA), which is the largest transfrontier conservation area in the world (520 000 km²), and whose key objective is to join fragmented wildlife habitats to form an interconnected mosaic of protected areas and transboundary wildlife corridors. In this region, wildlife populations have declined over the past three decades, mainly due to poaching and loss of habitat. In this TFCA, the Sustainable Wildlife Management (SWM) Programme aims to address these challenges by promoting the model of community conservancy (CC) to diversify income-generating activities and supply a well-balanced source of wild and domestic protein. In Zimbabwe, the SWM project in KaZa supports the emerging project of Mucheni CC encompassing three wards of Binga District, in Matabeleland North Province. In Zambia, the target implementation sites are the Simalaha and Inyasemu CC, located in Southern Zambia. The SWM Programme is an initiative of the Organization of the African, Caribbean and Pacific States (OACPS) funded by the European Union and co-financed by the French Facility for Global Environment (FFEM) and the French Development Agency (AFD). This seven-year programme (2017–2024) is being implemented in 15 OACPS member countries by a consortium of partners including the Food and Agriculture Organization of the United Nations (FAO), the Centre for International Cooperation in Agricultural Research for Development (CIRAD), the Centre for International Forestry Research (CIFOR) and the Wildlife Conservation Society (WCS).

Book excerpt: The introduction of transfrontier conservation areas (TFCAs) in southern Africa was based on an enchanting promise: simultaneously contributing to global biodiversity conservation initiatives, regional peace and integration, and the sustainable socio-economic development of rural communities. Cross-border collaboration and eco-tourism became seen as the vehicles of this promise, which would enhance regional peace and stability along the way. However, as these highly political projects take shape, conservation and development policymaking progressively shifts from the national to regional and global arenas, and the peoples most affected by TFCA formation tend to disappear from view. This book focuses on the forgotten people displaced by, or living on the edge of, protected wildlife areas. It moves beyond the grand 'enchanting promise' of conservation and development across frontiers, and unfounded notions of TFCAs as integrated social-ecological systems. Peoples' dependency on natural resources – the specific combination of crop cultivation, livestock keeping and natural resource harvesting activities – varies enormously along the conservation frontier, as does their reliance on resources on the other side of the conservation boundary. Hence, the studies in this book move from the dream of eco-tourism-fuelled development supporting nature conservation and people towards the local realities facing marginalized people, living adjacent to protected areas in environments often poorly suited to agriculture.

Conservation and development programs in Zimbabwe's south-east 'lowveld' have been rooted in concepts of the landscape: either as a wilderness to be tamed into a productive landscape by white 'pioneers' or as a pristine natural landscape to be preserved, rehabilitated, or consciously manufactured. The uses and perceptions of this landscape by African people have been ignored in policies derived from the 'wilderness vision'. Dryland agriculture in the lowveld has been regularly dismissed as inappropriate, rather than as a key livelihood strategy; irrigation and livestock projects have been biased towards large-scale commercial sector initiatives; and wildlife conservation initiatives have imposed coercive regulations on resource use, deepening antagonism over land. The farm invasions in recent years have re-peopled the wildernesses. Starkly contrasting ways of understanding this landscape have been revealed, which have radically different implications for conservation and development policy.
