Book excerpt: A Agenda 21 Global e um documento que foi elaborado e acordado por mais de 170 paises durante a realizacao da Conferencia das Nacoes Unidas para o Meio Ambiente e Desenvolvimento, ocorrida na cidade do Rio de Janeiro em junho de 1992 (ECO-92). O documento Agenda 21 Global e um plano de acao estrategico na busca de protecao ambiental, justica social e eficiencia economica, tendo como objetivo um novo paradigma que leve ao desenvolvimento sustentavel. Este e o foco da Agenda 21 Global em seus 40 capitulos, como por exemplo o Capitulo 18: "Protecao da Qualidade e do Abastecimento dos Recursos Hidricos". Este trabalho introduz a questao da sustentabilidade e para tal discute a composicao de indicadores de uma maneira geral e os criterios para escolha de indicadores ambientais. Ainda que rapidamente, e discutido o conceito de desenvolvimento sustentavel para em seguida apresentar a estrutura da Agenda 21 Global, um quadro da evolucao da construcao da Agenda 21 no mundo, para depois mostrar o caminho percorrido no desenvolvimento da Agenda 21 Brasileira, sua metodologia de construcao e o estagio em que se encontra. Por ultimo e apresentado uma abordagem critica da Agenda 21 Local, proposito principal da Agenda 21 de Curitiba, Santos e Sao Paulo. A participacao popular na cidade de Santos foi decisiva para obtencao do melhor resultado entre os municipios estudados. A cidade de Curitiba ainda nao entrou formalmente no processo de construcao da Agenda mas desenvolve um programa ambiental reconhecido internacionalmente. A cidade de Sao Paulo desenvolveu uma Agenda com pouca participacao da populacao, contrariando orientacao da Agenda 21 Global em seu capitulo 28. Ao final deste trabalho sao feitas algumas consideracoes para a construcao da Agenda 21 Local (AU).
