Book excerpt: An aerial radiological survey was conducted over the Oyster Creek Nuclear Power Plant in Forked River, New Jersey, during the period September 18 through September 24, 1992. The survey was conducted at an altitude of 150 feet (46 meters) over a 26-square-mile (67-square-kilometer) area centered on the power station. The purpose of the survey was to document the terrestrial gamma radiation environment of the Oyster Creek Nuclear Power plant and surrounding area. The results of the aerial survey are reported as inferred gamma radiation exposure rates at 1 meter above ground level in the form of a contour map. Outside the plant boundary, exposure rates were found to vary between 4 and 10 microroentgens per hour and were attributed to naturally-occurring uranium, thorium, and radioactive potassium gamma emitters. The aerial data were compared to ground-based benchmark exposure rate measurements and radionuclide assays of soil samples obtained within the survey boundary. The ground-based measurements were found to be in good agreement with those inferred from the aerial measuring system. A previous survey of the power plant was conducted in August 1969 during its initial startup phase. Exposure rates and radioactive isotopes revealed in both surveys were consistent and within normal terrestrial background levels.

Over 300 aerial radiological surveys have been carried out over the past 25 years including U.S. Department of Energy (DOE) sites, commercial nuclear power plants, Formerly Utilized Sites Remedial Action Program/Uranium Mine Tailing Remedial Action Program (FUSRAP/UMTRAP) sites, nuclear weapons test sites, contaminated industrial areas, and nuclear accident sites. This paper describes the aerial measurement technology currently in use by the Remote Sensing Laboratory (RSL) for routine environmental surveys and emergency response activities. Equipment, data-collection and -analysis methods, and examples of survey results are described.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.
