Climate change refers to significant, long-term changes in the global climate. There is unequivocal evidence that Earth is warming at an unprecedented rate. Human activity is the principal cause. The planets average surface temperature has risen to about 1oC since the late 19th century and most of the warming occurred in the past 40 years. The years 2016 and 2020 are tied for the warmest year on the record. Similarly, other evidence of rapid climate change includes warming of oceans, shrinking of ice sheets, retreating glaciers, decreasing snow cover, rising of sea level, declining artic sea ice, increased frequency of extreme events, ocean acidification and loss of biodiversity. Hence, climate change impacts, both extreme weather and slow-onset events, have impacted several sectors of the national economies and activities, in particular agriculture and food production, augmented by other challenges be it geopolitical, cost of finance or supply chain related, and in a time of increased food insecurity. Without CO2 fertilization, effective adaptation, and genetic improvement, each degree-Celsius increase in global mean temperature would, on average, reduce global yields of wheat by 6.0%, rice by 3.2%, maize by 7.4%, and soybean by 3.1%. Hence this book is useful as a study material to teach in the field of agriculture and climate change. The book is useful for instructors and postgraduate as well as undergraduate students involved in the study of climate change. To gather data, a questionnaire was developed and sent out in April 2012 to 244 German subsidiaries based in the Kanto area, mainly in Tokyo, with replies received from the top managers of 84 firms. In addition, the author conducted follow-up interviews with top managers of 14 of those firms in Tokyo to illuminate interesting aspects of the responses given in the questionnaires. It is shown that the overall impact on the performance of German firms was comparatively low. Those firms have now returned to normal operation and face relatively few disaster-related problems. However, firms with higher autonomy more frequently moved their offices either to the Kansai area, including Osaka, Kobe and Kyoto, or at least temporarily closed down. In retrospect, the interviews made clear that relocating or suspending operations was a costly mistake. In contrast to transaction cost theory, which states that subsidiaries should be given high autonomy in such cases of emergency, it would have been better for the headquarters offices to have communicated more intensively with the management of their subsidiaries.

This book presents the proceedings of the NATO Science for Peace and Security Advanced Research Workshop (ARW), Leadership Development Programme on Gender and Diversity, Peace, Risk and Emergency Preparedness and Collaboration, held in Tønsberg, Norway, on 11-12 December 2018, one of the aims of which was to strengthen organizational leadership. The workshop firmly established the collaboration between Japan and other NATO countries with regard to Women, Peace and Security (WPS). The workshop gave the participating leaders and researchers an opportunity to meet and debate, to learn and to build networks of leaders for change. This book consists of fourteen chapters, including a summarizing introductory chapter. It explores topics related to the way in which continued progress and change in institutional behaviors require an approach focused on altering perspectives, and enhancing the skill sets of leaders. Each chapter stands alone, but is ordered within the framework of the Societal Programme Model (SPM) described in Chapter 1. The book will be of interest to all those involved in building leadership and changing institutional behavior.
