Available in PDF, EPUB and Kindle. Book excerpt: The administrative sciences have been dominated by a turn to managerial perspectives in the late 20th and early 21st centuries, and in the spirit of this turn, 'New Public Management' (or NPM) promises to produce efficient, responsible and client-oriented public services. The reforms carried out in the pursuit of New Public Management are often accompanied by great optimism and rapid, enthusiastic steps toward implementation. Even in highly developed industrial countries, however, these fundamental reforms often overlook the political and cultural contexts of the implementing country. New Public Management in Africa: Emerging Issues and Lessons provides much-needed theoretical foundations for NPM reforms in the African context and reflects on the success of existing reforms in the development of several African states. The individual contributions in this timely volume provide important analyses of academic discourse, practical policy, achievements, and desiderata. The book as a whole, however, provides a valuable impetus for public administration research in and on African states, sharing findings on the results of reforms to date and adjustments required for these reforms to succeed. For public administration researchers outside of Africa, this book offers a review of New Public Management case studies that are unavailable or difficult to find elsewhere, contributing much to the exchange between African and Western administration science research, and demonstrating that African administrative research is well-prepared to help resolve global challenges.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this book is to establish the first formalised scholarly work on critical management studies (CMS) in the South African context. The book is a collection of seven chapters, six of which employ a conceptual methodology and one of which follows an interpretive paradigm employing qualitative methods of inquiry. CMS is a relatively young school of thought, arising in the early 1990s and still very much a peripheral movement within the academic discipline of management. South Africa has very little scholarship on CMS as precious few scholars work in this space. Furthermore, publication opportunities are virtually non-existent as CMS is virtually unknown in the South African community of management scholars. Thus, this book represents the first academic work on CMS published in South Africa, written and reviewed by scholars who are familiar with the field. The primary target readership would be management academics, but it could also be a useful reference for postgraduate students in management.

The unique political journey of South Africa provides a distinctive context in which to explore the progression of management studies within a developing state. The authors consider how Apartheid has configured the discipline of management studies to reflect certain racial, institutional and gendered trends, and analyse the extent to which these trends have adapted or changed in post-Apartheid times. Appealing to management scholars and professionals, this book provides implications for policy and practice within the South African higher education sector, and presents avenues for future research.

Book excerpt: Reforming the African Public Sector: Retrospect and Prospectsis an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).

Book excerpt: This book shows how Critical Management Studies (CMS) scholarship is starting to develop a character of its own in South Africa. It attests to CMS slowly gaining momentum and acquiring an identity of its own amongst South African scholars. However, management studies in South Africa is dominated by capitalist ideology and positivist methodology. Although Interpretive scholarship has gained some momentum, it still falls within the parameters of ‘mainstream’ capitalist thinking. Scholarship outside the domain of capitalist thinking, such as critical scholarship, remains sorely underexplored. Being entrenched in the positivist tradition is arguably a major Achilles’ Heel for the progression of management as a field of inquiry. CMS presents a vehicle for alternative epistemologies to be heard in the management discourse. With its focus on power imbalances, struggles for emancipation from oppression, and distrust of capitalism, CMS provides the peripheral point of view with a voice. CMS presents a space where scholars can engage with South African realities surrounding political, cultural, social, and historical contexts and issues in management. This book is promoting CMS to the scholarly community to show that there are exciting possibilities being offered by a different approach to management scholarship. This book also forms part of a larger project of growing CMS in South Africa and is a collection of original works by academics actively working in CMS, following various methodological approaches which can be categorised into two broad methodological categories, namely, conceptual work and empirical work following an Interpretive approach.

Available in PDF, EPUB and Kindle. Book excerpt: There is a growing global interest in Africa and how to improve the quality of life of its people—and for good reason. The world can no longer afford to ignore the democratic changes that have occurred across the continent over the past two decades, changes with tremendous implications for professional education and training for the tasks of nation building. Public Administration Training in Africa: Competencies in Development Management presents research findings related to talent and competency development within the framework of public service institutional capacity building. The book focuses on public administration questions as they relate to training, development, and competency building that will strengthen public managers’ capacity to implement governance policies and work toward improving development management. It draws on unique national experiences to provide research and scholarship that advance the dialogue on training and development relevant to African culture and history while at the same time contributing to enhance the field of practice. In addition to offering detailed descriptions and analyses of unique national experiences, the book also integrates transnational issues of training and development and ties the discussions back to the body of knowledge and scholarship defining the field and discipline of public administration. As scholars and experts in their own right, the authors make a reasoned case for rethinking and re-examining training and development in Africa in light of the emerging governance approach to public administration. The comprehensive empirical descriptions and analyses of education and training contexts and cultures written by some of the best minds in the subfield give you the latest research findings and distill relevant experiential and theoretical knowledge, tools, and skills based on case analyses, including carrying out development activity in different cross-cultural contexts.
