It has increased the vulnerability of agricultural outputs and livelihoods of people who predominantly depend on climate sensitive resources. This study aimed at understanding the dynamics, challenges and opportunities of agricultural crop production from the perspective of climate variability to enhence resilience and food production. The study employed a survey method to collect both qualitative and quantitative data. The qualitative were subjected to content and trend analysis, whereas the quantitative analysed using Microsoft excel and SPSS software. The results indicate variations in the agricultural crop production across agro-ecological zones characterised by land fragmentation, lack of information to inform the best adaptation measures and realisation of opportunities accrued from climate variability. Lack of proper measuring units and poor record-keeping compounded the challenges affecting quantification of productivity and production trends. Thus, understanding the challenges and opportunities of climate variability and other stressors is essential in developing adaptation options and minimising adverse effects on agricultural production. This include strengthening capacity of farmers and institutions though awereness raising on improving livelihoods, productivity and agricultural production. Such knowledge and initiatives require an appropriate information and exploitation of opportunities in agricultural production, with particular attention on packaging the information to inform the decision making process for all stakeholders.

Due to their reliance on rain-fed agriculture, both as a source of income and consumption, many low-income countries are considered to be the most vulnerable to climate change. This paper estimates the impact of climate change on food security in Tanzania. Representative climate projections are used in calibrated crop models to predict crop yield changes for 110 districts in the country. The results are in turn imposed on a highly-disaggregated, recursive dynamic economy-wide model of Tanzania. The authors find that, relative to a no-climate-change baseline and considering domestic agricultural production as the principal channel of impact, food security in Tanzania appears likely to deteriorate as a consequence of climate change. The analysis points to a high degree of diversity of outcomes (including some favorable outcomes) across climate scenarios, sectors, and regions. Noteworthy differences in impacts across households are also present both by region and by income category.

It then estimates the effects of predicted changes in climate while accounting for whatever farmer adaptation might occur. This study differs from earlier ones by using farmers' own perceptions of the value of their land. Previous research, by contrast, has relied on either observed sale prices or net revenues, sometimes aggregated over geographically large tracts of terrain. The study also makes use of high resolution data describing soil quality and runoff. Furthermore, it tackles the challenges involved in modeling the effect of climate on agriculture in a study that includes countries in the northern and southern hemispheres, as well as the tropics. The study confirms that African agriculture is particularly vulnerable to climate change. Even with perfect adaptation, regional climate change by 2050 is predicted to entail production losses of 19.9 percent for Burkina Faso and 30.5 percent for Niger. By contrast, countries such as Ethiopia and South Africa are hardly affected at all, suffering productivity losses of only 1.3 percent and 3 percent, respectively. The study also confirms the importance of water supplies as measured by runoff, which, being affected by both temperature and precipitation, may itself be highly sensitive to climate change.

Book excerpt: Over 70% of Tanzanians live on less that $2 per day and over 75% of the population is involved in agriculture. Increasing agricultural productivity is seen as a way to decrease poverty and stimulate the economy. Sustainable Intensification (SI) is widely promoted as a means to sustainably increase agricultural production for smallholder farmers. Practices considered being SI should increase productivity on the same land with more efficient use of resources, in a way that minimizes negative effects on the environment. The objectives of these studies were to evaluate SI practices for their effect on agronomic productivity and soil quality for smallholder farmers in Tanzania. Further, these studies sought to identify the impact that these practices have on smallholder farmer profitability and water management within an irrigation scheme. These objectives were achieved through experiments carried out at three locations over three growing seasons within the Lower Moshi Irrigation Scheme (LMIS) in Mabogini Village, Kilimanjaro Region, United Republic of Tanzania. The studies each evaluated improved cropping systems that are appropriate for various areas within the scheme. The first three studies evaluated the System of Rice Intensification (SRI), crop rotations and nutrient management strategies, and reduced tillage for their effect on agronomic productivity and soil quality. Two further studies evaluated the profitability of SRI and the occurrence of dry spells in the region and the implications this has for rainfed maize (Zea mayes) production. Within continuous rice (Oryza sativa), SRI and conventional had similar yields to those under conventional practices in the region except for during the last season, in which SRI systems yielded on average 1.25 Mg ha-1 higher than conventional systems. If SRI is adopted throughout the LMIS, there is potential to increase rice production by 4,173 Mg due to increased water use efficiency and the ability to increase the area under rice production. This translates into a potential net income in the region of $622,000 annually. The study evaluating crop rotations indicated that improved nutrient management resulted in higher yields regardless of other management practices. However, in rice-maize rotations, these studies indicate that bulk density and effective rooting depth issues will need to be addressed over the long term as they both violate critical limits established for maize production in tropical soils. The dry spell occurrence analysis indicated that the region is under a dry spell of greater than 15 days for 63% of the seasons analyzed. However, while maize yields under reduced tillage and supplemental irrigation were not significantly different from conventional tillage, all treatments received supplemental irrigation and yields ranged from 3.5-4.1 Mg ha-1—4 fold higher than current farmer yields. While rainfed maize is not feasible in the region, effective water management and supplemental irrigation can increase production in the area and should be explored further. Results from all the studies underline the importance of field-testing agricultural technologies within the context they are to be promoted and used. Overall, SI practices can be appropriate to farmers in the region but will require modification to ensure long-term sustainability.

In spite of the efforts to promote agricultural practices to improve productivity and food security, adoption rates of such practices remain low. Developing a thorough understanding of the determinants of adoption and updating our understanding of the impacts of these technologies under the site-specific effects of climate change are crucial to improve food security. This paper addresses these issues by using a novel data set that combines information from two large-scale household surveys with geo-referenced historical rainfall and temperature data in order to understand the determinants of the adoption of a set of agricultural practices and their impacts on maize productivity under weather shocks in Tanzania. The specific practices analyzed are: maize-legume intercropping, soil and water conservation practices (SWC), the use of organic fertilizers, inorganic fertilizers and high yielding maize varieties. We fi nd strong complementarities between these practices both in terms of adoption and yield impacts. Long-run variability in rainfall decreases the adoption of fertilizers (both organic and inorganic) and increases that of improved seeds. Access to information and extension increase the incentives to adopt modern inputs as well as SWC. Farmers in areas where the cropping season's rainfall has been highly variable and temperature has been unexpectedly high have signicantly lower maize yields. SWC emerges as one of the most important practices in increasing yields with significant benefits by itself, in combination with other practices, under average weather conditions as well as under rainfall and temperature shocks. The shocks we analyze are expected to increase under climate change, underlining the importance of policies to buffer food security from the estimated effects of climate change. This paper contributes to evidence base to support policies to advance food security under climate change by underlining the importance of integrating site-specific analyses of climatic variables and their interactions with promoted practices in policy design and targeting.

If global maize production is lower than usual due to supply shocks in major exporting regions, Tanzania may be able to export more maize at higher prices, even if it also experiences below-trend productivity. Diverse destinations for exports can allow for enhanced trading opportunities when negative supply shocks affect the partners' usual import sources. Future climate predictions suggest that some of Tanzania's trading partners will experience severe dry conditions that may reduce agricultural production in years when Tanzania is only mildly affected. Tanzania could thus export grain to countries as climate change increases the likelihood of severe precipitation deficits in other countries while simultaneously decreasing the likelihood of severe precipitation deficits in Tanzania. Trade restrictions, like export bans, prevent Tanzania from taking advantage of these opportunities, foregoing significant economic benefits.
