Available in PDF, EPUB and Kindle. Book excerpt: The relationship between the agrarian structure of Bangladesh and its problems of rural development is established in this study based on four years (1975-79) of field research. The authors suggest that the concentration of land in the hands of a rural elite is the principal impediment to the participation of weaker sections of the peasantry in economic progress. Tracing the failure of local attempts to change Bangladesh's agrarian structure by legislative means, they outline a modified program for rural development that is linked to agrarian reform. Agrarian reform, Drs. Jannuzi and Peach argue, is the prerequisite for a rural development strategy that provides for both economic growth and improved income distribution; thus, approaches to rural development in Bangladesh that place reliance on new agricultural technology without first changing the institutions that determine peoples' relationships to the land are not viable. The authors' policy recommendations, grounded in new data on the relative proportions of owners of land, sharecroppers, and the landless, are supplemented by a theoretical analysis of the institution of sharecropping and detailed field work methodology.

Book excerpt: As well as being an outstanding contribution to Indian economic and social history, this book draws important conclusions about peasant politics in general and about the effects of international economic fluctuations on primary producing countries. Dr Bose develops a general typology of systems of agrarian production in Bengal to show how these responded to different types of pressure from the world economy, and treats in detail the effects of the world Depression on Bengal. Separate chapters are devoted to the themes of agrarian conflict and religious strife in east Bengal, the agrarian dimension of mass nationalism in west Bengal and sharecroppers agitations in the frontier regions. The conclusion attempts a synthesis of the typology of agrarian social structure and the periodisation of peasant politics, placing this in the wider context of agrarian societies and protest in other parts of India and in South-east Asia.

Available in PDF, EPUB and Kindle. Book excerpt: Why Agriculture Productivity Falls: The Political Economy of Agrarian Transition in Developing Countries offers a new explanation for the decline in agricultural productivity in developing countries. Transcending the conventional approaches to understanding productivity using agricultural inputs and factors of production, this work brings in the role of formal and informal institutions that govern transactions, property rights, and accumulation. This more robust methodology leads to a comprehensive, well-balanced lens to perceive agrarian transition in developing countries. It argues that the existing process of accumulation has resulted in nonsustainable agriculture because of market failures—the result of asymmetries of power, diseconomies of scale, and unstable property rights. The book covers the historical shifts in land relations, productivity, and class relations that have led to present-day challenges in sustainability. The result is arrested productivity growth. Agrarian transition should be understood in the context of the wider economic development in society, including how political settlement and primitive accumulation inhibited the kind of property rights that encourage growth. Why Agriculture Productivity Falls is a much-needed corrective to the traditional understanding, because before we can increase productivity, we must understand the root causes of those challenges.

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural performance is influenced by agricultural commodity markets. However, the importance of these markets has largely been ignored by agricultural policymakers and mainstream economists. This pioneering study, covering both the pre- and the post-liberalization periods, and West Bengal's transformation from a seriously deficit to a surplus state, conceives of the post-harvest sector as a system of markets. It shows how, while West Bengal enjoyed the results of a reformed agrarian system, the market system remained unreformed until recently. The book sheds light on the role and importance of distribution and commodity markets in shaping and spreading the benefits of higher productivity across society. An original analysis of the regulation of markets by institutions of collective action and social identity, as well as by the state, the book discusses a regulatory policy that could be adopted by any government, irrespective of its ideology. Barbara Harriss-White's quarter-century of field work in West Bengal has yielded new insights into the political economy, where ethno-cultural networks and informal finance have led to a polarization of agro-commercial power on the one hand, and a proliferation of livelihoods for small traders in the post-harvest market system on the other. Challenging many of the claims of orthodox political economy, this well researched volume offers a new interpretation of rural development over three decades of communist rule.

Book excerpt: The sixties and seventies saw a wide-ranging debate on the growth of capitalist production in Indian agriculture, which soon became known as "the mode of production" debate. This book brings together a selection of the articles which constituted the corpus of the debate. The contributions illuminate the basic conceptual issues behind the debate: what is agricultural "capitalism", particularly in an ex-colonial country; how are "feudalism" and "semi-feudalism" to be conceptualized; in what way do landlord-tenant relations constrain productive development and how do they shape the contours of capitalist accumulation? This book will be of interest to those in the areas of economics, political history, and government.
