Book excerpt: Pursuant to a congressional request, GAO reviewed the cost and savings issues related to the closure and privatization of the Newark Air Force Base Aerospace Guidance and Metrology Center (AGMC). GAO found that: (1) the justification for closing AGMC is not clear; (2) the Department of Defense (DOD) considers AGMC work conducive to conversion to the private sector and has recommended closing AGMC through privatization and transferring its workload to other depots; (3) DOD estimates that closing AGMC would cost $31.3 million and would result in annual savings of $3.8 million; (4) one-time closure costs have doubled in the past year and may still be underestimated; (5) the projected costs of conducting post-privatization operations could exceed the cost of current Air Force operations and reduce or eliminate projected savings; and (6) other closure and privatization issues create uncertainty about the validity of the Air Force's planned action, including the disposition of proprietary data claims, the effect of the closure on excess depot maintenance capacity, the segmentation of the metrology and calibration mission, and the transfer of AGMC property to a local reuse commission.

This was a first of a kind for the DoD repair depot system. The justification was too much excess depot capacity and by closing Newark the Air Force would rid itself of this excess capacity and obtain savings by privatizing the repair workload. This thesis concentrates on whether excess capacity at AGMC was as large as it was identified and if cost saving had materialized at the depot since the privatization. To determine how well the depot repairs were accomplished, performance metrics were examined before and after the privatization occurred. With the trend of privatization in the DoD depot system, many depot policy changes have occurred since the AGMC privatization. This research suggests the justification presented for closing Newark and privatizing AGMC was not accurate, the costs to operate the privatized depot is has cost the taxpayers $70 million more then if the depot would have remained organic, and how recent legislative changes are leading to a preference for private industry to perform all depot level maintenance.

Book excerpt: The Aerospace Guidance and Metrology Center (AGMC) is a vital link in the Air Force's logistics support network. An important portion of AGMC's work load is the repair of the Minuteman III Missile Guidance Set (MGS). The importance of maintaining strategic missile operational capability dictates that AGMC be able to cope with current MGS work loads and to absorb changing work loads. If the average input rate were to increase due to changing mission requirements, AGMC managers would have to estimate what extra resources should be committed to MGS repair. The study is conducted using a GPSS V model to simulate the system level repair process for the MGS and the subsystem level repair process for the gyro stabilized platform. Through simulation of increased MGS input rate, the model identifies specific repair resource requirements at each of seven increased rates, up to 200 percent of normal. The simulation program with its extensive use of standardization and modularization, Macro statements that simplify coding and input of data, and indirect referencing, is a simplified approach to computer simulation.
