Book excerpt: The U.S. Government is in a unique position to leverage a momentous and historic shift in military focus: that it is now possible to mitigate the conditions that lead to conflict by working with allies and partners to shape the international environment and thus promote stability and security. U.S. Africa Command (USAFRICOM) is the embodiment of this opportunity. Though American efforts to date represent steps in the right direction, they are nonetheless overly reliant on the Armed Forces and, as such, do little to alleviate the perception of the militarization of U.S. foreign policy. But the Government can mitigate and reverse this perception by implementing an integrated 3D (diplomacy, development, and defense) security engagement policy. In a statement regarding the military's role in Africa, the USAFRICOM commander refers to this "three-pronged" government approach, with DoD taking the lead on security issues, but "playing a supporting role to the Department of State, which conducts diplomacy, and USAID, which implements development programs." To implement the 3D security engagement concept and mitigate concerns over the militarization of foreign power, the Government must address key obstacles through bold reform and policy driven by national-level strategic leadership. To this end, included in this article are the four fundamental impediments to a practicable implementation of the 3D security engagement concept as it affects and relates to the demilitarization of foreign policy. Also presented here are recommendations for overcoming each obstacle.

Book excerpt: In recent years there has been growing recognition of the militarization of U.S. foreign policy in Africa, especially following the establishment of a dedicated, regional combatant command (Africa Command, or AFRICOM) in 2007. At the same time knowledge of the extent and aims of U.S. military activities in Africa remains murky, especially when compared to other regions such as the Middle East and Europe. This article begins by conceptualizing AFRICOM as a geopolitical assemblage, an approach we believe useful for analyzing its composition and emergence. Next we discuss the challenges involved in tracing the U.S. military's evolving presence in Africa and the methods utilized in our analysis. Following this we present three case studies: the first compares the composition and geographies of manned and unmanned aerial surveillance assemblages, the second details logistics infrastructures and the military's use of contractors to develop logistical capabilities across the continent, the third examines growing counterterrorism entanglements in West Africa. We conclude with some observations concerning the divergence between purported aims and the focus and outcomes of the U.S. military's presence in Africa.

Book excerpt: On February 6, 2007, the Bush Administration announced its intention to create a new unified combatant command, U.S. Africa Command or AFRICOM, to promote U.S. national security objectives in Africa and its surrounding waters. U.S. military involvement on the continent is currently divided among three commands: U.S. European Command (EUCOM), U.S. Central Command (CENTCOM), and U.S. Pacific Command (PACOM). As envisioned by the Administration, the new command's area of responsibility (AOR) would include all African countries except Egypt. In recent years, analysts and U.S. policymakers have noted Africa's growing strategic importance to U.S. interests. Among those interests are Africa's role in the Global War on Terror and the potential threats posed by uncontrolled spaces; the growing importance of Africa's energy resources; and ongoing concern for Africa's many humanitarian crises, armed conflicts, and challenges such as the devastating effect of HIV/AIDS. As defined by the Department of Defense (DoD), AFRICOM's mission will be to promote U.S. strategic objectives by working with African states and regional organizations to help strengthen stability and security in the region through improved security capability, military professionalization, and accountable governance. A transition team has begun establishment of the new command, which is expected to begin as a subunified command under EUCOM by October 2007 and achieve full capability as a stand-alone command by October 2008. This report provides a broad overview of U.S. strategic interests in Africa and the role of U.S. military efforts there as they pertain to the creation of AFRICOM. Although the command is still being planned, a discussion of AFRICOM's mission, its coordination with other government agencies, and its basing and manpower requirements is included. Appendixes provide a history of U.S. military involvement in Africa and a chronology of the use of U.S. Armed Forces in Africa from 1950-2006.
