This book presents a study of the socio-economic framing conditions as well as the attitudes and orientations within the agricultural population towards the European agri-environmental policy. It is based on a research project in three member countries, France, Germany, and Portugal, where more than 600 farmers have been interviewed. The results indicate that a change towards more ecologically sustainable forms of agricultural production requires much broader political and social support to grow beyond the dimensions of a marginal green subsector of agriculture.

The book is based largely on the results of the research project 'Co-operative Agreements in Agriculture as an Instrument to Improve the Economic Efficiency and Economic Effectiveness of the European Water Policy', which was supplemented for specific issues by key experts. The research was partly funded by the European Commission under the Specific RTD Programme in the Field of Environment and Climate (Contract No. ENV4-CT98-0782) and partly by the Ministry of Agriculture, Nature Management and Fisheries in the Netherlands, the Environment Agency in England and Wales, the UK Ministry of Agriculture, Fisheries and Food, and the Government of the German Bundesland North Rhine Westphalia. It contends that this should be part of a duty for the EU enshrined in the Treaties to promote its fundamental values in its external action. It suggests that the extent to which this occurs in practice, may be reviewed judicially by the Court of Justice of the European Union. Against this background, selected agreements concluded by the EU with developed and developing countries (Canada, South Korea, Ukraine, Chile, SADC countries and Vietnam) are taken as case studies.
