The authors focus on Tennessee Governor Lamar Alexander's (1979–1987) management system, which believed in and practiced the principles espoused by leadership theorists: focus on one or two important substantive problems or initiatives, work with stakeholders to protect the organization and to obtain necessary resources, hire good people, and authorize them to act. In addition to sending his cabinet members to the Kennedy School of Government to learn leadership principles, he also established the Tennessee Government Executive Institute (TGEI) to provide a similar program for mid-level executives. Authors Dorothy F. Olshfski and Robert B. Cunningham managed the TGEI during its first five years and had unprecedented access to state-level public executives and managers. Here, they explain the everyday workings of state-level bureaucracy within the context of a simple decision model and share managers' and executives' own stories. Their research questions several aspects of the current orthodoxy on decision-making processes, offers new thinking about executive leadership in implementation and evaluation, and compares executive and middle-manager thinking and behavior.

At the selection stage of the model, committee members are uncertain about their final preferences. They only know the probability that they will prefer the proposal to the status quo at the decision stage. This probability is private information. Then the probability that the proposal is adopted conditional on a voter being pivotal and eventually preferring the proposal increases at a faster rate with the selection rule than the same probability conditional on her eventually preferring the status quo. To compensate for that, voters become more conservative when the selection rule is more stringent. The decision rule has the opposite effect. We describe optimal rules at the limit when there is a linear cost of organizing the final election.

Traditional approaches to the study of voting and elections often fail to address these questions by ignoring other elections taking place simultaneously. In this groundbreaking book, Stephen Nicholson shows how issue agendas shaped by state ballot propositions prime voting decisions for presidential, gubernatorial, Senate, House, and state legislative races. As a readily accessible source of information, the issues raised by ballot propositions may have a spillover effect on elections and ultimately define the meaning of myriad contests. Nicholson examines issues that appear on the ballot alongside candidates in the form of direct legislation. Found in all fifty states, but most abundant in those states that feature citizen-initiated ballot propositions, direct legislation represents a large and growing source of agenda issues. Looking at direct legislation issues such as abortion, taxes, environmental regulation, the nuclear freeze, illegal immigration, and affirmative action, Nicholson finds that these topics shaped voters' choices of candidates even if the issues were not featured in a particular contest or were not relevant to the job responsibilities of a particular office. He concludes that the agendas established by ballot propositions have a far greater effect in priming voters than is commonly recognized, and indeed, that the strategic use of initiatives and referenda by political elites potentially thwarts the will of the people.
